Second Phase of the Central Asia Road Links Program (CARs-2)
The Republic of Tajikistan has received financing from the World Bank toward the cost of the Second Phase of the Central Asia Road Links Program (CARs-2), and intends to apply part of the proceeds for consultant services.Ministry of Transport of the Republic of Tajikistan isseeking to recruit an: International Individual Consultant for Development of Detailed Plan onWeight and Dimensional Control
The main objectivesof the Consultant: (i) assess the vehicle axle overloading problem in Tajikistan, which includes assisting MOT in conducting sampleaxle load surveysto provide updated data on the scale of overloading on the road network, analyzing the causes of axle overloading,and recommending on how to address the problem; and (ii) develop of detailed plan for weight and dimension monitoring and controlin the Sughd Oblast, including preparation of specifications for purchasing and installing of weight anddimensional controlequipment, as well as providing advice on the bidding process.During execution of assignment the international consultant will work jointly with staff of the Ministry of Transport and the PIGofMOT.
The consultants should meetthe following qualifications
Higher education intransportsphere, road transport
Not less than 5 signedcontracts on preparation of axle load studies or specifications for required axle load controlequipment.
Excellent skills andknowledgeof international practice on axle load studies and required equipment
Skills onorganization of trainings
Good knowledge oflanguages and communicability. Skills in Tajik and Russian languages are appreciated.
Computer skills withsoftware MS Windows, MS Word, MS Excel, Power point, internet, availability of e-mail and possibility of official correspondence
The ministry of transport now invites eligible consultants to indicate their interest inproviding the services. Interested consultants must provide information indicating that theyare qualified to perform the services(CV with description of similarassignments, experience in similar conditions, availability of appropriate skills among staff,etc.).
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers(current edition).
