Procurement of Handheld RF Mobile Phone Detectors for the National Offender Managment Service (HM Prisons).

The Authority wishes to procure between 130 & 260 handheld RF Mobile Phone detectors capable of detecting and locating 2 & 3 G signals. The purchase will be a one off order to establish their effectiveness in operational use. BBC World Service is the world’s leading international broadcaster providing programmes and content for radio, television, online and mobile phones in English and 31 other languages to a global weekly audience of 180 million. Hundreds of reporters and specialist correspondents bring impartial news reports, documentaries and analysis from around the globe. BBC World Service also offers a rich mix of other programming from arts, business and culture to drama, science and sport. BBC World Service is one part of the collected international-facing television, radio and online services that form BBC Global News. The World Service is funded by the UK government through Parliamentary Grant-in-Aid, which is administered by the Foreign and Commonwealth Office (FCO). It is not subsidised by the Licence Fee. The FCO is involved in the process of deciding which languages are broadcast, but all editorial control rests entirely with the BBC. The relationship between BBC World Service and the FCO is governed by two documents, the Broadcasting Agreement and the Financial Memorandum. The BBC, including BBC World Service, is established under a Royal Charter. The current Charter came into force in 2007 and runs until the end of 2016. It explicitly recognises the BBC's editorial independence and sets out its public purposes. Like the rest of the BBC, BBC World Service is accountable to the BBC Trust, appointed under the Royal Charter to act as trustees for the public interest and oversee all BBC activities. BBC World Service Transmission and Distribution (WS T&D) is responsible for ensuring the delivery of BBC content through 68 radio networks – broadcasting on shortwave, medium wave and FM – and two television networks, averaging around 33 000 hours of audio and 1 000 hours of television per month. In 1997 World Service awarded a 10-year contract to provide a wide range of services associated with the aggregation, distribution and transmission of programmes. The contract was extended in 2005 to run from 2007 to the end of March 2012. The services which are being tendered as part of this procurement are contained within one Lot, however this Lot is split into five separate Services as follows: — The first of these Services (A) represents the core services which any successful bidder will be required to provide, — The remaining Services (B-E) represent the non-core services, some or all of which may be included within the final scope of services which any successful bidder will be required to provide. The BBC intends to use the competitive dialogue process to explore with bidders their appetite for providing Services B-E and whether value can be achieved for the BBC by including one or more of them in the scope of the end to end service provision. During the early dialogue sessions, the BBC will therefore discuss Services B-E with each of the bidders involved at that stage of the process. Following such discussions, the BBC may elect revise the scope of services by excluding any one or more of Services B-E from the scope of services for the procurement. The BBC will advise all bidders involved at that stage of the process of the revised scope of services and the invitation to tender (ITT) will then include this revised scope of services which bidders will be required to bid against. For the avoidance of doubt, regardless of which of Services B-E are included within the scope of services ultimately stated in the ITT, the BBC’s intention throughout the procurement is to award one single contract for the provision of all services which it requires. The BBC has the following high level requirements for this contract (subject to the information provided above regarding the scope of the services): — Service A - Transmission and Distribution Services, — Service B - International Studios and Production Facilities, — Service C - Content Delivery System, — Service D - Satellite Distribution Services, — Service E - FM Relay Stations. This list is only indicative of the future scope. Further information regarding the scope of the services will be provided at PQQ and ITT stages and the BBC will discuss its service requirements in more detail with bidders at the appropriate stage in the procurement process. The Contract will have an initial term of between 5 and 10 years commencing on 1 April 2012. The duration of the term will be discussed with bidders during the dialogue phase of the procurement, and will be determined prior to the issue of the ITT. The term excludes any transition period which may be required in preparation for commencement of services on 1 April 2012. The Contract may be extended at the BBC’s discretion by up to 5 years. If the BBC wishes to exercise this option, it will give written notice to the successful provider no later than 12 months prior to the end of the initial term. The BBC intends to review the scale of its requirements at an appropriate time during the initial term to ensure that it remains appropriate for the business needs at that time and for the remainder of the initial term. A similar review will be conducted prior to the expiry of the initial term and in advance of any decision to extend the contract for a further 5 years. Service A - Transmission and Distribution: Estimated value: 20 000 000 GBP to 30 000 000 GBP per annum or 200 000 000 GBP to 300 000 000 GBP over initial 10 year term. BBC World Service is the world’s leading international broadcaster providing programmes and content for radio, television, online and mobile phones in English and 31 other languages to a global weekly audience of 180 million. Hundreds of reporters and specialist correspondents bring impartial news reports, documentaries and analysis from around the globe. BBC World Service also offers a rich mix of other programming from arts, business and culture to drama, science and sport. BBC World Service is one part of the collected international-facing television, radio and online services that form BBC Global News. The World Service is funded by the UK government through Parliamentary Grant-in-Aid, which is administered by the Foreign and Commonwealth Office (FCO). It is not subsidised by the Licence Fee. The FCO is involved in the process of deciding which languages are broadcast, but all editorial control rests entirely with the BBC. The relationship between BBC World Service and the FCO is governed by two documents, the Broadcasting Agreement and the Financial Memorandum. The BBC, including BBC World Service, is established under a Royal Charter. The current Charter came into force in 2007 and runs until the end of 2016. It explicitly recognises the BBC's editorial independence and sets out its public purposes. Like the rest of the BBC, BBC World Service is accountable to the BBC Trust, appointed under the Royal Charter to act as trustees for the public interest and oversee all BBC activities. BBC World Service Transmission and Distribution (WS T&D) is responsible for ensuring the delivery of BBC content through 68 radio networks – broadcasting on shortwave, medium wave and FM – and two television networks, averaging around 33 000 hours of audio and 1 000 hours of television per month. In 1997 World Service awarded a 10-year contract to provide a wide range of services associated with the aggregation, distribution and transmission of programmes. The contract was extended in 2005 to run from 2007 to the end of March 2012. The services which are being tendered as part of this procurement are contained within one Lot, however this Lot is split into five separate Services as follows: — The first of these Services (A) represents the core services which any successful bidder will be required to provide, — The remaining Services (B-E) represent the non-core services, some or all of which may be included within the final scope of services which any successful bidder will be required to provide. The BBC intends to use the competitive dialogue process to explore with bidders their appetite for providing Services B-E and whether value can be achieved for the BBC by including one or more of them in the scope of the end to end service provision. During the early dialogue sessions, the BBC will therefore discuss Services B-E with each of the bidders involved at that stage of the process. Following such discussions, the BBC may elect revise the scope of services by excluding any one or more of Services B-E from the scope of services for the procurement. The BBC will advise all bidders involved at that stage of the process of the revised scope of services and the invitation to tender (ITT) will then include this revised scope of services which bidders will be required to bid against. For the avoidance of doubt, regardless of which of Services B-E are included within the scope of services ultimately stated in the ITT, the BBC’s intention throughout the procurement is to award one single contract for the provision of all services which it requires. The BBC has the following high level requirements for this contract (subject to the information provided above regarding the scope of the services): — Service A - Transmission and Distribution Services, — Service B - International Studios and Production Facilities, — Service C - Content Delivery System, — Service D - Satellite Distribution Services, — Service E - FM Relay Stations. This list is only indicative of the future scope. Further information regarding the scope of the services will be provided at PQQ and ITT stages and the BBC will discuss its service requirements in more detail with bidders at the appropriate stage in the procurement process. The Contract will have an initial term of between 5 and 10 years commencing on 1 April 2012. The duration of the term will be discussed with bidders during the dialogue phase of the procurement, and will be determined prior to the issue of the ITT. The term excludes any transition period which may be required in preparation for commencement of services on 1 April 2012. The Contract may be extended at the BBC’s discretion by up to 5 years. If the BBC wishes to exercise this option, it will give written notice to the successful provider no later than 12 months prior to the end of the initial term. The BBC intends to review the scale of its requirements at an appropriate time during the initial term to ensure that it remains appropriate for the business needs at that time and for the remainder of the initial term. A similar review will be conducted prior to the expiry of the initial term and in advance of any decision to extend the contract for a further 5 years. Service A - Transmission and Distribution: Estimated value: 20 000 000 GBP to 30 000 000 GBP per annum or 200 000 000 GBP to 300 000 000 GBP over initial 10 year term. The Surrey Police Authority acting as lead force for a collaborative contract with Sussex and Hampshire Police, is seeking expressions of interest for the provision of digital forensic services.

This service includes gathering, analysing, preserving and reporting on data and/or images retrieved from various digital media devices.  The results of which need to be reported in a format which is acceptable as evidence in a Court of Law. 

On occasions the Contractor/s will be expected to attend Court as an Expert Witness and provide Forensic Analysts for on-site scene attendance. 

The Contractor/s must also be able to provide a secure collection and delivery service for the transportation of exhibits.

The framework agreement will be divided into the following lots:

Lot 1 - Computers

Lot 2 - Mobile Phones

Lot 3 - Storage Devices & Removable Media

The framework agreement is being established for use by Surrey, Sussex and Hampshire Police.

The contract term shall be for one year with the option to extend the contract by three additional 12 month increments, making the maximum possible contract term four years. The option to extend the framework agreement shall be at the sole discretion of the Authority.

The tender process will be carried out following the Restricted procedure.
