58 -- Notice of Intent to Award Sole Source Contract Modifications Increasing Contract Ceilings for Multifunctional Information Distribution Systems (MIDS) Joint Tactical Radio System (JTRS)

The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Multifunctional Information Distribution System (MIDS) Program Office (MPO) (PMA/PMW- 101) plans to increase the contract ceiling under the existing MIDS Joint Tactical Radio System (JTRS) Multiple Award Contracts N00039-15-D-0007 with Data Link Solutions LLC (DLS) and N00039-15-D-0008 with ViaSat, Inc. (ViaSat) due to Tactical Targeting Network Technology (TTNT)-related efforts.  TTNT is an Internet Protocol (IP) networking waveform that brings a high throughput capability to the MIDS JTRS Terminal. Due to the US Government decision to auction a portion of spectrum, originally allocated to Department of Defense (DoD) and other US Agencies, to wireless telecommunication providers, TTNT development has been impacted and requires additional efforts.   The MIDS JTRS technology contains Intellectual Property (IP), with Specially Negotiated License Rights between DLS and ViaSat only, which does not allow providing the technology to third parties.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3304(c)(1), and FAR 6.302(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

58 -- N00039-17-R-0001 - Notice of Intent to Award Sole Source Contract for Portable Radios Program (PRP) Procurement Follow-On Contract

The purpose of this notice is to inform all parties that the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) in support of the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I) Communication and GPS Navigation Program Office (PMW/A 170) intends to award a sole source follow-on contract for Portable Radios to Harris Corporation, RF Communications Division (Harris), located at 1680 University Ave., Rochester, NY 14610.  Harris is the current OEM vendor providing PRP radios and ancillary parts.  The PRP requires interoperable, secure and non-secure tactical portable radios  and related ancillary parts that fulfill the Navy Expeditionary Force, Naval Special Warfare (NSW), Ship (emergency comms) and USMC Combat forces requirements for HF, VHF, UHF LOS and UHF SATCOM requirements.  Radios must be form, fit, and function (FFF) interchangeable and interoperable with the currently installed base (vehicles/platforms) of Navy portable radio systems. To meet this requirement, radios and ancillary parts must be capable of matching all physical dimensions and electrical/electronic interfaces of the installed base. The current contract ordering period is through 29 August 2017.  This announcement provides information that assists with subcontracting possibilities.  The North American Industry Classification System (NAICS) code for this procurement is 334220 (with a Small Business Size Standard of 750).
