Part 2: Sustainability of Service Delivery (a)    Strengthening the capacity ofMOEW, CDR and BMLWE on the operation and maintenance of dams through provision of technical assistance. The Government of Lebanon has received aloan from the World Bank (WB), and applied for parallel financing from the Islamic Development Bank (IDB), toward the cost ofimplementation of theWater Supply Augmentation Project (WSAP), that includes, among other components, the construction of a WaterSupply Dam and associated infrastructure at Bisri. This project will be jointly financed bythe Government of Lebanon (GoL). The project will include the followingcomponents: Component 1. Improvement of municipal sewage collection (US$50.5 million) (GoL US$5 million).This component will finance activities that increase sewerage collection in areas where wastewater treatment plants havebeen constructed (or planned to be constructed), to maximize the use of these investments. It includes expansion of sewage networkto connect to the Zahlé, Anjar, and Aitani Wastewater Treatment Plants.  Financing forthis component will go to: (i) the provision of consultancy services for the feasibility studies, detailed design, supervision, andenvironmental andsocial management for the construction of network; (ii) the procurement of work for construction of network. Component 2. Promotion of Good Agricultural Practices, including Integrated Pest Management, to reduceagrochemical pollution in upper Litani basin (US$1.5 million). This component aims at reducing the use of fertilizers andpesticides used by farmers to reduce agricultural pollution flowing into the Litani river. This component will target farmerslocated in the West Beqaa and Zahlé cazas, given their impact andclose proximity to Lake Qaraoun and Litani River. IntegratedPesticide Management (IPM) activities will be implemented through the Farmer Field Schools methodology, which is a provenmethodology based on participatory approach to train and empower farmers on the use of IPM techniques and on the proper handlingand disposal of pesticides. Similar participatory approaches will be used to train farmers on alternative methods and practices forsustainable fertilizer use in the project area. Given their ongoing experience in this field this component will beimplemented bythe Food and Agriculture Organization. Component 3. Technical Studies in Solid Waste, Water Quality Monitoring, Capacity Building, and ProjectManagement (US$3 million). This component will improve pollution management around Lake Qaraoun through technical assistancefocused on: studies in solid waste management (such as establishing sorting facilities and the closure and rehabilitation ofexisting dump sites); improving water quality and resource modeling, to help the Litani River Authority in monitoring the qualityofthe Litani river; trash removal from Litani river bed through outreach activities with local communities and improving thecapacity of the Beqaa Water Establishment to manage water supply and wastewater in theBeqaa. Financing for this component will gotowards: (i) purchasing goods such as water monitoring equipment. Environmental & Social Panel Of Experts (esp) For The Construction Of The Bisri Dam SPECIFIC PROCUREMENT NOTICE Invitation for Expressionof Interest Individual Experts Environmental & Social Panelof Experts (ESP) Republic ofLebanon Council for Development and Reconstruction Water Supply AugmentationProject Construction of Bisri Dam Contract (Loan No. 8443-LB; Contract Code:WSAP-W1) This invitation for Expression ofInterest follows the general procurement notice for this project that appeared onlinein Development Business No.WB655-02/15 dated February 10, 2015. The Government of Lebanon hasapplied for a loan from the World Bank (WB) and the Islamic Development Bank (IDB), and towardthe cost of implementation of theWater Supply Augmentation Project (WSAP), that includes, among other components, the construction of a water supply dam andassociated infrastructure at Bisri. In line with World Bank Safeguards Policies,the Council for Development and Reconstruction (CDR), Project's implementing agency, intends to retain the services of aninternational Panel of Environment and Social Experts (ESP) experienced in the development of dam works infrastructure to provideindependent advice and guidance to the Project. The CDR hereby calls for Expression of Interests from Individual Experts to be partof ESP. The objective of the ESP is to ensure that thecomponents of the Project, as designedand built, comply with international standards of excellence and safety for water resources infrastructure as reflected in theWorld Bank Safeguard Policies and the Government of Lebanon's legislations, regulations and guidelines. The ESP'soversight iscomprehensive and extends to the environmental and social related matters of detailed design and construction plan,operation,impact mitigation and monitoring plans and resettlement instruments. The project is designated Category A, as perthe World Bank's Operational Policies. A comprehensive Environmental and Social Impact Assessment (ESIA) including CulturalResources Management Plan, an Environmental and Social Management Plan (ESMP), Resettlement Action Plan (RAP), and Dam Safety Planshave been completed. The Dam Safety Panel (DSP) is already appointed by CDR. TheESP will comprise three members: (i) an Environment Specialist; (ii) a Social Specialist and (iii) a Cultural Anthropologist. The ESP Members shall review andassess all project aspects to ensure that the actions proposed and the measures undertaken comply with World Bank SafeguardPolicies and the relevant laws and regulations of Lebanon. The ESP Members will be expected to visit Lebanon at least twice a year,for an estimated duration of 10 days per visit. The ESP services will be maintained on an on-call basis for additional review asmay be required. A Chairperson of the ESP will be nominated by the CDR to take a lead in preparing the report for each visit of theESP. The services of the ESP will cover the pre-construction period, construction period (5 yearsfor the dam) and post-constructionoperation and maintenance (initialfilling) 2 years period. Therequired qualifications and experience of the ESP Members is summarized as follows: The Environmental Specialist should have at minimum aMaster's degree in Environmental or Natural Science, Environmental Engineering or related field of study with a minimum of 20 yearsrelevant international professional experience in monitoring environmental aspects of large civil works projects especially Dams orother large scale water infrastructure. Familiarity with the World Bank safeguard policies and EHS guidelines will be an addedadvantage. The environment specialist should have technical and practical experience in reviewing project reports produced byconsulting firms; and have stronganalytical and reporting skills as well as ability to work in teams.  Fluency in English is required and a working knowledge of French is highlydesired. The SocialSpecialist should at minimum have a Master's Degree in SocialScience, Development, Anthropological or related field of study with aminimum of 15 years relevant international professional experience in monitoring displacement, resettlement and other socialaspects of large civil works projects.  Experienceand knowledge in application of the World Bank Safeguards Policy on Involuntary Resettlement OP 4.12 is required and familiaritywith other World Bank safeguard policies and working experience in Lebanon is an added advantage. Fluency in English is requiredand a working knowledge of French and/or Arabic is an advantage.
