The RFP will be other than full and open competition using authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, and will only be open to manufacturers that have been qualified by Boeing.  The proposed acquisition is for the procurement of the following: Battery, Non-Rechargeable - NSN: 6135-01-568-3234.  The BA-5301A/U non-rechargeable battery is a lithium manganese dioxide battery that provides power for the AN/PRQ-7 Combat Survivor Evader Locator System (CSEL) radio, which is a hand-held survival radio that is used by soldiers and airmen to communicate with search and rescue aircraft.  The batteries to be procured under the proposed contract will be used to meet replenishment requirements of the AN/PRQ-7 CSEL radio. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-81 (10 April 2015). The solicitation number for this requirement is W91ZLK-15-T-0256.
