Algemene Intro De zeer diverse en brede onderzoeks-werking van onze afdeling kennisontwikkeling heeft over de jaren heen aanleiding gegeven tot een grote verscheidenheid aan tools en procedures voor de interne digitale verwerking van de resultaten. De kenmerkende focus op tijdig resultaat en proactief inspelen op nieuwe informatie-vragen en -bronnen willen we op basis van dit raamwerk aanvullen met een oog voor efficiëntie en lange termijn onderhoudbaarheid. Met dit raamcontract wensen we ons te laten bijstaan door een geselecteerd “Business Intelligence” expert voor de algemene rationalisatie van de manier van werken op basis van een professioneel opgezet en technisch ondersteund proces. Enkele concrete aandachtspunten hierin zijn: minimalisatie van de manuele overhead door maximaal machine-ondersteuning bij nazicht van binnenkomende cijfers, en een beperking van de versplintering van aandacht voor alle verschillende details van de vele verschillende technische componenten. (Met name de niet essentiële details die door de techniek zelf wordt aangebracht: nodige upgrades, incompatibiliteit, beperkte uitwisselmogelijkheden, benodigde specifieke kennis of opleidingen) Inhoudelijke Scope en Concrete Doelen In de looptijd van dit raamcontract willen we vooral een technische toolchain en proces-pipeline opzetten voor de • Opvolging van aanlevering van de gegevens • Cleaning en opkuis van die gegevens • Centrale modellering • Analyse en Onderzoek • Rapportering • Terugkoppelen van de (mogelijks geïndividualiseerde) rapporten naar de sector. Die bruikbaar is voor de vele verschillende projecten binnen de afdeling kennisontwikkeling. Met dit raamcontract willen we dus een start nemen om deze verschillende projecten op een centraal BI systeem te gaan analyseren en van daaruit te gaan rapporteren en (indien zinvol) terug te koppelen naar de deelnemers. We willen daarbij in het algemeen volgende doelen nastreven: • Optimale samenwerking met de andere componenten in de Westtoer blauwdruk-architectuur • Hanteren van best-practices in beheer en ontwikkeling van project, code, configuratie en data. Eerste Deelproject Het eerste deelproject in dit contract zal bestaan uit het correct modelleren van de interne datawarehouse en de effectieve verwerking en rapportering van de gegevens van FOD Economie m.b.t. de bezettingsgraden over verschillende logiestypes op het grondgebied. De basis-dataset bestaat uit effectieve boekingslijnen (inclusief nuttige gegevens omtrent herkomst en doel-van-verblijf) over die verschillende logies heen. Deze zullen moeten geconverteerd worden naar aanwezigheden en aankomsten per dag, en verdere verwerkt zodat: • Snel kan opgevolgd worden welke logies nog ontbreken • Anomalieën en nodige correcties in de aangeleverde data kunnen gedetecteerd worden. • Gangbare bezettingsratio’s kunnen berekend worden • En die uitgezet kunnen worden tov verschillende dimensies o Herkomst, doel van de bezoeker o Type, classificatie van het logies o Geografie van het logies o Duurtijd van het verblijf o Periode in het jaar o … • Op basis van deze zaken zullen ook rapportering en punctuele feedback moeten kunnen gerealiseerd worden.
