The Framework Agreement will be available for use by the Scottish Ministers (including Agencies), Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross- border public authorities within the meaning of section 88(5) of the Scotland Act 1998, the Scotland Office, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994, Scottish Fire & Rescue Service, the Scottish Police Authority, Scottish health boards or special health boards, all NHS Scotland, The Integrated Joint Boards established further to the Public Bodies (Joint Working) Act 2014, bodies registered as social landlords under the Housing (Scotland) Act 2001, Student Loans Company Limited, the Forestry Commission, the Commissioner of Northern Lighthouse operating as the Northern Lighthouse Board, Equality and Human Rights Commission, Business Stream Ltd, the Business Gateway National Unit at the Convention of Scottish Local Authorities, further or higher education institutions being fundable bodies within the meaning of section 6 of the further and Higher Education (Scotland) Act 2005, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing. In addition to the contracting authorities listed, the framework agreement will be available to charities entered on the Scottish Charity Register and voluntary organisations entered on the Membership Database of the Scottish Council for Voluntary Organisations.

The successful contractor will support the smooth and efficient management of the Hub through successful delivery of Membership Development and Management, Front of house and Events Development and Programme Management activities.

1.1 The Scottish Government (SG), working in partnership with Scottish Enterprise (SE), Highlands & Islands Enterprise (HIE) and VisitScotland (VS) — the Partners — is looking to appoint a Service Provider to assist with the development and running of the London Innovation and Investment Hub.

1.2 The London Hub (the Hub), scheduled to open in early 2017, The Hub will be located in a newly refurbished, shared-occupancy building in the Blackfriars area of London EC4Y. The Hub will encompass the entirety of the 5th floor of the building with the aims to create trade, investment and innovation opportunities for Scottish businesses, organisations and institutions with governments, companies, investors and academic, research and policy institutions headquartered in London.

1.3 The services required can be categorised in three broad groups of Membership Development and Management; Front of House Management (soft facilities management); and Events Development and Programme Management.

1.4 The Service Provider will deliver the 3 core work areas as detailed above. The Partners are open to tenders from single organisations with the capability to deliver all services and from self-organising partnerships and consortia where different parties can harness their collaborative experience, expertise and networks in both London and Scotland to deliver the entirety of the services specified.

1.5 The Service Provider must have the capacity to deliver the Objectives throughout the period of the contract.

SPT is seeking a renew its current Management, Development, Selling & Maintenance of SPT Advertising Space and Infrastructure contract (Lot 1) within the Glasgow subway (15 subway stations), Bus Stations and any other advertising channel or mode identified during the contract.

In addition a further Lot (Lot 2) will be included for the Supply, Installation, Management, Development, Selling and Maintenance of SPT Advertising Space and Infrastructure for an initial two large format advertising sites on SPT property with the potential for further sites during the duration of the awarded contract.

SPT may engage with suppliers expressing an interest to establish further market information prior to issuing a tender.

LOT 1

SPT seeks to appoint a forward looking and innovative Supplier with the required and proven experience to manage, exploit and develop the full range of advertising and promotional opportunities available from SPT's wide-ranging activities and existing infrastructure which includes static and digital modes.

The successful Contractor's prime objective will be to maximise revenues from the core advertising estate (Subway and Bus Stations ) highlighting, developing and exploiting new revenue streams and generating new opportunities within these areas as well as examining all other modes eg. ticketing,vinyl wrapping etc. etc..

The contracting authority has identified an initial two sites capable of displaying large format advertising and can potentially offer an indicative pipeline of six or more future sites to be brought forward during the duration of the awarded contract.

The maximum duration of the contract wil be determined on the basis of the time that the successful tenderer could reasonably be expected to install and recoup on the investment made in operating the contract together with a return on investment to SPT taking account of the initial two sites and future opportunities.

WRAP is seeking to establish a new framework for behaviour change and communications. The objective is to increase efficiency and improve quality of its communication outputs by establishing a core supply base of marketing and communication agencies that can support delivery of its technical and consumer campaign communication requirements either on a long term or project by project basis.

The scope of LOT 1 is to develop and deliver end to end campaign solutions for these and others that WRAP may initiate over the term of the Framework. The agencies appointed to this Lot will be required to deliver a total campaign solution approach, developing concept and strategy and multi-channel tactical delivery as required, which will include creative development, consumer PR, digital marketing and return on investment (ROI) evaluation and reporting. It is envisaged that contracts awarded under this Lot would span more than one year although these agencies could also be used for short term activity where a holistic approach is needed. Suppliers appointed to this Lot may also be required to work collaboratively with WRAP's specialist agencies.

The scope of lot 2 is to provide cross channel design services for

— corporate communications;

— consumer communications; and

— external publications generated from WRAP's technical programmes.

The suppliers appointed to this LOT will provide additional capacity to WRAP's small in house team and it is envisaged that contracts will be for ad-hoc requirements or short to medium term arrangements where work will be flexibly drawn down from an agreed budget.
