This Invitation for Tenders follows third update of General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on June 8, 2015; on the “Development Business” website (devbusiness.com) on June 8, 2015; “Hrvatske autoceste” website, Procurement notice (www.hac.hr) on June 8, 2015; “Official Journal of European Union” website on  June 11, 2015; in Croatian daily newspaper “Jutarnji list” on June 8, 2015; in Croatian Official Gazette “Narodne novine” on June 10, 2015.

“Hrvatske autoceste” d.o.o. (HAC) (hereinafter “the Employer”) intends using part of the proceeds of loan savings from the European Bank for Reconstruction and Development (the Bank) towards the cost of “Corridor Vc Completion Project” (in Republic of Croatia) - (hereinafter “the Project”).
 

1. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

  • Procurement of road equipment and utilities for furnishing the sub - section: Drava Bridge – Osijek Interchange

Note: Mentioned sub - section is placed on the north part of corridor Vc (on A5 Motorway: Beli Manastir - Osijek - Svilaj, Section 2: Beli Manastir - Osijek).

3. Tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.


4. Qualification Criteria

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

4A. General Experience: The Tenderer shall meet the following minimum criteria:

(a) average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last five (5) years of EUR 5.000.000,00 equivalent;

(b) successful experience as prime contractor in the execution of at least one (1) project (with a value of at least 15.000.000,00 HRK or 2.000.000,00 EUR) of a nature and complexity (works on traffic signs and road furniture, road marking, traffic signs, guardrail and wire fence) comparable to the proposed contract within the last five (5) years. The similarity shall be based on the complexity, methods/technology or other characteristics as described in Volume 2.

(c) Joint Venture Requirements
Joint Ventures must satisfy the following minimum qualification requirements:

(i) Leading partner shall meet not less than 50 percent of all the qualifying criteria for general experience and financial position specified above.

(ii) The other partners shall each meet not less than 25% of all the qualifying criteria for general experience and financial position specified above.

(iii) The Joint Venture must satisfy collectively the criteria for personnel and equipment capabilities and financial position stated above, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture’s total capacity. Individual members must each satisfy the requirements for audited balance sheets and litigation.
 


4A.1. Specific experience: The Tenderer should have executed of a minimum of: 

i) At least one (1) completed contract for landscaping works in the total value of minimum HRK 50,000.00 or EUR 6.500,00 during the last 5 years;

ii) At least one (1) completed contract on decorative and interior bridge lighting, navigational signs in the total value of minimum HRK 3,000,000.00 or EUR 400.000,00 during the last 5 years;

iii) At least one (1) completed contract on electroenergetical installations in the total value of minimum HRK 7.000.000,00 or EUR 920.000,00 during the last 5 years;

iv) At least one (1) completed contract on the construction of 3,5 km long route of telecommunication cables in the total value of minimum HRK 1,000,000.00 or EUR 130.000,00 during the last 5 years;
 


4B. Financial Position. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 months, estimated as not less than 500.000,00 EUR equivalent, taking into account the Tenderer’s commitments for other contracts.
NOTE: Required equipment capabilities and personnel capabilities are stated in the Tender Documentation.

EL TO Zagreb Upgrade Project

The Invitation for prequalification relates to construction of a CHP (combined heat and power) combined-cycle power plant (CCPP), hereinafter referred to as “CCPP EL-TO Zagreb” on turnkey basis according to FIDIC Conditions of Contract, with an electrical output of 90 to 150 MW (under ISO conditions) and with heat output between 80 to 120 MWt. A Long-Term Service Agreement (LTSA) for the gas turbines is also requested.

 

This Invitation for Prequalification follows the General Procurement Notice for this project, which was published, on the EBRD website, Project Procurement Notice (http://www.ebrd.com/work-with-us/procurement/p-pn-150617a.html) on 17 June 2015.

 

Hrvatska Elektroprivreda d.d. (“HEP”), hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of CCPP EL-TO Zagreb.

 

The Client intends prequalifying firms and consortia to tender for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan.

 

The CCPP EL-TO Zagreb shall consist of two natural gas fired, single fuel, heavy duty/industrial type gas turbines of 32 to 53 MWe capacity (under ISO conditions), each connected to unfired, dual-pressure level HRSGs (Heat Recovery Steam Generator).

 

The gas turbines shall be of proven design and be equipped with so-called Dry-Low-NOx combustion technology.

 

The steam turbine shall be of backpressure type with process steam/district heat extractions/bleeds.

 

The HRSGs shall make use of the district heating return water to effectively utilize the low-grade heat of the exhaust gases for maximizing the overall efficiency of the plant.

 

The new CCPP EL-TO Zagreb will be located in a free space within the EL-TO Zagreb Cogeneration Plant site in order to replace the existing unit “A”. The site is equipped with required infrastructure, including district heating station, roads, water supply and sewage system, natural gas, telecommunication and electric-power infrastructure, as well as public lighting.

 

The generated electricity will be transmitted to the electric grid whereas the district heat will be used in the district heating system of the city of Zagreb.

 

The Contract will cover Engineering, Procurement and Construction on turnkey basis applying FIDIC Conditions of Contract. This will include licensing, permitting, site preparation and installation along with all necessary interconnections to existing facilities within EL-TO and infrastructure, certification, training, commissioning (incl. functional testing, guarantee tests and trial run) until Taking-Over.

 

Delivery of spare parts for the Defects Notification Period shall be included in the Works.

 

The predicted Time for completion of power plant is maximum 28 months. There will be 24 months Defect Notification Period (DNP) followed by LTSA services for the gas turbines for the period of one major inspection cycle.

The design shall comply with all provisions of laws, statutes or other mandatory regulations valid in Croatia, as well as with all relevant EU directives and related harmonised norms and standards. The design of pressure equipment under the European Pressure Equipment Directive (PED) shall be based solely on EN standards.

 

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Invitation for Expressions of Interest – Owner’s Engineer

EL TO Zagreb Upgrade Project - Croatia

Project Description:  Hrvatska elektroprivreda d.d. (HEP or the Employer) intends to apply for a loan from the European Bank  for  Reconstruction  and  Development  (the Bank)  towards  the  cost  of CCPP EL-TO Zagreb.

The project comprises of construction of a CHP CCPP, “CCPP EL-TO Zagreb” which is intended to be done on turnkey basis according to FIDIC Conditions of Contract, with an electrical output of 90 to 150 MW (under ISO conditions) and with heat output between 80 to 120 MWt.

The CCPP EL-TO Zagreb will be the basic heat-generating unit for the location EL-TO Zagreb. Electricity production will be subordinated to heat production. The operation of the Plant will be determined by district heating (DH) loads of the Zagreb district heating system as follows: most of the year the plant will operate according to DH load, whereas the need for industrial steam will be covered if there is any steam left to be supplied from the steam turbine extraction, the balance being covered by other units within the EL-TO Zagreb site. The generated electricity will be transmitted to HV transmission grid (110 kV).

The new CCPP EL-TO Zagreb will be located in a free space within the EL-TO Zagreb site to replace the existing unit “A”. The available area is 4,700 m2 and free of any underground and ground infrastructure. The site is equipped with required infrastructure, including heating station, roads, water supply and sewage system, gas, telecommunication and electric-power infrastructure, as well as public lighting. The site can be reached by two road entrances/exits, one from the north and the other from the eastern side.

The Contract will cover Engineering, Procurement and Construction on turnkey basis applying FIDIC Conditions of Contract. This will include licensing, permitting, site preparation and installation along with all necessary interconnections to existing facilities within EL-TO and infrastructure, certification, training, commissioning (incl. functional testing, guarantee tests and trial run) until Taking-Over.

HEP now intends to engage an Owners Engineer who shall exercise all duties in assisting the Employer (this Notice).

Assignment Description: The Owners Engineer shall assist the Employer in the design review, supervising and coordinating the engineering, construction, inspection, testing, commissioning and taking-over of the CHP CCPP EL-TO Zagreb and related facilities, including interconnections to existing plant & systems, being implemented via EPC Turnkey Contract to ensure realization of the Project, fully in accordance with the Consultancy Contract.

All activities shall be performed fully in accordance with the relevant local laws in the Republic of Croatia.

The main objectives of the required services are to:

  • ensure, through the review and revision of main design (basic design documentation intended for licensing and permitting) and detailed design, the compliance of project documentation with the Employer’s requirements, standards and local legislation;
  • ensure that Works are being carried out in compliance with the EPC Contract, relevant technical documentation, standards and norms, as well as environmental and social requirements of EBRD and EIB;
  • supervise the Works, assure technical assistance during works execution;
  • ensure proper accounting and recording of the progress of the Works;
  • ensure that the Works are planned in an orderly manner;
  • carry out the role proactively to identify circumstances that might lead to delays in the progress of the Works and delays under the EPC Contract and propose to the Employer measures that can be taken to avoid or minimize any such delays.

The Owners Engineer shall carry out all duties according to the Consultancy Contract with the Employer. The services to be provided by the OE include but are not limited to the following:

  1. Project Management Assistance;
  2. Design review;
  3. Supervision of Works at Site;
  4. Supervision of Tests on Completion (Commissioning, Functional & Performance Guarantee Tests, Trial Run) and assistance in Taking-Over;
  5. Monitoring of the progress of the Works;
  6. Technical assistance during Works execution;
  7. Reporting.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment expected Start Date and Duration: The assignment is expected to start in second half of 2018 and has an estimated overall duration of about 38 months to cover the completion of the EPC Contract. The intention is to also engage the Owners Engineer during the 24 months Defects Notification Period as needed and as requested by the Employer.

The Consultancy Contract may be extended depending on the needs of the Project and as agreed between the Employer and the Consultant subject to approval by EBRD.

Cost Estimate of the Assignment: EUR 2.0 Mln; Exclusive of VAT. 

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice.  If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.

Funding Source: Through EBRD loan proceeds.

Eligibility Restrictions: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to Owners Engineering services for EPC Turnkey Contracts for projects of similar nature and scale, i.e. construction or rehabilitation of large gas-fired, gas turbine-based combined heat and power (“CHP”) units.

The Consultant’s expert team is expected to ensure that the full EPC Contract period of 38 months and Defects Notification Period of 24 months is covered by an appropriate number of staff. The working language of the project is English; all the team members must possess sufficient proficiency in English.

A graduate mechanical/electrical engineer with twenty (20) or more years of professional experience in the energy sector. He/she shall have good working knowledge of FIDIC contract conditions.

General professional experience

At least fifteen (15) years of experience in design and review/revision of design documents, construction, construction & commissioning supervision, contract administration, claim management and taking-over of thermal power projects.

Specific professional experience

At least ten (10) years of international experience. He/she shall demonstrate that he/she has experience in similar positions in design and review/revision of design documents, construction and commissioning supervision, contract administration, claim management and taking-over in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP project.

He/she shall demonstrate that he/she has occupied similar posts as OE Project Manager on at least two similar CCGT or CCGT-CHP projects ≥ 90 MWe /(80 MWt) in the last fifteen years.

  1. Design Review Manager

Qualifications and skills

A graduate mechanical/electrical engineer with twenty (20) or more years of professional experience in the energy sector. He/she shall have good working knowledge of thermal power plants design.

General professional experience

At least ten (10) years of experience in design and engineering including review/revision of design documents.

Specific professional experience

At least ten (10) years of international experience.

He/she shall demonstrate that he/she has experience in similar positions in design and review/revision of design documents, in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects.

He/she shall demonstrate that he/she has occupied similar posts as Design Review Manager on at least two similar CCGT or CCGT-CHP projects ≥ 90 MWe /(80 MWt) in the last fifteen years.

  1. Commissioning Manager

Qualifications and skills

A graduate mechanical/electrical engineer with twenty (20) or more years of professional experience in the energy sector.  He/she shall have good working knowledge of thermal power plants commissioning.

General professional experience

At least fifteen (15) years of experience in commissioning of plants and systems.

Specific professional experience

At least ten (10) years of international experience.

He/she shall demonstrate that he/she has experience in similar positions in commissioning, in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects.

He/she shall demonstrate that he/she has occupied similar posts as Commissioning Manager on at least two similar CCGT or CCGT-CHP projects ≥ 90 MWe /(80 MWt) in the last fifteen years.

 

The following experts are considered as Non-Key Experts:

  1. Process Engineer

Qualifications and skills

A graduate mechanical/process engineer with fifteen (15) or more years of professional experience in the field of power plant process engineering.

General professional experience

At least ten (10) years of international experience in design and engineering of water & steam cycle in CCGT or CHP projects.

Specific professional experience

He/she shall demonstrate that he/she has knowledge of thermodynamic performance simulation software such as GT Pro, GT Master & other proprietary applications, experience in design and engineering of water & steam cycles, and occupied similar posts as Process Engineer in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects≥ 90 MWe /(80 MWt) in the last fifteen years.

  1. Mechanical Engineer

 

Qualifications and skills

A graduate mechanical engineer with fifteen (15) or more years of professional experience in the field of mechanical engineering.

General professional experience

At least 10 years of international experience in design and engineering of mechanical equipment in CCGT or CHP projects.

Specific professional experience

He/she shall demonstrate that he/she has experience in design and review of design documents of main mechanical equipment such as gas turbine, steam turbine, HRSG, other rotational equipment and piping and occupied similar posts as Mechanical Engineer in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects≥ 90 MWe /(80 MWt) in the last fifteen years.

  1. Electrical Engineer

Qualifications and skills

A graduate electrical engineer with fifteen (15) or more years of professional experience in the field of electrical equipment engineering.

General professional experience

At least 10 years of international experience in design and engineering of electrical equipment in CCGT or CHP projects.

Specific professional experience

He/she shall demonstrate that he/she has experience in design and review of design documents of main electrical equipment such as GIS switchgears (110kV or higher voltage level), generators and generator switchgears, excitation systems, power transformers, 35 kV switchgears, LV distribution, no-break supply systems etc, and occupied similar posts as Electrical Engineer in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects≥ 90 MWe /(80 MWt) in the last fifteen years.

  1. I&C Engineer

Qualifications and skills

A graduate electrical engineer with fifteen (15) or more years of professional experience in the field of instrumentation and control systems engineering.

General professional experience

At least ten (10) years of international experience in design, configuring and commissioning of protection, control and monitoring systems in CCGT or CHP projects.

Specific professional experience

He/she shall demonstrate that he/she has experience in design of executive project documents, configuring and commissioning of protection, control and monitoring system and occupied similar posts as I&C Engineer in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects≥ 90 MWe /(80 MWt) in the last fifteen years.

  1. Civil Engineer

Qualifications and skills

A graduate civil engineer having at least fifteen (15) years of professional experience in the field of civil engineering.

General professional experience

At least ten (10) years of international experience in design and engineering of civil structures in CCGT or CHP projects.

Specific professional experience

He/she shall demonstrate that he/she has experience in design and review of design documents and occupied similar posts as Civil Engineer in at least two projects under conditions similar to those required in this Project – CCGT or CCGT-CHP projects≥ 90 MWe /(80 MWt) in the last fifteen years.

Home Office Support: The Project manager shall engage Home office support for any issues that cannot be resolved by its team at site. It is understood that the Owners Engineer has a pool of experts for various technical disciplines available at the Home office.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:

  1. Company/group of firms’ profile, organisation and staffing (max. 4 pages).
  2. Details of previous project experience or similar assignments particularly undertaken in the previous ten years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives.
  3. CVs of Key Experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
  4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 20 pages (excluding CVs, Consultant Declaration and Contact Sheet).

The expression of interest shall reach the Client not later than the above closing date.

Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals.

The evaluation criteria are as follows:

  1. Experience of the consultant in similar assignments - 40%
  2. Qualifications and experience of the proposed team of experts in similar assignments - 50%
  3. Experience of the consultant in Croatia and/or the Central Europe region - 10%
