General Procurement Notice GENERAL PROCUREMENT NOTICE Islamic Republic of Pakistan National Power Transmission Modernization Phase I Project Energy GENERAL PROCUREMENT NOTICE Project ID No. P154987 The Government of the Islamic Republic of Pakistan has applied for financing in the amount of US$ 425 million equivalent fromthe World Bank toward the cost of the National Power Transmission Modernization Phase I Project, and it intends to apply part ofthe proceeds to payments for goods, works, related services and consulting services to be procured under thisproject. The project will include the following components: Investment Component: the component includes (a) Upgrading, expansion and rehabilitation of selected existing 500 and220 kV power substations and associated lines; and (b) Construction of new 500 kV, 220 kV substations and transmissionlines. Technical Assistance Component: The component includes (a) project management support for implementation of theProject; and (b) capacity enhancement for NTDC to plan, construct and operate the upgraded national transmissiongrid. The project is likely to include procurement of following works, goods and services: ·        Supply of equipment,works and installation service for rehabilitation and expansion of existing 220 and 500 kV substations and associated transmissionlines; ·        Supply of equipment,works and installation service for new 220 and 500 kV substations and associated transmission lines; ·        Consulting services fordesign, tender support, contract management and construction supervision of all substations and associated transmission lines underthe Project. ·        Consulting services forenhancing capacity of NTDC in planning, management and operation of the national transmission systems. Procurement Of Plant Design, Supply, Installation, Testing & Commissioning Of Hydro - Mechanical And Electrical Equipment SPECIFIC PROCUREMENT NOTICE INVITATION FOR PREQUALIFICATION ISLAMIC REPUBLIC OF PAKISTAN DASUHYDROPOWER STAGE-IPROJECT PROCUREMENT OF PLANTDESIGN, SUPPLY, INSTALLATION, TESTING & COMMISSIONING OF HYDRO - MECHANICAL AND ELECTRICAL EQUIPMENT ICB NO.DASU-EM-01 Credit Number 5498-PK,5497-PK This Invitation for Prequalification follows the GeneralProcurement Notice for this Project that appearedin UN Development Business online (UNDB online); Bank's external website on 13 November 2013; Local Newspapers and on WAPDA website on 21 November, 2013. The Government of Islamic Republic of Pakistan has received a credit from the International DevelopmentAssociation (IDA) for the Project. Much of the funds from the IDA Credit would be used for the Preparatory Works, EnvironmentalManagement Plans and Project Monitoring and Supervision.  Inaddition to the fundingprovided by the IDA, and its own internal sources, Pakistan Water and Power Development Authority (the Employer) isalso seeking toraise funds from commercial and export credit financing sources to finance the entire Project. The commercial financing is expectedto be loaned from local Pakistani and International Commercial Lenders, and through capital market bond issuances which theEmployer is currently accessing. The Employer intends to prequalify contractors and/or firms for: PROCUREMENT OF PLANT DESIGN, SUPPLY, INSTALLATION, TESTING &COMMISSIONING OF following HYDRO-MECHANICAL AND ELECTRICALEQUIPMENT: Six (6) nos. Francisturbines, generators, main transformers, generator and station service switchgear, two (2) sets of powerhouse cranes, control andprotection equipment, auxiliaries, communication and one (1) lot of 765 KV GIS for six(6) units and two (2) circuits of GIL and 765KV take-off switchyard equipment. It is expected that Invitation for Bids will be made in October, 2016. Prequalification will be conducted through prequalification procedures specified in the World Bank'sGuidelines "Procurement of Goods, Works, and Non-Consulting Services" under "IBRD loans and IDACredits & Grants by World BankBorrowers - January 2011" and is open to all bidders from eligible source countries, as defined in theguidelines. WAPDA and the Government of Pakistan intend to financethis Contract (DASU-EM-01) through ExportCredits.   Therefore, WAPDA is also seeking tiedProject Financing Proposal in theform of buyer or supplier credit financing from Export Credit Agencies (ECA) through the Bidder for this Contract. The general conditions of the agreement with the ECA shall be as per Organization for EconomicCooperation and Development (OECD) Consensus Norms applicable for buyer or supplier Credit transactions. The funds would beborrowed by WAPDA and only Sovereign Guarantees from the Government of Pakistan may be available as a security for this financing.No other collateral or credit enhancement should be foreseen. The qualified Applicants shall be expected to mobilizethe required financing at the biddingstage.  Applicants are invited through this Prequalification document and would beexpected to provide evidence to WAPDA that the Applicant will be able to mobilize such financing on an indicativebasis. Interestedeligible applicants mayobtain further information from and inspect the Prequalification Document at the address given below duringworking days from 0800 hours to1600 hours. A complete set of the Prequalification Document  in English may be purchased by theinterested applicants on submission of a written application to the addressbelow and upon payment of non-refundable fee of Pak Rs.5,000/- or in US$ 50/- for mailing within Pakistan. The document will besent by mail to an address outside Pakistan on payment of a non-refundable fee of Pak Rs.        10,000/- or in US$ 100/-. The method of payment will be through a bank pay order or demand draft in favor of The GeneralManager/Project Director, Dasu HPP, WAPDA. Applications for Prequalification should be submitted in sealed envelopes, delivered to theaddress given below by 26 July, 2016 up to 1100 hours and be clearly marked.
