Statement of Work covers the tasks, deliverables, and general goals for the Naval Research Laboratory (NRL) for Dual Microwave and Millimeter Wave Antennas that are capable of transmitting a radio frequency signal over the 4-40 GHz frequency range. This effort includes the delivery of one pair (forward and aft) of prototype antennas at a Preliminary Design Review, a second pair (forward and aft) of antennas delivered at a Critical Design Review, and final delivery of 3 pairs (forward and aft) of antennas that will be integrated with an experimental payload.  An 18 month performance is anticipated.

The Air Force Research Laboratory, Space Vehicles Directorate (AFRL/RV), in collaboration with the Space and Missile Systems Center, Military Satellite Communications Directorate (SMC/MC), and NASA Glenn Research Center, plan to conduct fundamental research to increase knowledge and understanding of atmospheric effects on radio frequency signal propagation. Specifically, the objective is to statistically characterize channel propagation effects in the V (71 - 76 GHz) and W (81 - 86 GHz) frequency bandwidths of the electromagnetic spectrum. Channel propagation effects can include, for example, signal attenuation, phase dispersion, and depolarization. It is necessary to correlate the long-term channel behavior to atmospheric and meteorological parameters. Measured data will be used to develop and validate modeling and design tools that can be used to design and assess future military satellite communication architectures.

It also has a SAASM Key Data Processor (KDP-II) programmed by the government cryptographic key loading facility. It provides one pulse per second output. This is a complete system that has been tested and approved to the military standards required by this EUE. This equipment is mission critical to the Standoff Precision Guided Munition (S0-PGM) Extended User Evaluation (EUE) for the Battle Management System (BMS). It is required by the SO-PGM that ephemeris and almanac data be loaded just prior to release of the munition in order to acquire GPS satellites just after launch. The TA-24 is GPS-ICD-153C compliant for Hot Start of the munition from the BMS. There will be no written solicitation issued as a result of this notice. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with TimeTech, Germany, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, a Satellite Time and Ranging Equipment (SATRE) modulator-demodulator (modem) for international Two-Way Satellite Time and Frequency Transfer (TWSTFT) and Phase Comparator with the following specifications: The MODEM should include: one transmit (TX) channel with center frequency of 70±15MHz, impedance of 50Ώ, transmit power from 0 to -40dBm (code), from 0 to -30dBm (CW); two receive (RX) channels with center frequency of 70±15MHz, impedance of 50 Ώ, receive power from -50 to -75dBm; one measurement unit (IIOTIC) for making timing measurements; RS-232 and TCP/IP interface. The MODEM should provide SATRE compatible pseudo-random codes 32 predefined codes for chip-rate 0.5, 1, 2.5 and 5 MChip/s; 16 predefined codes for chip-rate of 10 and 20 MChip/s. The Multi-channel Phase Comparator should provide that one of the input signals is used as a reference signal of 100 MHz. The remaining five channels at 100 MHz are compared to that reference channel. The comparator must have built-in modular low-noise multipliers for expansion to receive 5 or 10 MHz on any channel. Every measurement channel must contain a down-converter that produces an IF (intermediate frequency) signal, with signal shaping (fast rise-and-fall voltage transitions) suitable for input to an internal high-resolution time interval counter (TIC) or a suitable set of counters that provide the same function. The 6 inputs for 100MHz are fitted with SMA standard connectors. The noise floor ADEV(tau>105s) for 100 MHz signals, +10 dBm, must be no higher than 1x10-16. Based on market research, NIST has not identified any other sources that can provide the required product. If NIST identifies no other capable sources by April 27, 2012, NIST will issue a firm-fixed price purchase order on or about July 1, 2012 to Time Tech. The current state-of-the-art frequency sources emerging from research programs at NIST and other national labs have noise and stability that rivals and exceeds that of many devices. For the purpose of precision time scale comparison between labs we will experiment with fiber optic bidirectional frequency distribution to perform two-way time transfer. Through the use of fiber optics we should be able to transfer time with higher accuracy, stability, and security than the existing satellite links. PURPOSE: Phase Noise Metrology has a requirement for the purchase a set of ultra-low noise bidirectional frequency distribution modems for the purpose of optimizing two-way time transfer using current state-of-the-art microwave sources. Having access to precise time transfer has many applications such as communications, navigation, and timescale comparisons. In an effort to improve timescale inter-comparison across labs we require a two-way time transfer scheme using a pair of fiber-optic frequency distribution modems. The use of an optical modem provides the unique opportunity to perform two-way time transfer experiments over hundreds of kilometers. Fiber optics can carry more information and is more secure than free space transmission thus allowing a more reliable comparison of time signals. The modem proposed in this purchase has a reported Allan Deviation of < 1 x 10-12 and < 3 x 10-17 for averaging times of 1s and 1 X 105s averaging respectively. With an Allan Deviation of this level we can transfer time from NIST time standards while maintaining the original signal accuracy and stability. As a result this system will allow the accurate distribution of the signal produced by the time scale at NIST with minimal degradation of the original signal quality (See Figure 1). DELIVERABLES: Two fiber optic bidirectional frequency distribution modems. These modules should be fully compatible with each other and have transmission capabilities over more than a hundred miles. They should also transmit data over a 1550 nm compatible fiber optic link. TECHNICAL SPECIFICATIONS: Phase Noise Metrology requires a set of 2 ultra-low noise bidirectional frequency distribution optical modems with the following specifications: • Frequency: 5 MHz, 10 MHz • Time signal: 1 pps (pulse per second) and 100 pps phase synchronized with frequency signal • Optical wavelength: 1550 • > 0 dBm output power • DLL (delay locked loop) capable of 80 ns corrections • ADEV (Allan deviation, or frequency transfer stability): < 5 x 10-12 1s averaging, < 5 x 10-17 1 X 105s averaging • TDEV (Time deviation, or time transfer stability): < 5 ps for 10 s averaging, < 2ps for and 105 s averaging TECHNICAL CONSIDERATIONS: Long term stability is the most important metric for this purchase.
