"Organisation, infrastructure and proof of concept of a Water Data Infrastructure for Next-Generation e-Water-Services". The upcoming tender concerns activities towards the technical and organizational aspects of a Water Data Infrastructure (WDI) in Flanders for Next Generation flexible (modelling)tools in the field of hydrometry, hydrology and hydraulics. A WDI is defined as a framework of water data, models, tools and users that are interactively connected in order to use the data in an efficient and flexible way. This implies that the water data and tools must be sourced from a wide variety of locations, at a wide variety of scales, and integrated on as needs basis. Hence, the output by the WDI should comprise web-services, like “web map service”, “sensor observation service”, “model as a service”, etc., and are grouped under the common terminology of ‘e-Water-Services’ This project will explore how a WDI for Flanders needs to be organized, what technical infrastructure is necessary, and investigate the state of art in web enabled modelling. A first subtask will analyze the organizational aspects for a WDI in Flanders. It entails the interaction of many levels of government, cooperation between multiple water actors, organization of data and tools, short vs long term strategies, open business models, etc. A second subtask focusses on the technical side. WDI concepts and IT-architectures are examined, which offer an open alternative for the actual modelling and information systems and provide the Next Generation e-Water-Services. In a last and third subtask, prototype implementations of modelling tools (hydrological, hydrodynamical and flood mapping) are developed within web environment. The models, results, simulations, etc. should be integrated within the worldwide web.

It is a supply contract within the meaning of Art. 3 of the Act on public procurement and certain contracts for works, supplies and services from 15.6.2006. Lot 1: the contract is for the supply of two household refuse collection vehicles (26 tonnes) for powered by CNG, with superstructure and container loading container for up to 5 cubic meters and weighing system and obliged to provide maintenance and repair contract. The household refuse collection trucks are suitable for business and dirt pick-ups of container parks. The container loading is suitable for all bins and containers up to 5 m³. The Department of Operational Water VMM is responsible for the management of non-navigable watercourses of the first category. To achieve this goal, VMM manages several business-critical structures (basins, dams, divide work, pumping systems, ...). To monitor these artworks and operate remotely, the department has a specific distance monitoring system (SCADA). The system currently manages the works of the local services of Antwerp, Leuven and Hasselt, later called the eastern region.

This cutlery has as objective the expansion of the SCADA system to integrate the artworks of the local services Ghent and Ostend. This also means the services to connect to the remote monitoring of existing and new structures of the local services Ghent and Ostend, being the western region. It firstly concerns the linking of existing structures, additional new structures (eg construction of new dams, pumping stations, ...) or other possible future expansions.

For reasons of scale, availability and avoiding negative impact on the operations selected by VMM and by the maintenance contractor of the existing SCADA system, an independent SCADA subsystem, however, geared to the existing SCADA system to a uniform presentation, monitoring, control and reporting for the whole of Flanders possible.

In order to limit the cost and complexity of future assignments for an improved integration of the existing SCADA system and the new sub-system, the architecture of the new sub-system should be compatible with the existing SCADA system.

Therefore, it is to put together to provide the solution from WinCC-components (not "WinCC OA", in order to avoid confusion, name).

The contract also includes the maintenance of the new SCADA subsystem; the maintenance of the existing SCADA system is not a part of this specification.
