NAIS Data Centre will be used as the Disaster Recovery Centre (DRC)/Business Continuity Centre (BCC). 3.4.       AFMIS shall provide the followingfunctionality: a)        The AFMIS will be a web-based system,integrating the budget execution functions supported by the existing Albanian Treasury System (AGFIS) with additional functionalmodules to support budget preparation, including Medium Term Budget Planning, Public Investment Management, and related monitoringand reporting needs. AFMIS platform shall also include the web portal, and data warehouse solutions, and be integrated withexisting government systems. b)        Required system functionality shall be provided through an integrated platformcombining commercial-off-the-shelf (COTS) software modules (with minimal or no customization) and locally developed software (LDSW)modules (Open Source software can also be proposed as a part of the integrated platform modules). Web-Portal will provideaccess to authorizedinternal and external users to perform various functions. The Biddersshall to provide the most efficientsolution to provide AFMIS functional capabilities as a combination of COTS and LDSW, benefiting from existing Open Source solutionsas much as possible, based on their analysis of existing systems vis-à-vis the expected functionalities, and inline with thetechnical requirements presented in Section VI of this bidding document. General Procurement Notice GENERAL PROCUREMENT NOTICE ALBANIA "POWER RECOVERY PROJECT" MINISTRY OF INDUSTRY AND ENERGY Loan No IBRD 8429 Project ID No. P144029 TheRepublic of Albania has received financing in the amount of US$ 150 million equivalent from theWorld Bank toward the cost ofthe "PowerRecovery Project", and it intends to apply part of the proceeds to payments for goods, works, related services andconsulting services to be procured under this project. This project will be jointly financed by the International Bank for Reconstruction and Development and the Government ofAlbania. Theproject will include the following components: Component 1. Short Term Complementary Power Import Support. This component will support KESh topurchaseshort term complementary power imports to meet KESh's power supply obligations. Component 2. Upgrading Distribution Infrastructure. This component will support GoA's andDistribution Company's plan to reduce distribution losses, improve cash collection and reliability of power supply. The distribution company has finalized a study, conductedby international consultants, assessing the areas of high losses and low collections. The investmentswill be focused on: i) supplyand installation of transformers and ancillary equipment at selected substations in Tirana; ii) providing targeted investments in the medium voltage grid including cableline; concrete poles, metal clad switchgears, power distribution cabins and associated metering equipment; iii) supplying andinstalling power meters to cater for customers who have no or damaged meters; and iv) upgrading the billing and collection systemto implement CEZ Sh Loss Reduction Plan. This component will include the following main goods/equipment contracts: -          Procurement of equipment for two subststationsin Tirana; -          Procurement of Electricity meters; -          Procurement of medium and low voltagecables; -          Procurement of metal clads and transformationpoints; -          Procurement of concretepoles for low voltagelines. Component 3. Transmission Meter/Data Center Upgrade. This Componet will support OST to: i) providingpower meters and upgrading a data center; and, ii) supplying and installing an IT system for the data center and providingtechnical assistance for developing procedures for the establishment of a market platform for independent power producers and someeligible customers. This component will include the following main goods/equipment contracts: -          Procurement of MV metering and data centerfacilities (including hard and software); -          Supply and installationof IT system for datacenter. Component 4.Supporting Power Sector Reforms and Project Implementation. This component will support priority powersector reforms to facilitate the recovery of the power sector and improve the management of thedistribution company through provision of technical advisory services.
