UN Angola depend on Internet to enable access to business tools that are based in the headquarters in New York, Geneva and international cities through cloud based services. Reliable internet is therefore a critical requirement for productivity of all staff of 8 UN agencies in Angola namely UNDP, UNICEF, UNFPA, WHO, FAO, IOM, UNAIDS and UNHCR. This request for proposal (RFP) therefore seeks to find a service provider to provide primary and/or back-up connectivity to the internet to be used for accessing web-based Enterprise Resource Planning (ERP) databases, cloud-based email services, Unified Communication voice and video traffic as well as general internet browsing. REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER NATIONAL DIRECTORATE OF WATER INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY SENIOR PROCUREMENT SPECIALIST The Government of Angola (GoA) has applied for financing from the African Development Bank (AfDB) toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery, and intends to apply part of the agreed amount for this loan to payments under the contract for a Senior Procurement Specialist. The services to be provided under the assignment include but are not limited to the following: the Senior Procurement Specialist, will be part of the project implementation team (PIT) and will take full responsibility for procurement under the Project This will include three primary areas of responsibility: (a) Designing and establishing the procurement function, including the staffing structure, functional allocations, linkages with other departments, training and mentoring, and design of procedures and development of manuals for procurement; (b) Providing on the-job-training, mentoring, and coaching to PIT’s procurement related staff on African Development Bank procurement policies, procedures, and guidelines; (c) Carrying out procurement activities including, among other things, the preparation and consolidation of the procurement plans, preparation of bidding documents and RFP’s, facilitation of obtaining required necessary clearances, preparation of advertisements, responding to bidders' clarifications on advertised contracts and playing a central role in the evaluation of bids and proposals, and contract management. The estimated duration of services is of 24 months extendable on a yearly basis thereafter. The Ministry of Energy and Water (MINEA), through the National Directorate of Water (DNA) now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). Required qualifications include: (a) University Degree in Engineering, Economics, Business Administration, Public Administration, Law or other related disciplines of similar advanced degree from a recognized University; Post graduation Degree or attendance of procurement related courses/seminars is a plus; (b) General post-graduation experience of at least ten (10) years, from which six (6) years specific progressive and continuous experience in procurement and contract management activities; (c) Specific continuous experience in procurement internationally, and at least five (5) years in African Development Bank or other International Financing Agencies financed Procurement; documented previous experience in similar assignments and public procurement is an added advantage; (d) Demonstrable good knowledge of procurement policies and procedures of multilateral financial institutions such as the AfDB and WB; (e) Experience in providing seminars or conferences regarding procurement issues is highly desirable; (f) Excellent computer skills in Office tools; knowledge of Project Management and Procurement software is a plus; g) Working experience in Sub-Saharan countries, working experience in CPLP countries, namely in Angola is an advantage; (h) Fluency in Portuguese and working knowledge in English is required. Component 2: Water ResourceManagement The objective of this Component is to support the strengthening of the institutional framework for waterresources management. This Component will focus on continuing activities under WSIDP I. Key activities will include: (1)strengthening and support to National Water Resources Institute (INRH); (2) development of systems for water resource monitoringand management; and (3) finance for two new river basin plans. Specific activities include analysis of infrastructure investmentrequirements; preparation of two new river basin management plans; development of policy and monitoring frameworks; andinstallation of hydrometric stations and monitoring systems. This Component will provide goods, works, operationalsupport, capacitybuilding/training, and technical assistance to the INRH. Component 3: Rehabilitationand Expansion of Water Supply Production and Distribution The objective of this Component is to support the PWSUs in the development of priority infrastructure toexpand system capacity, increase service coverage andservice quality, and improve the operating efficiency of the production anddistribution systems in targeted cities. The proposed investments have been selected to build upon Public Disclosure Copy the worksimplemented through the WSIDP I, and complement the Government's and African Development Bank's water sector investments. Whilstimproving utilities' operations is an important element of the WSIDP II, service coverage within the selected systems is low (onaverage less than 34 percent), and therefore proposed interventions under the project focus substantially on necessaryinfrastructure investments to expand systems. Through project implementation, coverage is expected to increase to as high as 75percent in some of the project cities. A project baseline and specific targets for service coverage expansion will be developed foreach city during project preparation and closely monitored during implementation. Component 4: Management and Engineering Support This Component includes support forengineering studies; design and supervision ofworks and performance contracts; project management; project audits; projectmonitoring and evaluation; implementation of environmental andsocial safeguards; economic and financial reviews of investments;support for community consultation and communication activities; and development of various other technical studies such as theLuanda Water Master Plan. This Component will partially finance the operations of theMinistry of Energy and Water (MINEA) ProjectImplementation Unit ? the FCMU ? which manages implementation of all projects in the sector regardless of the financing source. REPUBLIC OF ANGOLA MINISTRY OF TRANSPORT ADDITIONAL STUDIES OF MASTER PLAN NATIONAL TRANSPORT SECTOR - BAD EXPRESSION OF INTEREST REQUEST (CONSULTING SERVICES) Warning: Expressions Expression of Interest in response to the previous request with the closing date of 15 December 2014 are invalid The Government of Angola received funding from the African Development Fund (ADF) amounting to UA 2.90 million from the cost of the Complementary National Master Plan for Transport Studies, and intends to apply part of the agreed amount this loan to payments under the consulting services contract for Complementary Studies of the National Master Plan The Ministry of Transport (MINTRANS) will be the Executing Agency. The aim of the study is to provide the Government of Angola (GOA), an integrated Plan Director, built based on existing plans and studies, with a clear strategy, priority and justification in terms of transport infrastructure development, including connection train between the Railway Track The consultancy services for the study include: 1) The Complementary Studies of the National Master Plan for Transport) formulate a strategy and global policy for the transport network across the country, consisting of roads, iron, waterways, ports and airports, b) development of an integrated national transportation network and for the future, based on demand analysis, and c) selecting priority projects with justifications and recommendations; 2) The Preliminary Feasibility Study (pre-F / S) on the rail link between the existing railway line, called the "Benguela Railways (CFB)" and Zambia, will serve to select an optimal route for a rail link connecting the CFB and Zambia, among different options, based on traffic data informaçãos of natural, social and economic, environmental and social aspects as well as economic and financial analysis of the optimal route. The estimated duration of services is 15 (fifteen) months and the estimated start date is February 2016. The MINTRANS now invites eligible consulting firms to indicate their interest in providing Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, including the communication capacity in Portuguese etc.). Consultants may constitute "joint ventures" to improve their qualification opportunities. The total number of pages of the early part of the Expression of Interest should contain a picture with the "name" and "country of origin" of the firm (the name of the parent firm and firms associated in case of "Joint Venture").
