South Gloucestershire Council is aiming to extend the availability of Next Generation Access (NGA) broadband across the

South Gloucestershire area.

South Gloucestershire Council has previously invested significant public funds through two separate contracts to extend the availability of NGA infrastructure in areas where no commercial plans were available from the telecommunications market. Phase 3 aims to extend NGA coverage further by securing a telecommunications provider to deliver to the remaining unserved ‘white’ premises using the public funding that is available in a ‘gap funded’ model. The unserved ‘white’ premises areas have been qualified formally through an Open Market Review and Public Consultation with the supplier market that concluded on 28.9.2016.

Our intervention area includes 5,302 NGA white premises. The proposed solution must comply with the Broadband Delivery UK 2016 National Broadband Scheme. It must deliver the following: a wholesale broadband service that will be open to all service and communications providers on a non-discriminatory basis for at least 7 years as defined by para 78(g) of the EU 2016 Guidelines for the application of State aid rules in relation to the rapid deployment of broadband networks.

The Contractor will be expected to provide substantial investment in the network, and to own and manage the risks associated with developing and operating a wholesale broadband network, including but not limited to take-up risk.

The contract is expected to be awarded in May 2017. It is expected that a contract would be awarded covering a 10 year term. Deployment is expected to last for 30 months. Contract term will be deployment + 7 year contract term in compliance with State Aid regulations.

Fixed-wing aircraft. The C-130J Project Team, part of the UK Ministry of Defence (the Authority), intends to award contract amendments to contract HTPT2B/1189 to Lockheed Martin Aeronautics Company (‘the Contractor’) for the requirements detailed below in connection with the Radio Frequency Defensive Aids System project following the trial kit installation undertaken by the Contractor (VTN reference 2013/S 124-213611 dated 25.6.2013): — Provision of aircrew and ground maintenance training package. — Upgrade to the Synthetic Training Environment to replicate the RF DAS TKI. — Design and development of C-130-J validation test rigs that replicate displays and controls within the aircraft environment. — Design, development and installation of an integrated aircraft data recording facility. — Design, development and installation of a Countermeasure Dispense Switch using Government Furnished Equipment from the C-130K. — Technical support to the RF DAS Operational Test and Evaluation flight trials. It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication of a Contract Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011). This is for reasons connected to exclusive rights held by the Contractor concerning access to and use of embedded confidential and proprietary information required to give effect to the works, including but not limited to design data developed for the C-130J aircraft.

A further option will be included for future installations on Royal Fleet Auxiliary vessels and associated support. With the above in mind the total number of radios to be procured, installed and integrated might reach up to 300. Support for the solution will be required from Initial Operating Capability for an initial period of 5 years.
