You are hereby invited to submit tenders regarding Technical Assistance to Microfinance Clients of SOCREMO Bank under a Sida- and USAID-funded Loan Guarantee Program.

Sida has an on-going Loan Guarantee Program in Mozambique with a local bank focusing on microfinance to MSE and Women-owned Businesses, running from 2014 to 2020. The technical assistance consultancy will cover (i) assistance to bank clients (skills development, both prior to receiving funding — application, business plan — and during funding), (ii) developing social media messaging about entrepreneurship, and (iii) selecting four women-owned businesses in four areas of strategic interest to the bank and strengthening those four businesses.

This is 1 of 2 tenders published simultaneously; the second consultancy, publication reference 24/2016, covers monitoring and evaluation of this technical assistance; it is noted that companies can register for and download both sets of tender documents for the purpose of obtaining information, but can only participate in either the technical assistance consultancy or the monitoring and evaluation consultancy, and the same applies for proposed staff.

The Project is underthe tutelage of the Ministry of Economy and Finance (MEF) of Mozambique and is housed in the Special Economic Zones Office(GAZEDA), the entity in-charge of coordinating and implementing SEZs in Mozambique, is responsible for the coordination, oversightand implementation of the Nacala Growth Poles and the Special Economic Zone development sub-component of the project, and NacalaCorridor. 3.       One One of IGPP's priorities in the Nacala Corridoris to support GAZEDA in developing and marketing a small, light and medium Industrial Zone (+/-50 ha) in the Nacala SEZ. This zoneis to be comprehensively designed with a detailed master plan, quality industrial serviced land (plots and pre-built factories forlease), and all necessary infrastructure and utilities to attract new investors to Nacala. This Industrial Zone is to be located within the newAirport City project, which is being prepared by the Aeroportos deMoçambique (ADM). The Airport City project is approximately 360 ha in size and is located adjacent the new Nacala Airport, inNacala District,Nampula Province. 4.       To jumpstartthe Airport City project and to fullyunderstand the detailed demand,design, and cost of the Industrial Zone within the larger project context, IGPP intends to applypart of the proceeds of this Credit to payments under the contract for a conducting a Feasibility study (phase I) for the AirportCity project with Industry Zone (phase II "master planning"). It is expected that the Phase I of the consulting start in secondhalf of September 2016, and has an approximate duration of 6 weeks. 5.       The Ministryof Economy and Finance, through theSpecial Economic Zones Office invites eligible consultants to express their interest in providing the services. General Procurement Notice Mozambique Agriculture and Natural Resources Landscape Management Project (ANRLMP) Credit No.D1190 Credit No. 58550 Project ID No.P149620 The Gove rnment of Mozambique (GoM) has applied for financing in the amount of US$ 40.000.000,00equivalent from the World Bank toward the co st of the Agriculture and Natural Resources Landscape Management Project (ANRLMP), andit intends to apply part of the proceeds to p ayments for goods, works, related services and consulting services to be procuredunder this project. The proposed project will incl ude the following three components with preliminary estimates of allocations:(1) Agriculture and Forest-Based Value Chain Developme nt (21.0 m); (2) Securing Land Tenure Rights and Increasing NaturalResources Resilience     (14.0 m); and Proje ct Coordination and Management (5.0m). Component 1: Agriculture and Forest-Based Value Chain Dev elopment (US$21.0 millionequivalent from IDA). Increasing smallholder and Small Emerging Commer cial Farmer(SECFs’) participation in key agriculture and forest-based Value Chains (VCs) in the Project area including through: Provision of training and Technical Assistance to  SECFs and other key rural Micro, Small, and Medium Enterprise(MSMEs) Agribusinesses (US$6.0 million equivalent from IDA); Agribusiness finance to VC actors (SECFs, agribusiness, weathh (r-based insurance) (US$10.0 million equivalent from IDA); and Improving rural infrastructure (US$5.0 millionequivalent f om IDA). Component 2: Securing Land Tenure Rights (LTR) and Increasing NaturalResources Resilien ce (US$14.0 million equivalent IDA) Promotion of integrated landscapemanagement, securing LTR a t the community and individual levels, and restoration of critical natural habitats in the Project areaincluding through: Land Tenure Regularization (US$7.0 million equivalent from IDA); Strengthening landadministration services (US$2.0 milli on equivalent from IDA); Strengthening capacity on integrated landscape management(US$1.0 million equivalent from IDA); a nd Restoration of natural habitats that are critical for the VCs in the landscape(US$4.0 million equivalent from IDA). Component 3: Project Coordination and Management (US$5.0 millionequivalent from IDA) Support to the International Funds Management Unit (Unidade de Gestão deFundos Internacionais, UGFI) and provincial implementa tion units (PIUs), to oversee the implementation of the Project in eachof the provinces in the Project area comprising support for project coordination and management, including fiduciary and safeguardsmanagement, monitoring and evaluation (M&E), and communications. Procurement of contractsfinanced by the World Bank will be conducted through the procedures as specified in the World Bank’s ´Guidelines: Prrocu finaement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World BankBorrowers’, dJanuary 2011, revised in July 2014, and is open to all eligible bidders as defined in the guidelines.Consulting services willbe selected in accordance with the World Bank’s ‘Guidelines: Selection and Employment ofConsultants under IBRD Loa ns and IDA Credits and Grants by World Bank Borrowers’, dated January 2011, revised in July2014´. Specific procurement notices for contracts to be bid under the World Bank’sinternational competitive bidding (ICB)procedures and for contracts for consultancy services will be announced, as they becomeavailable, in UN Development Business a nd dgMarket and in localnewspapers.
