This Request forExpression of Interest (EOI) follows the general procurement notice for the project that appeared in Development Business, issueno. 787 of 30-Nov-2010. 2. The IslamicRepublic of Pakistan has received a loan from the International Bank for Reconstruction and Development and intends to apply partof the proceeds of this loan to payment under the contract for the Services of an Owners Engineer(OE). 3. The Sui SouthernGas Company Ltd. (SSGC), the implementing agency, transports, distributes, and sells natural gas to industrial, commercial, anddomestic customers inKarachi, interior Sindh, and Baluchistan. SSGC's Unaccounted-for Gas (UFG), i.e. the difference between itsoverall purchased and sold gas,exceeds 10 percent and is caused by a combination of leakages, measurement errors and gas theft. Thecompany wants to bring UFG down to thelevel of international levels and plans to deploy a US$ 100 million World Bank loan to assistin achieving the targets. 4. The OE shall helpto manage and implement the Natural Gas Efficiency Project. The OE will be vested with responsibilities in the areas of Scheduling;Records keeping and systematization; project-strategic Analysis; Quality Assurance; and to bring in Technical Specialists as andwhere needed. The objectiveis to undertake project activities that can bring down the UFG level in time and cost effective manner.Main focus of the OE will initiallybe on project management aspects, while bringing in technical expertise to provide advice and toenhance the company's knowledge base expectedly will come more into focus when implementation is developing adequately. 5. It is envisionedthat a consulting firm, having extensive experience as services of OE, will deploy several highly qualified experience expertswithin project management, project analysis and development, implementation and quality assurance, with vast experience preferablyfrom the natural gas industry. These consultants would likely ensure support from local engineers to enhance implementationcapacity. Furthermore, the OE will, as mentioned above, bring in specialized technical expertise during project period. Preferencewill be given to firm having previous projects with World Bank in south Asia region. Firms from developing countries are alsoencouraged to submit EOI. 6. The firm should befinancially sound to handle large consulting contracts indicting their average business turnover alongwith copies of balance sheetand tax assessment certificates in last three reporting years. 7. SSGC as theimplementing agency now invites eligible firms to indicate their interest in providing the Services.  Interested firms must provide information indicating that they are qualified to perform the Services, especiallyin gas loss prevention methodologies (brochures, description of similar assignments, experience in similar conditions, andavailability of appropriate skilled staff). 8. SSGC's Unaccounted-for Gas (UFG), i.e. the differencebetween its overall purchased andsold gas, having increasing trend and is caused by a combination of leakages, measurement errors and gas theft. The company wantsto bring UFG down to the level of international levels and plans to deploy a US$ 100 million World Bank loan to assist in achievingthe targets. 4. The OE shall help to manage andimplement the Natural Gas Efficiency Project. The OE will be vested with responsibilities in the areas of scheduling; recordskeeping and systematization; project-strategic Analysis; Quality Assurance; and to bring in Technical Specialists as and whereneeded. The objective is to undertake project activities that can bring down the UFG level in time and cost effective manner. Mainfocus of the OE will initially be on project management aspects, while bringing in technical expertise to provide advice and toenhance the company's knowledge base expectedly will come more into focus when implementation is developing adequately. 5. It is envisioned that a consultingfirm, havingextensive experience as services of OE, will deploy several highly qualified and experienced experts within projectmanagement, project analysis and development, implementation and quality assurance, with vastexperience from the natural gasindustry. The consulting firm will bring in specialized technical experts (local and foreign engineers) during project period asper project requirement to enhance implementation capacity. 6. Thisprequalification is being conducted for a single ICB contract. The Government of Islamic Republic of Pakistan through Government of the Punjab has received a loanfrom the International Bank for Reconstruction and Development (IBRD) towards the cost of the Punjab BarragesImprovement Phase-II Project (PBIP-II), andit intends to apply part of the proceeds of this loan to payments under the project Revival of Degraded River Channels in Punjab. The Irrigation Department, Government of the Punjab, Pakistan, intends to prequalify contractors and/or firmsfor procurement of Civil, Mechanical and Electrical works for Revival of Degraded River Channels in Punjab. The Project comprisesthe construction of air inflatable rubber dam across River Sutlej near road bridge (N5) Bahawalpur City. The Project ManagementOffice (PMO) for Punjab Barrages Rehabilitation and Modernization Projects has been designated as the responsibleagency to executethese works through the supervisory consultants. The site for inflatable rubber dam is proposed 200 m downstream of N-5 Bahawalpur? Lodran Road Bridge at River Sutlej.  The inflatable dam has four (4) maincomponents: ·         700m Concrete Foundation Pad between abutments. ·         Extension of existing guide banks. ·         Strong and Flexible Rubber Coated Fabric Tube firmly fixed to concrete foundation by bars and anchoragebolts ·         Operating System that controls inflation and deflation oftube ·         AutomaticSafety Devices that ensure tube deflation during floods It is expected that invitations to bid will be made in March 2016 Prequalification will be conducted through prequalificationprocedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, August 2010, and is open to all bidders from eligible source countries, as defined in theguidelines.
