The Government ofPeople's Republic of Bangladesh received a credit (IDA CreditNo. BD 5664) from the International Development Association (IDA) and intends to apply part of the proceeds of this credit topayments under the contract for hiring a Consulting Firm to review the existing business processes &  prepare an Information Systems Strategy Paper (ISSP) and a detailed implementation plan for theState-ownedCommercial Banks (SOCBs), Development Banks (DBs), Insurance Development and Regulatory Authority (IDRA), BangladeshInsurance Academy (BIA) and State-owned Insurance Companies (SOICs). The principal objective of the consulting firm is to review the existing Information Systems and business processes inall the financial institutions mentioned above. In my humble opinion, Bangladesh coastal regionsand Bangladesh need a robust reference vertical datum,which isbest done by conducting airborne gravimetry surveys. There isnot explicitly mentioning of airbornegravimetryin the ToR/call, however, datum is mentioned. Is it appropriate to propose anairborne survey toestablish thefirst geoidmodel of Bangladesh? The EoI should provideinformation about the technology available to and capability of theInstitute/Firmto carryout research activities.  Theapproach and methodology to be used would be fully described in theTechnicalProposal by the shortlisted firms/institutes, when due. 3. We have been asked to establish GPS (or GNSS)permanent and continuous sites on strategiclocations of the polders. We were told that it is not legal todrill into the polders to install GPS stations. Is that true? REOI does not ask forinstallation of GPS.  However, drillinginto the polders,to install GPS stations after obtaining permissionfrom the concerned authority(ies), would be legal. 4. What will be the total duration of the project inyears? Project duration would beabout five (5) years. 5. Do you have any idea (approximately) of the total man-monthswhichshould be delivered by the Consortium undertaking the assignment? The RFP will provide indicative man-months of keyprofessionals/researchers with full ToR, when issued to the shortlistedfirms/institutes. The shortlisted firm/institute may propose its own estimatedman-month during submission of Technical Proposal. 6. What are the budget constraints for this CEIP-C3 component? Isthere adedicated subdivision for consultants and Bangladeshi partners, forgoods,monitoring equipment and training? There is no budgetconstraint. I envision a document needs to outline the plans forthe project, it needs to have descriptions of the expertise of all the keypartners, and list the resources of the institutions and consultants involvedand who will be responsible for what deliverables. Does the EoI also needs toinclude detailed plans on ?eld e?orts and modelling strategies?Are there anyspeci?c sections that are required to be included?
