section: Drava Bridge – Osijek Interchange                    

This Invitation for Tenders follows third update of General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on June 8, 2015; on the “Development Business” website (devbusiness.com) on June 8, 2015; “Hrvatske autoceste” website, Procurement notice (www.hac.hr) on June 8, 2015; “Official Journal of European Union” website on  June 11, 2015; in Croatian daily newspaper “Jutarnji list” on June 8, 2015; in Croatian Official Gazette “Narodne novine” on June 10, 2015.

“Hrvatske autoceste” d.o.o. (HAC) (hereinafter “the Employer”) intends using part of the proceeds of loan savings from the European Bank for Reconstruction and Development (the Bank) towards the cost of “Corridor Vc Completion Project” (in Republic of Croatia) - (hereinafter “the Project”).
 

1. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

  • Procurement of road equipment and utilities for furnishing the sub - section: Drava Bridge – Osijek Interchange

Note: Mentioned sub - section is placed on the north part of corridor Vc (on A5 Motorway: Beli Manastir - Osijek - Svilaj, Section 2: Beli Manastir - Osijek).

3. Tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.


4. Qualification Criteria

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

4A. General Experience: The Tenderer shall meet the following minimum criteria:

(a) average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last five (5) years of EUR 5.000.000,00 equivalent;

(b) successful experience as prime contractor in the execution of at least one (1) project (with a value of at least 15.000.000,00 HRK or 2.000.000,00 EUR) of a nature and complexity (works on traffic signs and road furniture, road marking, traffic signs, guardrail and wire fence) comparable to the proposed contract within the last five (5) years. The similarity shall be based on the complexity, methods/technology or other characteristics as described in Volume 2.

(c) Joint Venture Requirements
Joint Ventures must satisfy the following minimum qualification requirements:

(i) Leading partner shall meet not less than 50 percent of all the qualifying criteria for general experience and financial position specified above.

(ii) The other partners shall each meet not less than 25% of all the qualifying criteria for general experience and financial position specified above.

(iii) The Joint Venture must satisfy collectively the criteria for personnel and equipment capabilities and financial position stated above, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture’s total capacity. Individual members must each satisfy the requirements for audited balance sheets and litigation.
 


4A.1. Specific experience: The Tenderer should have executed of a minimum of: 

i) At least one (1) completed contract for landscaping works in the total value of minimum HRK 50,000.00 or EUR 6.500,00 during the last 5 years;

ii) At least one (1) completed contract on decorative and interior bridge lighting, navigational signs in the total value of minimum HRK 3,000,000.00 or EUR 400.000,00 during the last 5 years;

iii) At least one (1) completed contract on electroenergetical installations in the total value of minimum HRK 7.000.000,00 or EUR 920.000,00 during the last 5 years;

iv) At least one (1) completed contract on the construction of 3,5 km long route of telecommunication cables in the total value of minimum HRK 1,000,000.00 or EUR 130.000,00 during the last 5 years;
 


4B. Financial Position. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 months, estimated as not less than 500.000,00 EUR equivalent, taking into account the Tenderer’s commitments for other contracts.
NOTE: Required equipment capabilities and personnel capabilities are stated in the Tender Documentation.

 

5. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

7. All tenders must be accompanied by a tender security of HRK 300.000,00 or 40.000,00 EUR or in an equivalent in a convertible currency converted at the selling rate established by the Croatian National Bank at the date 28 days prior to the Tender submission date.

EL TO Zagreb Upgrade Project

The Invitation for prequalification relates to construction of a CHP (combined heat and power) combined-cycle power plant (CCPP), hereinafter referred to as “CCPP EL-TO Zagreb” on turnkey basis according to FIDIC Conditions of Contract, with an electrical output of 90 to 150 MW (under ISO conditions) and with heat output between 80 to 120 MWt. A Long-Term Service Agreement (LTSA) for the gas turbines is also requested.

 

This Invitation for Prequalification follows the General Procurement Notice for this project, which was published, on the EBRD website, Project Procurement Notice (http://www.ebrd.com/work-with-us/procurement/p-pn-150617a.html) on 17 June 2015.

 

Hrvatska Elektroprivreda d.d. (“HEP”), hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of CCPP EL-TO Zagreb.

 

The Client intends prequalifying firms and consortia to tender for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan.

 

The CCPP EL-TO Zagreb shall consist of two natural gas fired, single fuel, heavy duty/industrial type gas turbines of 32 to 53 MWe capacity (under ISO conditions), each connected to unfired, dual-pressure level HRSGs (Heat Recovery Steam Generator).

 

The gas turbines shall be of proven design and be equipped with so-called Dry-Low-NOx combustion technology.

 

The steam turbine shall be of backpressure type with process steam/district heat extractions/bleeds.

 

The HRSGs shall make use of the district heating return water to effectively utilize the low-grade heat of the exhaust gases for maximizing the overall efficiency of the plant.

 

The new CCPP EL-TO Zagreb will be located in a free space within the EL-TO Zagreb Cogeneration Plant site in order to replace the existing unit “A”. The site is equipped with required infrastructure, including district heating station, roads, water supply and sewage system, natural gas, telecommunication and electric-power infrastructure, as well as public lighting.

 

The generated electricity will be transmitted to the electric grid whereas the district heat will be used in the district heating system of the city of Zagreb.

 

The Contract will cover Engineering, Procurement and Construction on turnkey basis applying FIDIC Conditions of Contract. This will include licensing, permitting, site preparation and installation along with all necessary interconnections to existing facilities within EL-TO and infrastructure, certification, training, commissioning (incl. functional testing, guarantee tests and trial run) until Taking-Over.

 

Delivery of spare parts for the Defects Notification Period shall be included in the Works.

 

The predicted Time for completion of power plant is maximum 28 months. There will be 24 months Defect Notification Period (DNP) followed by LTSA services for the gas turbines for the period of one major inspection cycle.

The design shall comply with all provisions of laws, statutes or other mandatory regulations valid in Croatia, as well as with all relevant EU directives and related harmonised norms and standards. The design of pressure equipment under the European Pressure Equipment Directive (PED) shall be based solely on EN standards.

 

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.
