REQUEST FOR EXPRESSIONOF INTEREST
Project: EASTERN AFRICA REGIONAL TRANSPORT, TRADE AND DEVELOPMENT FACILITATION PROJECT(EARTTDFP) Phase II
INDIVIDUAL CONSULTANTS(Assistant Project Manager)
The Governmentof Kenya (hereinafter called "Borrower") has received financing from the International DevelopmentAssociation (IDA) (the "Bank") in the form of a "credit" (hereinafter called "credit" toward the cost of Eastern Africa RegionalTransport, Trade and Development Facilitation Project (EARTTDFP).
One of the components, to be financed by the World Bank under this credit is the Enhancing Internet Connectivitythrough construction of approximately 600Km of Point of Presence equipment, high capacity fiber optic cable backbone and associatedductwork to be laid alongside the road from Eldoret to Nadapal-Nakodok with provision for fiber spurs and rings to connect schools,hospitals, other strategic locations including pastoralist road side markets, export processing zones, rest stops, communitycenters and service centers along the corridor in the project area as part of integrated infrastructure development and smart roadsnetwork.
ASSISTANT PROJECT MANAGER
The Assistant Project manager will deputize theProject Manager in ensuring the implementation of EARTTDFP and the overall coordination of the Project and timely execution of the work plan.This includes managing theimplementation of the works required tolay cable and associated works from Eldoret -Nadapal/ Nakodokarea.
Under the supervision of theProject Manager, the consultant will provide the followingservices:
§ Review and provide regular updates on progress of the opticfiber cable implementation.
§ Liaise with optical cable and road constructioncontractors,as well as other stakeholders to the project to ensure optimal and coordinated implementation of the Optical fiber cablecomponent.
§ Troubleshoot and resolve or escalate the Optical Fiber Cableproject implementation issues to the relevant stakeholders for review and resolution.
§ Maintain project documentation, monitor and report allproject component activities.
§ Assist the PM in ensuring monitoring of the procurementplans to provide early warnings of potential over or under disbursements against the agreed loan amounts in a timely manner andreporting any difficulties/bottlenecks that may hinder smooth projectimplementation.
§ Assist the PM to monitor and prepare progress reports onoverall payments to consultants, contractors and suppliers under the projects and identify bottlenecks in the payment process andpropose remedial actions as well as preparation of annual work plans, training and procurement plans and disbursementprojects.
§ Assist the PM in convening the Project Implementing Teammeetings, recording and disseminating proceedings, followingup and reporting on agreed actions.
§ Act for the PM in his/her absence.
The consultant willhave:-
§ A Degree in Information Systems, Computer Science, orEngineering, or a bachelor's degree in related field and over seven (7) years demonstrated experiencein:
§ Telecommunications engineering including fiber optic cable network design andimplementation
§ Supervision of construction of civil/telecommunicationsworks
§ optical transmission and routing equipment andtechnologies
§ Testing, acceptance and maintenance of telecommunicationssystems
§ Managing large and complexprojects
Current knowledge of related areas, suchas:
§ Integrated infrastructure deploymenttechnologies
§ Intelligent TransportSystems,
§ Optical fiber networks and Internet service provision inKenya, South Sudan and elsewhere will be an addedadvantage
The ICT Authority nowinvites eligible individual consultants to indicate their interest in providing the above services by submitting a curriculum vitaeand a one page expression of interest. The consultancy service will be for an initial period of 1 year (12 months) with possibilityof extension subject to satisfactory performance and work program requirements.
Consultant will beselected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultantsby World Bank Borrowers (May 2004, revised May2010).
