As stipulated in its charter, the main purpose of ADY is to ensure the demand ofeconomy of Azerbaijan Republic, physical and legal persons on the railway traffic and other railway services, develop and upgraderailways, as well as railway transport infrastructure, to ensurethe management of traffic on the railways, to modernize railtransport facility fleet and material-technical basis, efficient maintenance and training of specialists on this field. ADY's mission is"to meet the transport needs and support the development of the population and economy of Azerbaijan in a financially sustainablefashion." Its objectives are to (a) improve services and increase traffic, (b) increase efficiency and reduce costs, and (c)improve the condition of assets, while (d)becoming financially self-sustaining. In 2010, the President of Azerbaijan approved the Government programme on "Improvingrailway transportation system in Azerbaijan 2010-2014". The main objectives of the Program are to satisfy the increasingdemand fromthe population and the economy in railway transportation services, satisfy the security demands of the state, increase the transitpotential of the country, improve the quality of railway services,support social and economic development of the country bydecreasing the costs of passengers and cargo transportation while progressively attaining financialself-sustainability. The objective of this consultancy is to help ADY prepare a five year business plan tofulfill its mission and achieve its business objectives.  This assignment is to becarried out within the Rail Trade and Transport Facilitation Project jointly financed by the World Bank and the government ofAzerbaijan. Within the scope of assignment, the consultant shall prepare a Business Plan for ADYthat articulates its strategy for fulfilling its mission and achieving its business objectives. The Business Plan shouldbe carriedout in close cooperation with ADY management to ensure that they understand the plan, are committed to implementing the strategy,and are able to update the plan on an annual basis. It should incorporate and build upon the existing ADY strategy and developmentplan (the Government Program). The Action Plan should take into considerationthe implementation schedule of these programs. Supply Chain Development Specialist Azerbaijan Republic Agricultural Competitiveness ImprovementProject Loan No.8286-AZ Assignment Title: Supply Chain Development Specialist Reference No. B1/CS-4 The Government of Azerbaijan has received financing from the World Bank toward the cost ofthe Agricultural Competitiveness Improvement Project ("the Project"), and intends to apply part of the proceeds for consultingservices. The objective of the Project is tofacilitate the access ofagricultural producers to markets by strengthening sanitary and phytosanitary services, enhancing selected value chains andproviding financial services to agribusiness enterprises. The Project would facilitate development of selected high-value chains through a series of activities and interventionstargeted at key constraints in the functioning of marketing chains of agricultural commodities. The consulting services ("the Services") to be provided by Supply Chain DevelopmentSpecialist include technical assistance to the established Value Chain Development Secretariat (VCDS) in overall managementand implementation of agribusiness value chain development sub-component of the Project. This includes: (i) supervising theactivities and monitoring of performance of the Service Providers recruited by the Project for establishing the productivepartnerships and preparing the value chain development sub-project; (ii)  close monitoring of the progress with establishing the productive partnerships inthe selected value chains; (iii) hands-on support to the VCDS with evaluation of the sub-project proposals and monitoring andassessment of sub-project results; (iv) developing recommendations for improvement of organizational and implementation proceduresfor selecting value chains, establishing partnerships and implementation of value chain sub-projects; and (v) support the VCDS in their advisory role. It is estimated that a total input of 10months with possibility of extension will be required, deployed in several missions on site during the period of January2016 -September 2018. The AgriculturalCompetitiveness Improvement Project now inviteseligible individual consultants ("Consultants") to indicate their interest inproviding the Services. Interested Consultants should provideinformation demonstrating that they have the required qualificationsand relevant experience to perform the Services. Key qualification requirements under this assignment are: - High education in agriculture or agribusiness related fields or alternatively highereducation in a related fields such as business management, finance, marketing, economics with substantial field experience insupport to the development agricultural supply chains; - Over 10 years' experience in agriculture, food supply chain development anddelivery of training programs to farmers andagribusinesses; - Excellent command of English (writtenand spoken); - Experience in private sector agricultural  supply chains; - Previous experience of working in the region /country would be an asset. One of the ultimate objectives under this project is to ensure thatAzerbaijan has a reliable, transparent and efficient real estate registration system supporting the real property markets andsuitable systems for the management and use of state-owned real property. To implement this task The Project ManagementUnit of the Real EstateRegistration Project now invites eligible international individual consultants ("Consultant") to indicate their interest inproviding the Services with relevant experience. The consultant will be hired to provide technical assistance to the State Committee on PropertyIssues (SCPI) (the Client) in drafting the Borrower's Completion Report (BCR). Proven capacity in data analysis, producing clearly written and well-presented outputs, and communicatingresults to partners, stakeholders. ? Experience with internationally-supported development projects related to landreform, rural livelihoods including agriculture, environmental management and other topics of relevance to the assignment isrequired; ?
