Fleet Logistic Center, Norfolk Detachment Philadelphia intends to acquire a satellite television services in support of the Joint Forces Staff College (JFSC) located in Norfolk, VA. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a), a Sole Source Acquisition under the authority of the test program for certain commercial items. The service is required to provide a custom bundled satellite television content at the JFSC to be maintained on a 24/7 timeframe. Additionally, JFSC has an agreement with VBRick to allow them to redistribute the DirectTV signals using their licenses from VBrick. Based on Market Research, it was determined that Spectrum Systems is the only vendor providing a custom package for the selected channels required by JFSC. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. Award of a firm fixed contract is anticipated. All required deliverables shall be furnished within 30 days after date of contract award. The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 517110.
