Central market on the supply of licenses under a government contract type for the province of Luxembourg needs and other interested public entities of the province of Luxembourg for the period 2017-2019

In order to acquire and modernize suites of office software and trades used in its computers, the Province of Luxembourg wishes to award a contract for the 2017-2019 period.

A significant portion of IT solutions and administrative procedures available to the provincial institution are based on several specific software packages including Microsoft and Adobe tools. Thus, many business software packages in place (3P, V-Smart, ...) and internal developments (SharePoint portals, SQL databases, .NET developments ...) could not ensure the sustainability of provincial activities without the software included in this contract.

A sudden change in professional suites invoked imply firstly a deep redevelopment of several internal applications and external incompatibility specific solutions. On the other hand, it would mean a slow and extensive recycling knowledge of staff whose resistance to change is relatively strong. Like any technology transition of scale, such a migration would inevitably involve significant expenditure.

To ensure near-seamless continuity in this particular IT ecosystem, the Province of Luxembourg wants to extend the use of certain proprietary products which ensure optimal technological base and a controlled economic strategy.
