The Naval Air Systems Command (NAVAIR) intends to solicit and negotiate a Firm Fixed-Price Engineering Change Proposal (ECP) under the NAVAIR corporate basic ordering agreement with the Boeing Company of St. Louis, Missouri 63166, on a sole source basis. ECP 6464SOW is for the design, fabrication, test, and integration of the Radio Frequency Blanking Unit (RFBU) for the F/A-18E/F and EA-18G aircraft weapons systems. The goal of the RFBU effort is to procure a replacement for the current F/A-18E/F and EA-18G Enhanced Interference Blanking Unit (EIBU). The RFBU Procurement Specification will be generated from the EIBU Procurement Specification with legacy F/A-18 A-D elements removed. The RFBU will be a form, fit, function replacement of the EIBU that addresses obsolescence with options to provide growth. The Boeing Company is the sole designer, developer, manufacturer, and integrator of the EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, qualified personnel necessary to accomplish this effort, and is uniquely positioned to meet and fulfill NAVAIR's requirements within the time required. This requirement is for a land mobile radio coverage expansion project at Barry M. Goldwater Range, Arizona, to include three Association of Public-Safety Communications officials (APCO) Project 25 (P25) compliant conventional repeater systems for the 56th Range Management Office (RMO) to improve communications in three specific areas of the BMGR. This system will be used across the installation to communicate with land air radios. These radios allow coordination of emergency services as well as a method for the Air Traffic Control tower to communicate with pilots. The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under an anticipated Basic Ordering Agreement (BOA) with Rockwell Collins, Inc.(RCI), 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide integration support and Beta software releases to PMA265 for integration of the RT-1990A (C) Radio into the F/A-18 aircraft.  This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. RCI is the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPROSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement.  The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
