The Project is underthe tutelage of the Ministry of Economy and Finance (MEF) of Mozambique and is housed in the Special Economic Zones Office(GAZEDA), the entity in-charge of coordinating and implementing SEZs in Mozambique, is responsible for the coordination, oversightand implementation of the Nacala Growth Poles and the Special Economic Zone development sub-component of the project, and NacalaCorridor. 3.       One One of IGPP's priorities in the Nacala Corridoris to support GAZEDA in developing and marketing a small, light and medium Industrial Zone (+/-50 ha) in the Nacala SEZ. This zoneis to be comprehensively designed with a detailed master plan, quality industrial serviced land (plots and pre-built factories forlease), and all necessary infrastructure and utilities to attract new investors to Nacala. This Industrial Zone is to be located within the newAirport City project, which is being prepared by the Aeroportos deMoçambique (ADM). The Airport City project is approximately 360 ha in size and is located adjacent the new Nacala Airport, inNacala District,Nampula Province. 4.       To jumpstartthe Airport City project and to fullyunderstand the detailed demand,design, and cost of the Industrial Zone within the larger project context, IGPP intends to applypart of the proceeds of this Credit to payments under the contract for a conducting a Feasibility study (phase I) for the AirportCity project with Industry Zone (phase II "master planning"). FUNDODEINVESTIMENTOS E PATRIMÓNIO DO ABASTECIMENTO DE ÁGUA WATER SUPPLY AND INSTITUTIONAL SUPPORTPROJECT II GENERAL PROCUREMENT NOTICE Country: Mozambique Project Name: MZ: WaterSupply and Institutional Support Project II LoanNo.: IDA PPF ProjectID: P149377 The Government ofMozambique has applied for a credit from the International Development Association (IDA) in the amount of US$ 146 million equivalent toward the cost of the Water Supply and Institutional Support Project II. The proposed project has the following projectdevelopmentobjectives: to (i) increase water service coverage in Beira, Dondo, Tete, Moatize and Pemba cities; and (ii) strengtheninstitutional and regulatorycapacity for water supply services in the Northern, Central and Southern regions ofMozambique. The Government of Mozambique intends to apply part of the proceeds to payments for goods, works, relatedservices and consulting services to be procured under this project. The project will includethe following components: Component 1: Rehabilitation and Expansion of Water SupplyProduction and Distribution The proposedproject will finance priority water supply investments in three major systems, serving five urban areas in the Northern and Centralregions: (i) Pemba, (ii) Beira and Dondo, (iii) and Tete and Moatize. The proposed production and distribution investments willenable an increase in coverage and will address key infrastructure issues towards improving efficiency and quality of services.Furthermore, the proposed water supply infrastructure will supportand leverage institutional objectives, which include the creationof the Regional Water Utilities.Works for electromechanical equipment forboreholes, rehabilitation and expansion of treatment plants, pumping stations, transmission mains, distribution centres, network,supply of material for new 60.000 connections including meters among others will be part of the Project. Component 2:Institutional Support The focus ofinstitutional support activities to be implemented under component 2 will be on supporting thedecentralization of FIPAG operations by creating and strengthening three regional operating companies. This reformprocess willenhance the separation of function and corporate Governance structures, enable further autonomy, local accountability andefficiency in service delivery, and promote financial sustainability. This componentwill also finance the necessary engineering, design and supervision costs for implementation of infrastructure works. It will alsosupport project management, training, project audits, and various technical studies as needed, as well as technical assistance toFIPAG for the implementation of the new Project including the Environment and Social safeguards component. Component 3:Output-Based Payments for Connections for Low-Income Households The objective of this component is to increase access to pipedwater for low-income households in the project citiesand the Maputo Region by providing an output-based payment to the utility operator(s). This component has been specificallydesigned to support the provision of services to the poor by maximizing the uptake of connections forlow-income households.  This will be achievedby supporting demand and removing barriers for connections ? includingcustomer fees, and providing an incentive for the operators ? through a grant payment which will be used to reimburse theconnection fees for verified, eligible connections. Component 4: Rapid Response funds (zero-budget) The objective of thiscomponent is to support disaster recovery actions in FIPAG systems. This component is a zero-budget disaster recovery contingencycomponent that could be triggered in the event of a natural disaster through formal declaration of a national or municipal state ofemergency, or upon a formal request from the Government in the wake of a disaster. Component 5: Capacity Building and Operational Support toCRA The objective ofthis component is to expand and refine service quality and financial regulatory mechanisms for urbanwater supply in Mozambique. Aspart of this, a detailed impact evaluation and the ICT-based platform for customer complaints and support for recourse mechanisms (called Responding to ConsumersExpectation - RECO) will be carried out to measure andassess outcomes related to the project's institutional andinfrastructure investments. Qualifications: The Investment Planning and Contract Administration shall at least possess thefollowing qualifications and experience: ·         ABachelor's Degree in Civil, Sanitary or Hydraulic Engineering from a recognized institution; ·         Fluency in the English language both written and spoken, with particular emphasis on report writing and contractualcorrespondence. A native English-speaking person is considered an advantage for the assignment.
