This Invitation for Tenders follows the General Procurement Notice No. 7175-GPN-43343 for this project which was published on the EBRD website, Procurement Opportunities (www.ebrd.com), on 13 August 2012. Updated versions of the Procurement Notice were published on 22 August 2013, 17 December 2014 and 25 January 2016.

Public Corporation "Khujand International Airport", hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of financing emergency runway rehabilitation, reconstruction of aerodrome resurfacing, the installation of high intensity lights and the modernisation of radio and ground control safety equipment (radio beacons).

The Employer now invites sealed tenders from suppliers for the following contract to be funded from part of the proceeds of the loan:

  • Supply and Installation of a new Instrumented Landing System (ILS)

 

ILS equipment is to be installed at Khujand International Airport in the north of the Republic of Tajikistan, under a single contract, within a period of four months.

To be qualified for the award of a contract, tenderers (as well as subcontractors, manufacturers and producers, where indicated) must satisfy the following minimum criteria which are further detailed in the tender documents:

Subcontractors, manufacturers and producers (location, ownership)

Must meet requirements for eligibility, conflict of interest.

Experience in the provision of airfield equipment.

Minimum of three projects completed over previous five years for supply, installation, testing and commissioning of airfield Instrument Landing Systems, including flight tests, each project of at least a comparable size and complexity to the proposed contract.

Details of quality assurance system

(Applicable to both tenderers and their subcontractors, manufacturers and producers)

Must be sufficient to assure consistent quality of Facilities

Current obligations and pending awards

The tenderer shall have the necessary resources for implementation of the contract free of ongoing obligations and/or pending contract awards. The tenderer shall provide information on the on-going contractual obligations and pending contract awards. The Client may reject the tender if the level of the confirmed commitments to be carried out in parallel with the Contract exceeds the tenderer’s annual turnover for the previous year by a factor of 1.2.

 

 

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

A two stage tender procedure will be adopted and will proceed as follows:

(a)        the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefore, provided always that such deviations or alternative solutions do not change the basic objectives of the project.  Following evaluation by the Employer of the First Stage tenders, the Employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting.  The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum.  Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender.

(b)       the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender.

 

First Stage tenders must be delivered to the address below on or before 14.00 hours Khujand time on Monday, May 2nd, at which time they will be opened in the presence of the tenderers' representatives who wish to attend.

OJSC "Khujand International Airport" intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for a project to provide for emergency runway rehabilitation, the installation of high intensity lights and the modernisation of ground radio navigation equipment in order to enhance its operational efficiency and safety. The proposed project, which has a total estimated cost of US$ 8.6 million equivalent, require the procurement of the following remaining goods, works and services:

Invitation for Bids 1. The Republic of Tajikistan has received financing (grant) from the Asian Development Bank (ADB) towards the cost Wholesale Metering and Transmission Reinforcement Project. Sugd Energy Loss Reduction Project – Extended PIU Consultancy Services Assignment Description: The purpose of the Project is to assist the Borrower in (a) the supply and installation of electricity retail and grid meters, meter reading system, low voltage equipment meters with ancillary equipment and all necessary maintenance equipment to allow demand side management, (b) the reduction of distribution network losses, (c) the improvement of quality of supply and (d) the increase of energy efficiency. Total Project value is approximately €22 million (excluding VAT). The project consists of the following main components: Supply and Installation of the meters, meter reading system equipment, auditable billing system in Khujand and surrounding municipalities (contract awarded and under implementation); Partial rehabilitation of power distribution network including supply and installation of equipment (contract awarded and under implementation); Project Implementation Unit Consultancy Services (this procurement notice); All procurement financed by the EBRD loan proceeds are undertaken in full compliance with EBRD’s Procurement Policies and Rules. The Project is implemented by the Project Implementation Unit with subsidiary in Khujand and concerned subsidiaries of OSHC “Barqi Tojik”. The PIU is staffed by experts from BT covering procurement, technical support, IT, finance, site management supervision, monitoring, evaluation etc. The PIU will be supported by an international consultant whose members will also form part of the PIU. The principal objective of this assignment is to deliver assistance to BT’s PIU during the Project implementation phase. The Consultant will assist PIU with the following tasks: Monitoring, supervision, and reporting on the implementation of contracts and overall completion of each Project component; Assist in planning and accounting of expenses; Reviewing site preparation including engineering supervision; Assist with Commissioning and Testing procedures in accordance with Contract Conditions; Assistance in the monitoring of and implementation of the Environmental and Social Action Plan (ESAP); Knowledge transfer to BT in all aspects of oversight and management of project implementation. Status of Selection Process: Interested firms are hereby invited to submit expressions of interest. Consultant Profile: An international firm of consultants will be engaged for this assignment and is expected to procure the services of a multidisciplinary team of both international and local experts as appropriate. The Consultant is expected to have relevant expertise and experience in the design, procurement and implementation of smart automated electricity metering projects, particularly in the residential sector and reconstruction of electric networks. In addition, relevant experience in the EBRD’s countries of operation would be an advantage. The following is the minimum expertise (key experts) and experience required for this assignment: Team Leader/ Metering Expert with at least 12 years of experience in planning, design and implementation of residential metering projects including Project Management and Contract Supervision experience. Experience with implementation of projects comprising of Supply and Installation of Grid and Retail Meters would be seen as an advantage. Procurement Expert with at least 10 years of proven procurement experience in power sector projects (especially electricity distribution would be an advantage) with relevant IFI’s experience; Local Site Supervision Expert (full engagement) with at least 10 years of proven technical supervision of installation of metering equipment and billing systems. The Expert should demonstrate hands-on experience in contract supervision of contracts with similar nature and complexity; Low voltage installation and maintenance Expert with at least 10 years of proven low voltage installation and maintenance experience. OJSC “Khujand International Airport’ intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for a project to provide for emergency runway rehabilitation, the installation of high intensity lights and the modernisation of ground radio navigation equipment in order to enhance its operational efficiency and safety. The proposed project, which has a total estimated cost of US$ 7.2 million equivalent, will require the procurement of the following goods, works and services:
 
  • Procurement of materials for runway rehabilitation, including crushed gravel, crushed sand and cement.
  • Supply and installation of high intensity equipment lighting (HIL).

Project Description:
The European Bank for Reconstruction and Development ("EBRD" or the "Bank") is providing a senior loan of USD 3.9 million (EUR 3.54 million equivalent) to Khujand International Airport ("KHIA", the "Company" or the "Client"). KHIA is located in northern Tajikistan, southeast of Khujand city between Gafurov and Chkalov towns. The Company’s management developed a modernisation programme in 2007 which incorporated four separate phases of investments over 10 years. KHIA intends to use the EBRD loan for part of its programme.

The Khujand International Airport project (the "Project") will include emergency runway rehabilitation, reconstruction of aerodrome resurfacing, the installation of high intensity lights and the modernisation of radio and ground control safety equipment (radio beacons) and installation of Instrument Landing System ("ILS"). The total costs of the Project are expected to be USD 7.1 million (EUR 6.46 million equivalent), with the remaining amount being financed by the client.

The Project will include installation of a fence around the perimeter of the works and airport, construction of drainage and a canal, runway rehabilitation, rehabilitation of runway shoulders, design, procurement and assembly of distance measuring equipment ("DME") and tune up of the airports microwave landing systems ("MLS").

EBRD financing will be used towards the following Project components:
• Procurement of bitumen to be used for runway emergency rehabilitation and extension to both sides (translocation of thresholds), construction of jet flow protection plates, taxiways’ rehabilitation and apron widening as well as other works as described in the Development Plan (Annex to Loan Agreement);
• Installation of the DME and High Intensity Light (HIL) equipment;
• Installation of ILS.

Assignment Description:
In order to monitor the performance of the works implemented by the Company and of the EBRD funded contracts, the Bank seeks to hire a Lender’s Monitoring Consultant (the "Consultant"). The Bank is currently also considering airport terminal modernisation part of the Project. The Consultant will be engaged to provide technical advice on this component.

The selected Consultant is expected to provide the following services:
(a) monitor and audit the performance of the PIU and the Company;
(b) assist the Bank to monitor the implementation of the Project contracts;
(c) monitor the implementation of the works being executed by the Airport itself as specified in the Development Plan; and
(d) identify any key problems which may threaten the successful implementation of the Project so that corrective action can be taken. This is to ensure that the Project is implemented in a manner that will secure successful operation of the upgraded runway and DME, HIL and ILS equipment on time, within budget and to an acceptable quality.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to commence in Q1 2017 with an estimated overall duration of twenty-four (24) months.

Cost Estimate for the Assignment: EUR 60,000 (exclusive of VAT).
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund. Please note selection and contracting will be subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile:
The Consultant will be an individual, a firm or a group of firms preferably with previous project experience related to the design and construction of the airports rehabilitation works including runway rehabilitation, introduction of DME, HIL and ILS equipment and the airport terminals modernisations.

The Consultant is expected to include at least one key expert as follows:
- Civil Engineer with preferably 10 years or more of professional experience in design and construction of the airports rehabilitation works including runway rehabilitation, introduction of DME, HIL and ILS equipment and the airport terminals modernisations. Knowledge of both English and Russian languages is necessary.
