HealthTrust Europe is looking to award a Framework Agreement for the provision of Management Consultancy & Financial Services.

It is HealthTrust’s intention to provide our customers (Private and Public Sector both in the UK and Europe) with a choice of supplier(s) that can provide specific areas of Management Consultancy & Financial Services whilst adding value.

The Framework Agreement will cover the following 6 lots:

Lot 1. Management consulting General
Lot 2. Management consulting and advisory
Lot 3. Management and IT consulting
Lot 4. Management and engineering consulting
Lot 5. Management consulting and outsourcing
Lot 6. Combined management consulting, IT systems development and outsourcing / managed services

Four of the six lots are broken down into sub lots; please see the tender notice and the documents attached to Bravo for further information on sub lots.

The first lot to be tendered in February 2012 shall be Lot 2 Management consulting and advisory. It is the intention of HealthTrust that the first sub lots to be tendered within lot 2 shall internal audit, counter fraud and IT audit. The delivery of these sub lots shall be 1st April 2012.

The tender timetable will be published during 2012 for the estimated timescales for the invitation to tender of the remaining lots and sub lots based on customer demand.

Crown Commercial Service as the Authority is putting in place a Pan Government Collaborative Framework Agreement for use by UK public sector bodies identified at VI.3 (and any future successors to these organisations), which include Central Government Departments and their Arm's Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies and Local Authorities. This Procurement will establish a multi Supplier public sector Framework Agreement for the purchase of Management Consultancy Services. This Framework Agreement shall comprise of 8 Lots. The Authority reserves the right for an electronic auction to be held by Contracting Authorities during further competition prior to an award of a contract.

Potential Providers have the opportunity to bid for all or any combination of the Lots.

The Authority considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (‘TUPE’) will not apply at the Framework level. However, it is the responsibility of Potential Providers to take their own advice and consider whether TUPE is likely to apply in the particular circumstances of the Call Off Agreement and to act accordingly. The Potential Provider is encouraged to carry out its own due diligence.

Potential Providers should note this Procurement will involve a 2 phase return of Tender submissions. Tender submissions for Lots 1, 2 and 3 (Phase 1) must be submitted by 14.2.2017, as per section IV.3.4. Tender submissions for Lots 4,5,6,7 and 8 (Phase 2) the deadline for submissions of Attachment 2 — Selection Questionnaire, is 14.2.2017. In reference to Section II.1.4, maximum number of participants allowed. Framework Agreements will be concluded with the maximum number of Suppliers for each Lot. The Authority reserves the right to award a Framework Agreement to additional Potential Providers where their Final Score is within 1 % of the original awarded last place position only up to an additional 5 suppliers. For the avoidance of doubt, last position is 40th for Lot 1, Lot 7 and Lot 8. Last position is 20th for Lot 2, Lot 3 and Lot 4. Last position is 50th for Lot 5 and Lot 6.

Christchurch Borough Council And East Dorset District Council Invitation To Tender For Treasury Management Advice Services Christchurch Borough Council and East Dorset District Council are two separate sovereign local authorities who are working together in partnership to deliver services. The financial services team provides a range of services to the partnership, including treasury management. At present treasury management comprises the investment of surplus cash flows as both Councils are currently debt free, although this may change in the future. Whilst maximising return is important, the overriding concern is the security of the principal invested. Each Council has a different bank provider, and makes its investments from these accounts without pooling resources. Investments tend to be short term cash deposits with banks, building societies, other Local Authorities or the Debt Management Office. Average levels of investment are £22m for East Dorset and £13m for Christchurch. The two Councils have aligned their treasury management practices, policies and strategies so that each is permitted to invest with institutions of the same credit rating. Up to date information and advice concerning credit ratings of potential counter parties is vital to the financial services team, as is a close working arrangement with external Treasury Management advisors in obtaining advice and guidance concerning treasury management and specific local authority issues. East Dorset is the lead authority for this contract, which covers advice to both sovereign authorities. Tenders that are submitted will be scored according to price and quality. The service specification details the services that are being tendered for. Each of the eleven services will be scored out of 3 to give a maximum quality score of 33 points (60%). The lowest price tender will receive 22 points (40%) with higher priced tenders receiving proportionally fewer points.
