The Local Investment Climate (LIC) is a sub-component of the Business Sector Programme Support Phase IV. LIC focuses on the critical constraints to business growth and economic development at the district level. The sub-component will help the Local Government Authorities (LGAs) and the business community to identify and prioritize the challenges it faces in the local business environment and will facilitate the creation of district-level Public-Private Dialogue (PPD). LIC will support practical reform initiatives within areas as business registration and licensing and local land use and administration that remove local obstacles to business growth. Furthermore, the LIC will establish a Small Industrial Facilities Fund (SIFF), which will facilitate investments in public infrastructure and private business facilities with public good characteristics to unlock critical constraints in local markets and value chains, and create new business opportunities for local business women and men. The investments will be targeting the agribusiness in the region. LIC will provide a combination of technical assistance and funding for investments. The lessons learned by government and the business community in this programme will be documented and shared with other regions across the country. This will be achieved by working with strategic national partners – public as well as private. LIC will focus geographically on Kigoma and Dodoma regions, and ensure promotion of human rights by including vulnerable groups in the PPD processes and will dedicate particular resources to greening projects. LIC is expected to stimulate economic activities and leverage additional public and private investments in the selected regions. This will be done by supporting the district level stakeholders in the identification of alternative sources of funding and prepare the necessary documentation, e.g. business cases, feasibility studies, environmental impact assessments, etc. Four outcomes are expected from LIC: Outcome 1: Agreement and collaboration among public and private actors on addressing the priorities for local business growth and economic development. The total project Global Middle covers the following activities: - Market Visit: A number of market visits to foreign markets with 8-10 participating companies per. visit. The visits will take place at the Danish local markets, and aims to give the undertakings a first impression of the business opportunities in a new market. Each visit will last 1-2 days. Consultancy services for the activity Market Visit offered alongside this contract by separate notice. Greenhouse NSW is responsible for the activity. - Export Coach scheme: The scheme aims to establish a mentoring program in which businesspeople can share experience, knowledge and advice to less experienced exporters or export managers. Greenhouse NSW is responsible for the activity. - Business Mission / matchmaking: A number of Business Missions and Matchmaking events in foreign markets. The aim is to strengthen the undertakings knowledge and business opportunities in the selected markets through the implementation of business missions and participation in international matchmaking (partenariats). There will be no local markets as well as emerging markets. Business Mission is expected to have a duration of 4-5 days. Matchmaking 2-3 days. Services for Business activity mission and Matchmaking offered alongside this contract by separate notice. Greenhouse NSW and Agro Business Park is responsible for the activity. - Strategic partnership with Export Council: The purpose is to raise awareness of TCD offers and opportunities and give companies an easy and flexible access to TCD many foreign missions. Greenhouse NSW is responsible for the activity. - Sales to international organizations: The purpose of this initiative is that companies are informed about opportunities to participate in public tenders, including the EU, World Bank and UN procurement. Agro Business Park is responsible for the activity. - Intensified cooperation with GoGlobal: The purpose is to give companies an easier and more flexible access to make use of the various schemes and benefits GoGlobal collaboration features. GoGlobal cooperation consists of Export Council, the Investment Fund for Developing Countries Export Credit Fund and Danida. Greenhouse NSW is responsible for the activity. - Increased use of innovation centers: The aim is to strengthen the innovation capacity of companies in Central Jutland by providing access to leading foreign research and innovation environments by the Danish innovation centers. There will partly focus on three existing innovation centers (Munich, Shanghai and Silicon Valley) and the 3 new innovation centers (Seoul, Sao Paulo and Bangalore). Agro Business Park is responsible for the activity. - Short-term workshops in internationalization and export: to raise companies' level of competence in the conduct of a number of export relevant workshops. Greenhouse NSW and VIA University College, Horsens is responsible for the activity. - Internationalization Package: The purpose is to assist a number of companies participating in the Global Middle, in a longer and more focused process. This will be done through co-financing of internationalization advice in the form of internationalization packages of 150 or 300 hours. Greenhouse NSW is responsible for actively's implementation. External consultancy for the implementation of the various activities offered, as appropriate, by separate tenders. The Framework Agreement will have the following three (3) performance areas: - strategy, management and organization's performance range covers consultancy services for the development and implementation of business strategy, management concepts and organizational structures and changes, including strategic management consulting, development and implementation of business strategies and models, design of organizations, governance models and incentive structures, development and implementation of HR, payroll and personnel policies, development and implementation of economic, activity and performance management concepts, principles and models, control, risk and quality management systems and models etc.. - Improved efficiency and process optimization This service area covers consultancy in streamlining and optimizing the planning and organization of companies' core tasks and support functions, including partly through the implementation of cost analysis, budget analysis, process and workflow analysis, benchmarking, productivity analysis, and data analysis and simulation, etc.., Partly through identification of efficiency initiatives, development of business cases and assistance to implement and benefit realization, etc.. - IT strategy, IT governance and business This service area covers consulting services to companies developing and implementing strategies, governance models and business development in the IT area, including the development and implementation of strategies for digitization, self-service, sourcing and IT support of business processes, analysis of IT costs and supplier markets, identifying the need for IT support, analysis of IT value creation, development and implementation of governance models in the IT area, installation and qualification of business cases, including capital costs, as well as assistance in project and program management .
