In order to guarantee, enrich and develop effective service delivery systems the state in year 2010 enacted the"The Public Service Delivery Guarantee Act' (PSGA). The PGSA mandates the selected departments to re-engineer their businessprocesses so that the public services notified under theAct can be delivered within a stipulated time period. It sets time-linesfor service delivery, creates an appellate structure in the event that government officials fail to meet these deadlines, andallows forthe imposition of penalties for delays. The Act currently covers 124 notified public services with a guarantee oftimelines and accountability in case of discrepancy, delay or denial of service. 2. The Public Service Management Department (PSMD) has been created to provide a dedicated institutional structurefor the implementation of the provisions of the Act. The GoMP to ensure ease and reach its services has established 336 Lok SewaKendras (LSKs) at the block level, throughout the state, through public-private partnerships (PPP).  The LSKs are thefacilitation centres where the public can lodge their applications for services and receive a receipt. The application is lodgeddigitally, with all the supporting documentation scanned and attached. The government is then required to deliver the notifiedservices within a specified timeframe. Currently LSK's deliver 69 state and local government services covered under the PSGA out ofa total of 152 notified services. These LSKs have eased access for the public by setting up a one-stop shop, allowing citizens toaccess services provided by multiple departments in one location. LSKs also increase government accountability by providingcitizens with a receipt. II. Introduction-'MPCARS Project' 3. The Government of Madhya Pradesh to further strengthens and to meet the current challenges being faced by the LSKsis initiating MPCARS Project (Madhya Pradesh Citizen Access to Responsive Services) supported by the World Bank (herein after alsoreferred to as project). This project is expected to bring about transformational change to improve public service delivery instate of Madhya Pradesh. The project mission is to 'facilitate wide spread access to public services, "anywhere, anytime and toeverybody" through transparent and accountable governance'. Thus the over-all aim of the project is 'to provide improved access topublic services to all citizens of Madhya Pradesh, but with a special focus on citizens living in low income districts, andcitizens from vulnerable and marginalized groups'. 4. The implementation of the project will be done by Madhya Pradesh State Agency for Public Services (MPSAPS), underPSMD. The MPSAPS will serve asthe Project Implementation Unit. III. Objective and need of the assignment 8. The objective of this assignment is to provide certain defined services and technical assistance forimplementation of the project. Therefore the MPSAPS intends to setup a Project Management Unit (PMU) for which itrequiresconsultants with required qualifications and experience. Hence MPSAPS wishes to engage a PMU) to provide consultants and to supportMPSAPS for the smooth functioning of the project. IV. Scope of the assignment 9. The PMU will be responsible for various project management activities during project implementation. Activitiesshall include, but not be limited to, the following, in order to meet the overarching objective of theassignment. a) ThePMU will be responsible for providing certain services which would make MPSAPS functional in all aspects such that it can supportin rolling out of the MPCARS (Madhya Pradesh Citizen Access to Responsive Services). Project. For carrying out this, PMU will beresponsible for providing requisite services by deploying suitable qualified consultants. b) The PMU deployed will bededicated full time for this service and shall be retained with that exclusive requirement. The consultants deployed in the PMUshould be in accordance with the service requirements of MPSAPS and to be assured of quality of service, the deployment ofconsultants would be with the concurrence of the Public service Management department. c) The composition of consultantsto be deployed in the PMU will be based on the services assigned to them. The specific service requirement may be changed based onthe roll out of the programme in the state and based on periodic reviews of the programme. d) To ensure quality, theselected PMU will put in place a full time high calibre team of consultants. . The key members proposed for the assignment shouldbe full time staff of the PMU. e) The PMU envisaged in the program would require 6 consultants as detailed in Annexure-1,The PMU will be required to provide name of the consultant at the time of bidding. f) All governance, monitoringand reporting aspect of this assignment will be under the control and superintendence of the Executive Director ? MPSAPS. The PMUwill need approval for its activity plan, from the Executive Director ? MPSAPS,   on a quarterlybasis. V. Key Tasks and Responsibilities 10.  The Key Tasks and Responsibilities of the PMU will be :- a. Providing quality services by deploying adequate and qualified consultants: i. The PMU will beresponsible for providing high quality services to MPSAPS by deploying qualified, the right kind and right number of consultants atall times. ii. The consultants will be deployed in a phased manner in response to changing service requirements. iii. The PMU will also ensure Institutional development and capacity building of the consultants that will involvestrategic development, assessment of capacity and workload, Training need assessment (TNA) exercise to identify training needs,change management strategy and staff recruitment. iv. The consultants provided are expected to be well equipped with theirpersonal laptops, mobile phones etc. b. Provide Technical Assistance : i. The PMU will be responsible to provide technical services in thedevelopment of suitable roles as mentioned in the Annexure-1. ii. Support for preparation of the field surveys anddevelopment of communication plan. iii. Provide business process re-engineering expertise as and whenrequired. iv. Technical exchange for knowhow. c.  General Management support : i. Assist in theorganizing of variousworkshops/seminars/writeshops involving key stakeholders at all levels (including National and InternationalLevel). ii. Organizingand assisting for training programs. iii. Support in planningfor the citizen satisfactionsurveys VI. Selection of PMU and Contents of Proposal 11. Theselection will follow Quality and Cost Based Selection (QCBS) as per the World Bank Consultant SelectionGuidelines, version January 2011, updated July 2014 (Consultant Guidelines). As part of the proposal Consultants will be requiredto submit Full Technical Proposals that meetthe evaluation criteria to be detailed in the RFP and Price proposalsfor Consultant'sCore Team for providing the management services and priced offer for the initial services, which is estimated to require deploymentof around 6  persons. Subsequent additions to the consultants deployed based on additional services, will be made at a ratedetermined on pro-rata basis. This covers all broad areas and levels ofexpertise required for MPSAPS. The fee rates proposed in theoffer, plus cost escalation @ 5% annually, will be used as the base rates for future additions to the consultants under similarcategories and levels as per requirement for implementation. Overall costs which include the costs of the Consultant's Core Teamfor providing the management services and the offered total fee for 12 months for the MPSAPS consultants will be considered forselection purposes. VII. Review and Monitoring of the Assignment 12. Theperformance of the PMU will be judged on the basis of work done against the agreed work plan. The PMU willprepare quarterly activity plansand share it with MPSAPS. A joint monthly review mechanism will be put in place and represented bycore members of MPSAPS and the PMU. The review of the progress and plan for future action will be decided therein. In case, MPSAPShas any objections related to assignment deliverables, it will inform the PMU in writing. The PMU will comply with therecommendation made by MPSAPS and accordingly complete the assignment at no additional cost. VIII. Reporting 13. Forall purposes the PMU will be reporting to the Executive Director ? MPSAPS, or his/her designee. It willgenerate Quarterly Progress Reportshighlighting the accomplishment against the agreed operational plan.
