South Gloucestershire Council is aiming to extend the availability of Next Generation Access (NGA) broadband across the

South Gloucestershire area.

South Gloucestershire Council has previously invested significant public funds through two separate contracts to extend the availability of NGA infrastructure in areas where no commercial plans were available from the telecommunications market. Phase 3 aims to extend NGA coverage further by securing a telecommunications provider to deliver to the remaining unserved ‘white’ premises using the public funding that is available in a ‘gap funded’ model. The unserved ‘white’ premises areas have been qualified formally through an Open Market Review and Public Consultation with the supplier market that concluded on 28.9.2016.

Our intervention area includes 5,302 NGA white premises. The proposed solution must comply with the Broadband Delivery UK 2016 National Broadband Scheme. It must deliver the following: a wholesale broadband service that will be open to all service and communications providers on a non-discriminatory basis for at least 7 years as defined by para 78(g) of the EU 2016 Guidelines for the application of State aid rules in relation to the rapid deployment of broadband networks.

The Contractor will be expected to provide substantial investment in the network, and to own and manage the risks associated with developing and operating a wholesale broadband network, including but not limited to take-up risk.

The contract is expected to be awarded in May 2017. It is expected that a contract would be awarded covering a 10 year term. Deployment is expected to last for 30 months. Contract term will be deployment + 7 year contract term in compliance with State Aid regulations.

The ISDL architecture was originally conceived and implemented in the 1980's as part of Air Staff Requirement (ASR) 888 which provided for an Improved United Kingdom Air Defence Ground Environment (IUKADGE) Integrated Command and Control System (ICCS).It underwent significant upgrade and technical refresh activities in the 1990's and early 2000's in order to work with the replacement for ICCS, the United Kingdom (UK) Air Surveillance and Control System (ASACS) Command and Control System (UCCS) and its associated communications infrastructure. The ISDL equipment is used to connect UK ASACS main radio operating sites with their associated transmitter (Tx) and receiver (Rx) sites. The requirement is for a contract for the provision of support services for ISDL until 31.3.2022. PRC-112 radios are ITAR controlled items and the OEM is General Dynamics, a US based company. The Company is ITAR approved, which is a mandatory requirement for General Dynamics in order to supply the Company. The Company is the only economic operator within the UK with a distribution license from the OEM. The OEM has issued distribution licenses to other companies outside the UK, however the PRC-112 radios contain classified (UK Eyes Only) information and therefore the Company is the only economic operator able to distribute PRC-112 within the UK. It is also considered that the contract can be extended using the negotiated procedure without prior publication of a contract notice pursuant to Article 28 (3)(a) of Directive 2009/81/EC of the European Parliament and of the Council (Regulation 16(1)(b)(i) of the Defence and Security Public Contracts Regulations 2011). Obliging the MOD to procure an alternative radio from a manufacturer other than the Company would result in the radios having different technical characteristics, which would result in incompatibility between the purchased radios and the aircraft and result in disproportionate technical difficulties in the operation and maintenance of the existing radios. In addition integration and testing would be required to ensure that the radio frequency does not affect the ability of each aircraft. There is only one other radio on the market that can offer the same capability and will not cause integration issues with regards to its size and the need to fit in service life jackets, however this is not accessible to the Authority as the OEM will not issue for UK use. The present procurement forms part of Calliope, a fleet wide capability update programme aiming to address communications equipment obsolescence within RN and RFA surface vessels. In particular the Authority is considering placing a contract for the replacement of current V/UHF radios, including future support, by delivering a single solution based on modern technology, enabling rationalisation as well as convergence and coherence of equipment along with their support arrangements.

The selected solution will be installed on 13 Type 23 Frigates, 6 shore sites and other training establishments. The contract will include options to install and support versions of the solution on fifteen MCMVs and OPVs. A further option will be included for future installations on Royal Fleet Auxiliary vessels and associated support. With the above in mind the total number of radios to be procured, installed and integrated might reach up to 300. Support for the solution will be required from Initial Operating Capability for an initial period of 5 years.
