The Procurement and Contracts Unit (PCU) of United Nations Office at Geneva (UNOG) on behalf of the Office for Coordination of Human Rights (OCHA) hereby invites qualified service providers from all countries to submit their Expression of Interest for the provision of mobile telecommunication services for OCHA country offices based in Several places of Iraq namely, Erbil, Dohuk, Sumalinyah, Baghdard and Kirkurk a) The services required include among others; un-interruptible mobile services that include calling, roaming, SMS and 3G/4G or GPRS/EDGE data Services. b) The services must be provided on post paid with montly billing obtained at the latest 10 days for each following month. (d) The services to be provided also involves a detailed call listings for each telephone number in electronic form suitable for data processing (PDF is not considered as suitable format, but TXT, XLS, CSV or any other file of this type is considered suitable). The ITU is exploring the possibilities of tele-working and related mobile cost issues, especially since 35% of its total staff are living in neighboring France. The ITU is interested in a solution to separate the purchase of mobile phone devices from the subscriptions to meet the flexibility requirements of the end users. The purpose of this document is to probe the market for technically advanced and viable solutions for telecommunications networks. Another purpose is to find a solution to reduce cost related to roaming charges for voice and data of the ITU’s mobile phone fleet. The ITU is a conference and meeting place for delegations of countries and private companies to work on international telecommunication standards and development projects. The ITU has approximately 800 staff members in its Geneva headquarter and an average per day count of 70 delegates visiting from abroad with a peak of 3000 delegates. For the daily operation of the ITU and its events it is essential that the telecommunication services are highly available and reliable in all the offices, conference and meeting rooms of the ITU. The ITU is interested to upgrade its fix and mobile telephony services at its headquarters in Geneva.  In addition, the ITU is interested to evaluate a multi provider situation for the fix telephony.
