Recrutement d’un Bureau d’étude pour l’élaboration du plan d’aménagement et de gestion, ainsi que du plan d’affaire du Parc National des Deux Balé (PNDB) RFP N°005 - 2018-PNUD-BFI. Contexte et justification de la prestation :Le « Parc National des Deux Balé » est constitué de la fusion des forêts classées des Deux Balé et de Dibon. Elles ont été créé respectivement suivant l’arrêté N°1939/SE/F du 19/06/1937 et l’arrêté N°4637/SE/F du 24/06/1954. La superficie est estimée à 80.600 hectares.Le « Parc national des Deux Balé » appartient au bloc écologique du Bassin du Mouhoun, constitué d’un chapelet de forêts classées le long du fleuve Mouhoun.Le « Parc national des Deux Balé » est situé à environ 150 kilomètres sur l’axe Ouagadougou-Bobo Dioulasso. La présence régulière des éléphants constitue une de ses principales attractions touristiques.Le « Parc national des Deux Balé » fait l’objet de convoitises par les populations qui se traduit par une recrudescence des pressions anthropiques de divers ordres. Les principales pressions sont le braconnage, le pacage et pâturage illégaux, les empiétements agricoles, l’exploitation, l’orpaillage etc.La situation des empiètements humains est préoccupante dans la partie sud (portion de la forêt classée de Dibon) avec une forte occupation marquée par l’installation de plusieurs villages et hameaux de cultures.A ces facteurs anthropiques s’ajoutent les effets néfastes des changements climatiques.Le plan d’aménagement et de gestion (PAG) se veut un outil de planification et d’exécution d’actions qui permet d’assurer la conservation et l’utilisation de ressources naturelles suivant une vision et des objectifs clairement énoncés.II. Objectif de la prestation :L’objectif de cette prestation est d’élaborer un (1) Plan d’aménagement et de gestion (PAG) des écosystèmes particuliers à l’échelle du Parc National des Deux Balé, en vue d’orienter la mise en œuvre d’actions concrètes et concertées de restauration et de protection qui pourront être intégrées dans les plans communaux de développement ainsi qu’un (1) plan d’affaire ou « business plan ».Le plan d’affaires permet de disposer d’une stratégie globale visant à moduler les activités de l’aire protégée en fonction des ressources disponibles et/ou d’initier des démarches proactives pour lever les fonds manquants.III/Résultats attendus :Au terme du processus, il est attendu un plan d’aménagement et de gestion (PAG) ainsi que le plan d’affaire du Parc National des Deux Balé comportant les données suivantes : ü Les potentialités et contraintes en matière de conservation de la biodiversité, assorties d’une cartographie détaillée ;ü L’environnement humain, les dynamiques sociales et leurs interactions avec les ressources naturelles (pressions anthropiques exercées) sont mieux connu ;ü La taille de la population d’éléphants est connue ;ü Un plan d’action sur quinze ans assortis d’un budget conséquent pour la gestion durable des ressources naturelles de ces écosystèmes ;ü Des normes et règles devant régir l'utilisation des ressources une fois le PAG adopté ;ü Des recommandations pour une mise en œuvre efficace du PAG avec la participation de toutes les parties prenantes.2. Recrutement d’un Bureau d’étude pour la relecture du plan d’aménagement et de gestion des forets de Sa-Sourou ainsi que l’élaboration du plan d’affaire RFP N°006 - 2018-PNUD-BFI. Contexte et justification de la prestation :Le Burkina Faso bien que confronté aux effets néfastes de la désertification et des changements climatiques, dispose d’un réseau de 77 aires classées.Ces aires classées constituent actuellement les écosystèmes les plus riches et diversifiés. Elles jouent un rôle important dans la conservation de la diversité biologique et au maintien de l’équilibre écologique. On y dénombre 128 espèces de mammifères, 520 espèces d’oiseaux et 60 espèces de reptiles (Monographie du Burkina édition 2017), 1015 espèces de plantes (Thiombiano A. & Kampmann D. édition 2010).A l’instar des autres pays, la gestion durable des forêts au Burkina Faso est devenue une préoccupation majeure, pour des raisons tant écologiques qu’économiques. Les forêts productives ont tous un rôle important à jouer dans l'équilibre économique et écologique du pays. Toutefois, seule la convergence des intérêts économiques et écologique permettra de sauvegarder à la fois l'intégrité écologique et la valeur économique de la forêt burkinabè.En raison de leur surexploitation, les ressources naturelles sont menacées de disparition. L’agriculture (occupation anarchique et l’utilisation abusive de produits chimiques) et le changement climatique restent les principaux facteurs responsables de cette forte pression. Il s’avère nécessaire de sensibiliser les communautés et les décideurs sur le rôle que jouent les ressources naturelles dans le bon fonctionnement des écosystèmes et les amener à prendre des mesures de protection. De nombreuses options ou stratégies de gestion rationnelle de ces ressources existent. Elles sont de plus en plus utilisées pour faire face à la dégradation de ces écosystèmes particuliers. Les plans d’aménagement et de gestion des espaces forestiers constituent l’un de ces outils. Le plan d’aménagement et de gestion est un outil de planification et d’exécution d’actions destinées à assurer la conservation et l’utilisation de ressources naturelles en fonction d’objectifs bien définis et du contexte physique et socioéconomique.Dans le cadre de la mise en œuvre du Projet Gestion de Zones Tampons d’Aires Protégées au Burkina Faso, des activités ont été programmées pour permettre aux communautés locales et les ONG de la place de contribuer à l’établissement des équilibres de ces écosystèmes particuliers. Parmi ces activités figure l’élaboration des plans de gestion communautaires portant sur les forêts classées de Sâ-Sourou (concession Safari Express du Sourou).II. MANIFESTATION D'INTERET N°4-2016/MEEVCC/SG/DMP 1-     Le Gouvernement du Burkina Faso a obtenu un Don del'Association Internationale de Développement  pour financer le coût du Projet GestionDécentralisée des Forêts et Espaces Boisés (PGDEFB) et a l'intention d'utiliser une partie du montant de ce Don pour effectuer lespaiements au titre des services de consultants relatifs à une mission d'Evaluation Environnementale et Sociale Stratégique(EESS) de la stratégique Nationale  REDD+au BurkinaFaso. 2-    L'objectif global de l'EESS est d'identifier : (i)               les impacts potentiels et lesopportunités d'amélioration des conditions environnementales et sociales pouvant découler de la miseen ?uvre du processus REDD+ auBurkina Faso dans le court terme et lelong terme, (ii)             des alternatives aux possibles impacts sociaux etenvironnementaux négatifs de la mise en ?uvre du processus REDD+, (iii)           et de mettre en place un cadre de gestion environnementale etsociale pour la mise en ?uvre de la stratégie nationale REDD+. Le consultant à pour  tâche : -        Identification des principales composantes du processus REDD+ -         Confirmation du plan de travail avec le Groupe de Travail -        Description de la situation de départ socio-environnementale, et du processus REDD+ -        Analyse des impacts potentiels du scénario 'Sans Processus REDD+' ou'BAU Business-As-Usual' -        Analyse des alternatives et les impacts de la stratégie REDD+. -        Analyse des impacts résiduels des optionsretenues -        Évaluer la conformité avec les Politiques de sauvegarde des bailleurs, lesautres partenaires techniques et la Charte nationale REDD+ -        Développement d'un Cadre de Gestion Environnementale et Sociale(CGES) -        Documentation des résultats de l'analyse, des enquêtes et des consultations publiques -        Activités de dissémination et d'appropriation en zonesrurales. Les détails des tâches énumérés sont décritsdans les Termes de Références. Le Consultant, doit disposer d'une expérience de 10 ans au minimum pour au moinstrois études d'impact environnementalet/ou des EESS réalisées en conformité aux politiques de sauvegarde des PTF (quand elles s'appliquent). Le travail impliquera unvolume d'expertise d'au moins 18 personnes/mois, étalé sur 24 mois maximum. Il sera exécuté par une équipe pluridisciplinaire, nationale et internationale, incluant au minimum les spécialitéssuivantes : ·        Sciences de l'environnement et biodiversité ·        Sciences sociales, développement communautaire, régimes fonciers ; ·        Anthropologie/sciences sociales, genre et populations vulnérables ; ·       Juriste spécialiste des forêts/foncier, environnement et droitscoutumiers ; ·       Communication, animation de processusparticipatifs etmédiation ; En respectant ces consignes, le Consultant est libre de proposer les spécialités, le nombre d'experts et letemps de travail de chaque membre de l'équipe qu'il estime nécessaire pour la réalisation du mandat selon les meilleurs standardsinternationaux. En tout état de cause,les experts disposeront d'une expérience scientifique dans leur spécialité respective, d'uneexpérience d'au moins cinq ans ou plus en études d'impacts pour des programmes complexes, et d'une connaissance approfondie desproblématiques environnementales et sociales en Afrique subsaharienne, de préférence en Afrique de l'Ouest et surtout auBurkinaFaso. La participation de l'expertise nationale au sein de l'équipe est un atout. Au minimum 80% du temps d'expertiseinternationale se déroulera au Burkina Faso. L'étude sera placée sous la responsabilité d'un chef de missionqui devra disposer, en plusde son bagage scientifique, d'une bonne expérience en gestion de projets ou de programme de recherchemultidisciplinaires de large envergure en Afrique, et d'une expérience en gestion d'équipe de hautniveau. L'étude sedéroulera durant tout le temps d'élaboration de la stratégie nationale REDD+ car les deux processus sont liés-la durée totale est estimée à 18 mois, comptant sur les activités suivantes: ·        Confirmation du plan de travail par le Groupe de Travail dès le démarrage ·        Rapport d'étape et atelier national de consultation et enrichissement ·        Draft du rapport final et atelier national de restitution ·        Rapport final 3-    Le  Directeur des marchés publics du Ministère de  l'Environnement, de l'Economie Verte  et du Changement Climatiqueinvite les bureaux admissibles à manifester leur intérêt à fournir les services décrits ci-dessus.
