Invitation for Bids 1. The Government of Nepal has received a grant from the Asian Development Bank (ADB) for Capital Market and Infrastructure Capacity Support Project. Part of this grant will be used for payments under the contract named above. 2. The Ministry of Finance, Government of Nepal (“the Employer”) invites sealed bids from eligible Bidders for: a. Study, Design, Development, Implementation, Go-Live and warranty support of Debt Operation & Management Software (DOMS) which will include three modules namely (i) Debt Recording and Accounting Module, (ii) Online Bidding and Auction Module and (iii) Clearing and Settlement Module and should meet the technical, functional and business requirements as mentioned in this bidding document, but not limited to the same and b. Supply, Installation and Commissioning of Middleware, Database and other system software as required for DOMS c. Kathmandu Valley Water Supply Improvement Project - Additional Financing

Invitation for Bids 1. The Government of Nepal has applied for a loan from Asian Development Bank (ADB) towards the cost of Kathmandu Valley Water Supply Improvement Project – Additional Financing and intends to apply part of the proceeds of this loan to eligible payments under the contract for construction and completion of the Capacity Expansion of Water Treatment Plant at Sundarijal (85 MLD to 170 MLD) of the project. Bidding is open to bidders from eligible source countries of the ADB. 2. International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage, Two-envelope Bidding Procedure. 3. Melamchi Water Supply Development Board, MWSDB (“the Employer”) invites sealed bids from experienced and eligible bidders, based on post-qualification criteria, for the construction and completion of the Works. The Works comprise the following main activities which includes both civil and electrical/mechanical work to construct: • A second structure of flocculation basins, sedimentation basins, sludge drain pipe gallery and clear water reservoir; • An additional six number filtration units, adding to the existing eight number units; • A third sludge drying bed; • Piping, conduits, gates and valves, chambers, etc. necessary to connect the new process units to process water piping, chemical solution piping, air scour, plant water, overflows, drains, etc. and to existing systems; • Cabling, conduits, cable trenches, ducts, manholes, chambers, etc. necessary to connect the new electrical and instrumentation works to existing systems; • Ancillary works including roads, site grading, landscaping and other site works; and • testing, commissioning for the works under the Contract; 4. The main qualification criteria are: a) Minimum average annual construction turnover of US Dollar Twenty Million (US$26,500,000) calculated as total certified payments received for contracts in progress or completed, within the last Five (5) years. The scope of work of such projects should be for water treatment plants with a minimum capacity of 50,000 m3/d and including, as appropriate, all mechanical and electrical equipment and testing, commissioning and training of personnel for the work. If the applicant has constructed sewage treatment plants and/or industrial water or industrial waste treatment plants all of similar or larger capacity (including all civil works and mechanical and electrical equipment), as a prime contractor, then these projects will be considered equally in addition in the water treatment plant category. However, such treatment works in which the major facilities comprise earthworks such as facultative ponds or aerated lagoons will not be considered as relevant experience. c) For the above or other contracts executed during the period stipulated in (b) above, a minimum construction experience in the following key activities: - Concrete production 1500 m3/month 5. Domestic Preference procedure will be applied while comparing the Financial Bids as per Construction Business Act, 2055, Clause 12 (a) of Nepal. 15.
