The aim of the award process is to conclude a framework contract with a trading partner to use the software (licenses) and software maintenance (Software Assurance) the licensor Microsoft including the necessary advisory and support services. The licenses for the products must, on the basis of the present between the Federal Republic of Germany by the Federal Ministry of the Interior (BMI) and Microsoft Ireland Operations Limited (MS) concluded contracts, Microsoft Business and Services Agreement (CTM X20-10003), Microsoft consolidated Treaty (CTM X20-10077) and the Microsoft Select Plus contract (CTM X20-11534) be granted. As far as products are not licensed through the above contracts by Microsoft, the trading partner is entitled to offer these products under a different license.
Tenderers are entitled to offer equivalent products in terms of scope and license conditions.
Equivalence is achieved when the same scope can be covered with interested products as resulting software products is contained in the in the Microsoft product regulations (April 1, 2016), the license agreement covering the specific needs of public administration accessible (considering the No- Spy decree of the Federal government, German jurisdiction in licensing disputes, content guarantees the scope of software maintenance, regardless of the changes in the conditions of use in the current product requirements from Microsoft).
Content of the contract is the establishment and management of a SME loan fund to grant loans for the launch of new products in the field of agriculture and food industry in Mecklenburg-Vorpommern. The target companies are companies in the agriculture and food industry in the meaning of the valid definition of SMEs with their place of business in Mecklenburg-Vorpommern. For the loan fund (volume) means the European Agricultural Fund for Rural (EAFRD) and the state budget subject to the condition of
annual budgetary approval for the period 2015-2020 in the amount of 11,766,000 EUR provided.
