Invitation for Bids
1. The People’s Republic of Bangladesh (the “Borrower”) has received financing from the
Asian Development Bank (ADB) toward the cost of Railway Rolling Stock Project. Part of this
financing will be used for payments under the contract named above. This contract will be jointly
financed by Government of Bangladesh (GOB) and ADB. Local currency portion will be financed
by GOB and foreign currency portion will be financed by ADB. The eligibility rules and
procedures of the ADB will govern the bidding process.
2. The Bangladesh Railway (the Purchaser”) represented by Chief Mechanical
Engineer/Development and Project Director, now invites sealed Bids from eligible Bidders for
Procurement of 1 (one) Meter Gauge (MG) and 1 (one) Broad Gauge (BG) Automatic Train
Washing Plant including installation, testing, commissioning with all civil and electrical
works.
3. Only  eligible  bidders  with,  but  not  limited  to,  the  following  key  qualifications
should participate in this bidding:
• The bidder/supplier shall have experience of successful completion record as main
supplier, supply of automatic washing train plants and related services for $ 10 million
within the last  15 (fifteen) years comprising of at least one contract valued at $ 3 million
and not more than six contracts valued combined at minimum of $ 8 million. The
manufacturer shall have a minimum of 10 (ten) years of overall experience in
manufacturing Train Washing Plant. The manufacturer shall have specific experience of
manufacturing minimum 30 (Thirty) Train Washing Plant and related services. The
manufacturer shall also have experience of exporting 5 (Five) nos. Train Washing Plant
including related services to foreign Railways in the last 10 (Ten) Years.
Delivery period: Design, manufacturing, delivery, installation, testing and commissioning
to be completed within 24 months from effective date of contract in all respect (date of
receipt of Commitment Letter from ADB by the beneficiary’s bank will be the effective
date of contract).

4. International competitive bidding will be conducted in accordance with ADB’s Single-

6. The Bidding Document, in the English language, may be purchased by interested
Bidders on the submission of a written application to the address below  and upon payment of a
nonrefundable fee of BDT 10,000.00 (Taka ten thousand). The Bidding Document can either be
picked up at the address below, or upon request of the bidder the Bidding Document will be sent
by surface mail or courier for overseas delivery by the Purchaser. The cost for overseas delivery
will be paid by the bidder on an at cost basis, and should be paid at the same time when the
Bidding Document is purchased. The method of payment will be in the form of pay order in favor

will be accepted for loss or late delivery.

  1. This request for expressions of interest follows the General Procurement Notice for this project that appeared in UN Development Business online on May 20, 2015. Government ofthe People's Republic of Bangladesh has received a credit from the International Development Association (The World Bank) in the amount of US$173.00 million equivalent towards the cost of the Urban Resilience Project (URP) and it intends to apply part of the proceeds of this credit towards payment under the contracts of"Consultancy Services for Training Exercises and Drills (TED) Program for Department of Disaster Management (DDM), Fire Service and Civil Defence (FSCD), Dhaka North City Corporation (DNCC), Dhaka South City Corporation (DSCC), Sylhet City Corporation (SCC) and related institutions of the Government of Bangladesh involved in the Disaster Risk Management of Dhaka and Sylhet". URP represents the second phase of a multi-phase national DRM program to build institutional capacity to mitigate the impact of earthquakes in the rapidly urbanizing cities of Bangladesh.

 

  1. With respect to the TED Program, one goal of the URP is to create a professional emergency management training track for Bangladesh via the establishment of a national training center, a robust training curriculum, and an accreditation program that will provide personnel with various desired skill sets, as well as internationally recognized credentials. In line with that goal, this ToR aims to engage the services of a qualified Consulting Firm with proven expertise and background on similar projects to provide the full range of professional services to fulfill the Scope of Works  for this Consultancy, which are broadly two-fold: 1) The development, implementation, review, evaluation, and updating of a comprehensive, multi-track, and multi-agency program of training, exercises and drills to improve emergency response capabilities, preparedness and readiness of government institutions involved in disaster and emergency planning and response management; and 2) The coordination and evaluation of all vendors' training and competency specifications and requirements to ensure that all equipment, software, hardware and other tools are used to their full capacity, and can be maintained and upgraded accordingly.

 

  1. DDM now invites eligible consulting firms to express their interest in providing above mentioned services. The Consultant should compose of reputable firm(s) having similar experience in training and capacity building. Firm's experience in working with government entity in the field of Disaster Risk Management (DRM) will be an advantage.

 

  1. Interested consulting firms must provide information indicating their qualifications to perform the services. EOIs should include brochures, description of similar assignments, experience in similar conditions, summaries of firm's Financial, Managerial and Human Resource capabilities, availability of appropriate skills among key staffs with short biographies (one paragraph) etc.The language of the proposals and all supporting documents will be in English. In case, the supporting documents are in other languages, those must be translated in English and be authenticated by the respective embassy in Bangladesh of the applicant. The EOIs will be reviewed on the basis of the following but not limited to:

 

  1. Country and date of registration/ incorporation (age of firm)
  2. Experience of the firm in conducting assignments of similar nature (Similar Nature and/or Complexity including cost and duration of the assignments). 
  3. Experience of the firm in other areas (Other experience including cost and duration).
  4. Availability of professionals with appropriate skills
  5. Organisation/Human Resource structure of the firm
  6. Availability of resources (financial)
  7. Availablility of other resources – logistics and support services of the firm

 

  1. Consultants may associate to enhance their qualifications, but should mention whether the association is in the form of a "joint venture" or "sub-consultancy". In the case of an association, all members of such "association" should have real and well defined inputs to the assignment and it is preferable to limit the total number of firms including their associates to maximum of 5 (five).

 

  1. The consultant (Consulting Firm) will be selected under QBS method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Bidders may bid for any or all contracts, as further defined in the bidding documents. Bidders
wishing to offer discounts in case they are awarded more than one contract will be allowed to do
so provided those discounts are included in the Letter of Bid, Price Schedules, and duly signed
by the same authorized person signing the Bid.
3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s
Single Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source
countries. Procurement of works will be in strict conformity with the Approved Design, Technical
Specifications, and Work Schedule provided in the bidding documents.
4. The following pass-fail qualification criteria are disclosed to enable potential bidders in
making an informed decision whether to pursue the contract either as a single entity or in joint
venture (JV):
(i) Financial Performance: The bidder should submit audited balance sheets for the last
five (5) years. For JV, the balance sheet for each constituent entity should be submitted.
(ii) Average annual construction turnover: Minimum average annual construction
turnover is Tk. 300.00 (Taka three hundred) million, Tk. 135.00 (Taka one hundred thirty
five) million, Tk. 130.00 (Taka one hundred thirty) million, Tk. 335.00 (Taka three
hundred thirty five) million, and Tk. 315.00 (Taka three hundred fifteen) million for
Package nos. W-01/2016-2017, W-02/2016-2017, W-03/2016-2017, W-04/2016-2017,
and W-05/2016-2017 respectively (based on total certified payments received for
contracts in progress or completed) over the last five (5) years. The single entity or all
partners combined must meet the requirement. In case of JV, each partner must meet
minimum 25% and one (lead) partner minimum 40% of this requirement;
(iii) Financial Resources: Minimum Tk. 50.00 (Taka fifty) million, Tk. 23.00 (Taka twenty
three) million, Tk. 22.00 (Taka twenty two) million, Tk. 56.00 (Taka fifty six) million, and
Tk. 53.00 (Taka fifty three) million for Package nos. W-01/2016-2017, W-02/2016-2017,
W-03/2016-2017, W-04/2016-2017, and W-05/2016-2017 respectively. In case of JV, all
partners combined must meet the requirement, while each partner must meet minimum
25% and one (lead) partner minimum 40% of these requirement; and
(iv) Construction Experience: The bidder must possess experience in implementing a
minimum of one (1) similar contract, the value of which exceeds Tk. 178.00 (Taka one
hundred seventy eight) million, Tk. 80.00 (Taka eighty) million, Tk. 78.00 (Taka seventy
eight) million, Tk. 200.00 (Taka two hundred) million, and Tk. 190.00 (Taka one hundred
ninety) million for Package nos. W-01/2016-2017, W-02/2016-2017, W-03/2016-2017,
W-04/2016-2017, and W-05/2016-2017 respectively during the last five (5) years.
5. Bidders may obtain further information from the Project Director, FRERMIP and inspect
the Bidding Documents at the address given below from 10:00 A.M. to 1:00 P.M. (local time) in
all working days.
6. The Bidding Document, in English language, may be purchased by interested Bidders
from the Manager, Janata Bank, Dilkusha, Corporate Branch, Dhaka until 13 December 2016,
upon payment of a non-refundable fee of Tk. 7,500 (Taka seven thousand five hundred) per
package in the form of a Bank Draft or Pay Order in favor of the Deputy Director, Dhaka
Regional Accounting Center, BWDB, Dhaka.
7. A pre-bid meeting will be held at the office of the Project Director, FRERMIP, at the
address given below, on 27 November 2016 at 11:00 A.M. (local time). Bidders’ representatives
are invited and encouraged to attend the meeting.
