This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices ( on January 16, 2015 (Procurement Ref.: 7789-GPN-42262), and GPN Update published on the EBRD website, Procurement Notices ( on September 2, 2016 (Procurement Ref.: 7789-GPN-42262).

Joint Stock Company for Public Railway Infrastructure Management "SERBIAN RAILWAYS INFRASTRUCTURE" JSC, hereinafter referred to as “the Employer” on behalf of the Government of the Republic of Serbia, intends using part of the proceeds of a loan from European Bank for Reconstruction and Development (the Bank) towards the cost of Rehabilitation by General Overhaul of the Junction “G” – Rakovica – Resnik railway section from km 7+126 to km 14+554 (L=7.428m) on the Belgrade – Mladenovac – Nis – Presevo – State Border railway line.

The Employer now invites sealed tenders from tenderers for the correspondent works contract to be funded from part of the proceeds of the loan.

The time for completion is 351 days.

Tendering for the contract to be financed with the proceeds of a loan from the Bank is open to firms and Joint Ventures from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

Average annual turnover:

  • The tenderer shall have an average annual turnover over the last 5 years of not less than EURO 65 million (sixty five million) or equivalent.

Financial resources:

  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real estate, lines of credit and other financial assets sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated at not less than the equivalent amount of EURO 9 million (nine million), taking into account the tenderer’s commitments for other contracts.


  • The Tenderer shall demonstrate that it has successful experience under contracts in the role of prime contractor or management contractor for the last five [5] years prior to the tender submission deadline, and with activity in at least nine (9) months in each year.
  • Participation as a prime contractor or management contractor in at least 3 (three) railway construction / reconstruction / rehabilitation by general overhaul projects, within the last 5 (five) years, each with a value of at least EURO 28 million (twenty eight million), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI - Requirements.
  • The tenderer shall demonstrate for above or other contracts during the period of the last 5 (five) years a minimum experience in the following key activity:
  • Track works: Reconstruction or Construction of 12 km of track/year

  • Equipment Capabilities

The applicant shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), the following key items of equipment in full working order, and must demonstrate that, based on known commitments, they will be available for use in the proposed contract. The applicant may also list alternative equipment which he would propose to use for the contract, together with an explanation of the proposal.

Civil engineering machinery necessary for performance of works on the permanent way (P-Way) and the overhead line equipment (OLE):

For the works regarding laying down of the track, handling and installation of switches, welding, works on the overhead line equipment (OLE), etc. the Contractor shall give a list of the machinery together with all required data it is going to use and that will warranty the high quality level of performance of works within the required time period.

The machinery to be listed by the Contractor for works regarding tracks and switches laying as well as regarding regulation of the ballast bed and achieving of the required stability is as follows:

  1. Machines/Machinery for dismantling, loading, transport of the old rails, sleepers and switches and laying and assembling of the new track elements, 2 pieces;
  2. Machine/Machinery for installation of switches, 1 piece;
  3. Track tamping and lining and levelling machine,
  4. Machine for lining and levelling of switches, 1 piece;
  5. Machine for installation and formation of ballast prism (ballast plough), 1 piece;
  6. Wagons, Hopper Dispensers for transportation and installation of ballast chips, 8 pieces;
  7. Flat wagons, 5 pieces;
  8. Rail cars, 1 piece,
  9. Overhead contact line tower car, 1 piece.

Equipment necessary for performance of works on the telecommunication devices:

For the installation of the locomotive radio-dispatching system, the Contractor shall provide equipment for measurement of the electromagnetic field distribution consisting of:

  1. Transmitting station adjusted for 3 frequencies used at “Serbian Railways Infrastructure” JSC radio-dispatching system Src (450 MHz band)

All machinery stated above shall not be older than 15 years.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 300,- (three hundred) or equivalent in a convertible currency. 

The payment of the above indicated non-refundable fee may be effectuated by bank transfer through „Komercijalna Banka“ JSC Belgrade, in EUR or other foreign currency, in compliance with the following payment instructions:

Payment option is OUR which means that the Applicant will cover all Bank costs related to this payment and money transfer. 

After receiving of appropriate evidence of payment of the non-refundable fee and upon request, provided that the courier delivery is paid by the prospective tenderer, tender documents may be dispatched promptly by courier. However, the Employer can not accept any liability in case of possible loss of the shipment or its late delivery. In addition, upon request, the tender documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.


All tenders must be accompanied by a tender security of 1,000,000.- (one million) Euro.

This is an update of the General Procurement Notice published on 16 January 2015 reference no. 7789-GPN-42262. “Infrastructure of Serbian Railways” JSC, as the acquirer of part of the assets of “Serbian Railways” JSC in the process of transformation and spin-off demerger type with establishment of new joint stock companies, in accordance with the “Serbian Railways” JSC Status Change Plan, intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for a project Rehabilitation and Modernization of Sections along Corridor X and Rehabilitation of Belgrade-Rakovica-Resnik Section..

The proposed project, which has a total estimated cost of EUR 91, 5 million equivalents, will require inter alia the procurement of the following goods, works and services:

  • Procurement of Civil Works including substructure, hydro technical works, track works, level crossings, and railway station structures.
  • Procurement of Electrical Works including signaling and telecommunication facilities, Overhead Contact Line and Electrical Traction Substation.
  • Procurement of machinery for maintenance of civil-engineering and electrotechnical infrastructure: Tamping Machine; New Track Measuring Car; Heavy Duty Motor Tower Cars for OCL Maintenance;
  • remote control System; Timetable Information system; visual and Audio Systems in Belgrade Node;

Tendering for the above contracts is expected to begin

  • in the Q3 of 2016 for the rehabilitation by general overhaul of the section Junction “G” - Rakovica-Resnik; procurement of Heavy Duty Gang Cars and Tamping Machines; 
  • in the Q4 of 2016 for the procurement of the New Track Measuring Car
  • in the Q1 of 2017 for the construction of Altina and Kamendin Stops; remote control System Timetable Information system, visual and Audio information Systems in Belgrade Node
  • in the Q2 of 2017 for the reconstruction of the section Jajinci-Mala-Krsna and Mala Krsna station,
  • in the Q4 of 2017 for the rehabilitation of electrotechnical infrastructure on railway lines along the Corridor X.


Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
