This is an Expression of Interest for the Provision of Media Buying Service and Support. A draft specification is attached for information, but this is subject to change.

This framework is for the provision of media buying (Campaigns and Advertising) across a range of channels including but not exclusive to  Billboards, Adshels, Bus, Radio as well as Digital channels such as YouTube, online and digital  displays.

Providers must have the ability to plan, implement and deliver media schedules  to client brief that utilises the best mix of channels to reach different target audience groups based on insight. The approach must offer both best value and ensure the councils marketing objectives and targets are being met or exceeded.

Tender will be for a 2 year contract with an option to renew for up to a further 2 years.

Value of the framework is estimated between £ 400-650K over the 4 year period.

A. Creative submission: Please present for evaluation of the ‘Creativity/innovation of design and development’ criteria: — Initial conceptual ideas, rough mock-ups and sketches to demonstrate creativity; — Outline of how you would approach the project; — Estimated costings for design/artwork. Project Objectives and desired Outcome (e.g. generate enquiries, to inform, to direct to the website etc.) Key objective is conversion: — Encourage applicants who have yet to make a decision about which university offers to accept to choose Huddersfield; — Encourage applicants who have accepted a place at Huddersfield to enrol as students; — Ensure all applicants know about the new Student Central building/facilities. Design/Creative Guidelines: — Countdown theme to be used — ie 6 months to go before uni. Other than design fitting with Uni brand guidelines, take a free rein on the creative treatment. The audience will be mainly 17 year-olds, but there may be more mature students too so we don't want to alienate these with the design. Budget Available: — Lot 1 (estimated design value up to 1 000 GBP). Print/postage costs not required. Please note that a summary should be submitted with the tender submission as an accompaniment to the detailed presentation of the project which is expected to last 30 mins per supplier. B. Costings submission: Please provide sample design/artwork quotes for the following, with an estimate of the time required to undertake the work. Web page (landing page for a campaign). 3 design options: these designs would be either HTML and CSS or visual (Adobe photoshop/illustrator) based and the final project would have to include the full HTML5 and CSS3 source code and graphic assets where required. Or they may have just booked onto the Open Day as their first interaction. As Open Day attendees they are generally UK based, with the greatest proportion (approx. 60 %) from the Yorks and Humber region. Project Objectives and Desired Outcome (e.g. generate enquiries, to inform, to direct to the website etc.). App to be used at Open Days, enabling visitors (potential students and their friends/family/teachers) to navigate their way around campus and find out interesting and engaging info about the University and its facilities (in particular the new Student Central building). Key objective is conversion: encourage enquirers to apply to the University. We want visitors to Open Days to feel engaged with the University, to be informed of the University's facilities, and to feel that the University is innovative. The app needs to reflect these objectives in its design and functionality. Design/Creative Guidelines. Other than ensuring the creative fits with University brand guidelines, take a free rein on the creative treatment. The audience will be mainly 17 year-olds, but there may be more mature potential students too so we don't want to alienate these with the design. Budget Available: Up to 15 000 GBP (for design and build).
