1.1 Inledning. Statens inköpscentral vid Kammarkollegiet, i fortsättningen kallad Statens inköpscentral, inbjuder företag, i fortsättningen kallad Anbudssökande, att inkomma med ansökan om deltagande i anbudsgivning avseende ramavtalsupphandlingen av telefoniprodukter med tillhörande tjänster för hela Sverige, kallad Telefoniprodukter 2012. Ramavtalen kommer att kunna nyttjas av statliga myndigheter, stiftelser och andra organisationer med anknytning till staten samt anslutna kommuner och landsting i fortsättningen kallade avropande kunder. Statens inköpscentral ansvarar bland annat för att samordna upphandling inom it för offentlig förvaltning. Statens inköpscentral verkar för att bästa möjliga villkor skapas för anskaffning och användning av informationsteknik inom den offentliga sektorn, samt att offentliga sektor använder gemensamma funktioner och lösningar. Syftet med de statliga ramavtalen är: — att kostnadseffektivisera avropande kunders inköpsverksamhet och därigenom hushålla med offentliga medel, — att tillgodose avropande kunders behov inom efterfrågat område, — att skapa fördelaktiga ramavtalsvillkor inom ramen för upphandlingsområdet, — att verka för att minska den tid det tar för avropande kunder att införskaffa varor och tjänster. Statens inköpscentral tar, efter samråd med Ekonomistyrningsverket (ESV) samt enligt Avgiftsförordning (1992:191), ut en administrationsavgift av ramavtalsleverantörer avseende all försäljning under respektive ramavtal. Ramavtalsleverantörer erlägger för närvarande en avgift om 0,7 procent av fakturerat nettobelopp, det vill säga fakturavärdet exklusive mervärdesskatt. Administrationsavgiften avser att täcka samtliga kostnader förenade med genomförande av förstudie, upphandling och förvaltning. Avgiften kan komma att förändras. 1.3 Avropsberättigade. Ramavtalen kommer att kunna användas av statliga myndigheter samt stiftelser och andra organisationer med anknytning till staten samt landsting och kommuner som lämnat fullmakt, dessa framgår av bilagan Avropsberättigade. De kommuner och landsting med flera som ingår har, vid tiden för tilldelningsbeslutet, möjlighet att själva fatta ett tilldelningsbeslut baserat på Statens inköpscentrals tilldelningsbeslut. I det fall en kommun eller ett landsting inte godtar utvärderingsresultatet måste detta meddelas till Statens inköpscentral. Den aktuella kommunen eller landstinget som lämnat fullmakt kommer då att tas bort från bilagan Avropsberättigade. Detta innebär att bilagan Avropsberättigade kan komma att förändras inför ramavtalstecknandet. 2.4 Avrop mot ramavtalen. Avrop kommer alltid att ske genom förnyad konkurrensutsättning enligt LOU 5 kap. 7 §. Förfarandet innebär att avrop ska föregås av en avropsförfrågan och skickas till samtliga ramavtalsleverantörer som har ramavtal inom ramavtalsområdet. Detta görs för att avgöra vilken ramavtalsleverantör som har den för avropande kunden bäst lämpade lösningen och för att fastställa till exempel priser, rabattsatser och leveransvillkor utifrån de krav som anges i avropsförfrågan. Samtliga avropsförfrågningar måste besvaras av samtliga ramavtalsleverantörer. Avropande kund avgör vilka villkor och krav som är relevanta för det specifika avropstillfället, om dessa behöver preciseras samt vilken vikt de ska tillmätas. 2.6 Inlämning av anbudsansökan. Statens inköpscentral använder sig av det webbaserade upphandlingsverktyget TendSign för hantering av upphandling, anbudsansökan, förfrågningsunderlag och anbud. TendSign är en oberoende tredje part och ägs av Visma Opic AB. Anbudsansökan ska lämnas elektroniskt via systemet TendSign, vilket innebär att Anbudsansökan inte kan lämnas i pappersformat via fax eller e-post. Företrädare för Anbudssökande ansluter sig personligen till tjänsten TendSign genom att registrera ett användarkonto genom formuläret på TendSigns hemsida, https://tendsign.com. Anbudssökande uppmanas att registrera användarkontot i god tid innan inlämning. Anbudssökande uppmanas använda följande förfarande: logga in, gå in under "Annonser" "Aktuella annonser", välj upphandlande enhet "Kammarkollegiet och upphandling", aktuell upphandling och aktuellt diarienummer. Lämnande av anbudsansökan genom TendSign innebär bland annat att: — Anbudssökande registrerar ett användarkonto, — Anbudsansökan skickas med ett tidlås som gör att Statens inköpscentral inte kan öppna anbudsansökan förrän dagen efter sista dagen för anbudsansökan. Vid frågor eller support kring hanteringen av systemet kan TendSigns support kontaktas på telefon +46 134747520. Det är även möjligt att komma i kontakt med TendSign via deras hemsida. Då TendSigns support inte har öppet dygnet runt är det viktigt att ta kontakt i god tid innan sista ansökningsdag för att på så sätt garanteras teknisk support. Den e-postadress som Anbudssökande använt för sin inloggning i TendSign, är den som gäller för all vidare kommunikation gällande upphandling både från och till Statens inköpscentral.
