Invitation for Bids – Rebidding 1. This Invitation for Bids follows the Procurement Plan for this project that appeared in the “ADB Business Opportunities”, dated 11 September 2015. 2. The Islamic Republic of Pakistan (“the Borrower”) has received financing from the Asian Development Bank and applied for finance from Agence Française de Développement (AFD) toward the cost of Power Transmission Enhancement Investment Program – Tranche 4. Part of this financing will be used for payments under the Contract named above. The procurement will follow ADB’s Procurement Guidelines. 3. The National Transmission and Despatch Company Limited (NTDC, the “Purchaser”) now invites sealed Bids from eligible bidders for the Procurement of transmission line materials in single lot i.e. Description Quantity i. Spacer Dampers for Rail Conductor ii. Stock Bridge Dampers for OPGW 28,710 Nos. 8,699 Nos. The Supplier/manufacturer must have at least 5 years’ experience of manufacturing/supply of similar goods/material with same or higher rating and capacity and 3 years satisfactory operational experience of such goods/material. The bidders, who are not manufacturers themselves, shall furnish an authorization from the concerned manufacturer to submit a bid for supply of their goods to Pakistan against this tender. Moreover, 100% quantity of Equipment/Goods covered in the respective lot should have been manufactured & supplied in any one year (continuous period of 12 months) during the past five years by the Bidder, and if the Bidder is not the manufacturer, the manufacturer of that Equipment/Goods as on the date of opening of Bid. Minimum 25% of the said material must have been supplied either to NTDC/DISCOs in Pakistan or to any entity outside the country of manufacturer. For overseas experience, supply contract of similar size (not necessarily exactly the same material as that to be supplied) may also be considered. Copies of the contract agreements for verification of above mentioned manufacturing/supply record shall be submitted with the bid. Non submission of evidences may render the bid non responsive. (local time) The delivery period is 150/180/150 days for FOB / CIF (Karachi) / EXW Pakistan contracts respectively from the date of issuance of notification of award. 4. International competitive bidding will be conducted in accordance with ADB’s Single- Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions. 5. Interested eligible bidders may obtain further information from NTDC and inspect the Bidding Documents at the address given below, from 08.00 to 16.00 hours. 6. The Bidding Document, in English language, may be purchased by interested bidders upon submission of a written application to the address given below and upon payment of a non-refundable fee of Pak. Rupees 10,000/- or equivalent of US $ 100/-. The method of payment will be in the form of cashier's cheque, pay order or bank draft in favour of “Chief Engineer (MP&M), NTDC, Lahore for ADB-77R-2017”. The document will be sent by courier. No liability will be accepted for loss or late delivery. 7. Bids must be delivered to the address below on or before 11:00 AM on 8 May 2017. All Bids must be accompanied by a Bid Security as specified in the bidding documents. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address given below at 11:30 AM on the same day. 8. NTDC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 9. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
