TERMS OF REFERENCE (TOR)Trainings and support to PVE online content production UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women (previously UNIFEM) has been operating in Bangladesh since 2006. Since the launch of UN Women in 2011 the office has intensified its work with a range of stakeholders in Bangladesh including the government, civil society, women’s organizations, UN agencies and donors, towards the promotion of gender equality and women’s empowerment.UN Women Bangladesh is currently working to ensure a gender sensitive approach to understanding and preventing violent extremism (PVE). It is an approach firmly based on the empowerment of women to build resilient, cohesive and peaceful communities, with a focus on those that are most marginalized and in particularly vulnerable situations.BACKGROUND AND JUSTIFICATION: Since the adoption of Security Council Resolution 1325 in 2000, the Women, Peace and Security agenda (WPS) has grown to generate a body of knowledge that provides critical guidance to strengthening policy and practice on preventing and countering terrorism and violent extremism. This has been recognized by Security Council resolution 2242 (2015) – the eighth resolution on WPS – and numerous other recent international policy frameworks. In particular, the fifth review resolution of the UN’s Global Counter Terrorism Strategy (2016) was notable for underscoring the important role of women in countering terrorism and violent extremism. This is reflective of the emphasis on women in the Secretary General’s Plan of Action to Prevent Violent Extremism (2016) which includes gender as one of the seven priority areas for action. In addition, the Plan of Action highlights the critical role of media in disseminating messages of peace and tolerance, and countering the narratives of violent extremists.These priorities emphasized in the Plan of Action respond to the increased use by terrorist organizations of harmful gender stereotypes in recruiting young men and women to their cause. Online recruitment videos by violent extremist actors glamorize men’s engagement in violent activity, and encourage young women to join the cause through marrying fighters and bearing children.At the meeting of an expert forum of leaders from South Asia, convened by UN Women and the Counter-Terrorism Executive Directorate in September 2017, to reflect on how to better engage communities in approaches to countering violent extremism and incitement, the production of effective counter-narratives to tackle these gendered recruitment approaches was identified as a priority. The forum of leaders agreed that using new forms of media and adopting creative approaches are essential to countering extremist ideology in the online space. UN Women Bangladesh is building on this recommendation by seeking to support skill-building for women to develop and disseminate online counter-narratives for PVE. PURPOSE: The project team is expected to undertake the following key activity:Design and lead workshops/trainings with women in Bangladesh to build their skills in the development of PVE content, that results in the production and dissemination of online PVE material.The project is expected to result in the production of social media content that address themes of women and PVE through a participatory process that strengthens the skills of participants.ACTIVITIES: Develop a justification of the methodological approach that will be used to determine the type of online content created, the potential trainers/media production support team to be involved, and the process of selection to be used.Develop a workplan for the project with timelines, including for conduct of two workshops/trainings;Conduct two workshops/trainings on PVE content production with young women from rural communities;Coordinate the dissemination of online content on gender and PVE, produced as a result of the trainings/workshops. The project team is expected to ensure a methodology and strategic approach that results in wide dissemination and reach of the produced content. TIMEFRAME AND LOCATION: The total duration of the engagement is for a period of 3.5 months (tenative).
