The Commission on Human Rights and Administrative Justice (CHRAJ) is a constitutionally mandated body set up in 1993 to protect the fundamental human rights of Ghanaians.CHRAJ as part of its mandate under the 1992 Constitution of Ghana, handles complaints of discrimination including HIV-related cases through mediation, investigation and adjudication. Thus, in December 2013, the Commission on Human Rights and Administrative Justice (CHRAJ) in collaboration with Ghana AIDS Commission (GAC) and with technical support from USAID/Health Policy Project (HPP), developed an innovative on-line Stigma and Discrimination Reporting System. The purpose of the online tool was to create a platform for individuals and Civil Society Organizations to report cases of HIV related stigma and discrimination for redress as appropriate. The online tool also served as an effective referral system for cases of stigma and discrimination.

BACKGROUND;Since Ghana’s return to democratic rule in 1992, the threat of election as a means to destabilizing the entire country was conspicuous in the 2008 and 2012 general elections. In the 2008 election, some youth believed to be from the National Democratic Congress besieged the Electoral Commission premises, calling on the electoral commission to quickly declare its candidate as the winner. The intervention of the security agencies forestalled any potential violence. After the 2012 election, amidst allegations of rigging and electoral fraud, the country, for the first time, witnessed the challenge of the provisional result of the presidential poll as declared by the Electoral Commission in the Supreme Court of Ghana by the losing main opposition party, NPP. BACKGROUNDDrug abuse is major public health problem worldwide. While an estimated 246 million people aged 15 to 64 years used at least one illicit drug in 2013, more than 1 in 10 of the drug users are either injecting drugs or engaging in long duration or regular use of opioids, cocaine and/or amphetamines. Furthermore, West Africa serves as a transit area for illicit drugs such as heroin bound for Europe and other regions. While communities in West Africa suffer from psychosocial, economic, and health consequences of drug abuse, unavailability of reliable data for monitoring the extent, patterns, and trends of drug abuse constitutes a major setback to prevention, and demand reduction efforts in the region.UNODC, in collaboration with ECOWAS is implementing the project - \"Support to ECOWAS Regional Action Plan on illicit drug trafficking, organized crime related to it and drug abuse in West Africa (XAW/Z28 - SB-004586 - FED/2014/337-573)\" funded by the European Union. BACKGROUNDThe Ghana National Peace Council (NPC) was set up, as a statutory national institution by Act, 2011 (Act 818), to facilitate and develop mechanisms for conflict prevention, management, resolution and to build sustainable peace in the country. The Council has been duly established with a governing board of thirteen (13) members drawn from various fields of endeavor. The NPC Act also institutionalized the setting up of Regional Peace Councils at the regional level. Nine Regional Peace Councils were inaugurated in 2014 to, among other things, advice the Regional Coordinating Councils and the Regional Security Councils in relation to conflict prevention, management, resolution and building sustainable peace in the region (source: NPC Report 2014). Each of the 9 Regional Peace Councils has a thirteen Members Board drawn from various institutions and bodies at the regional level. In all these, the National and the various Regional Peace Councils have administrative staff headed by the National and Regional Executive Secretaries. These staffs are responsible for the day to day administration and functioning of the N/RPCs.
