It is located within the 46 hectare Ariana Park. The United Nations General Assembly approved the establishment of the Strategic Heritage Plan (SHP) which includes the construction of a New Permanent Office Building (NPB) of approximately 22,371 m2, together with the complete renovation of the main Palais des Nations complex of buildings. UNOG envisages issuing a solicitation for mobile telephony radio-frequency signal analysis services for the NPB and the existing buildings as part of the SHP. Brief Description of Requirements: The United Nations Office at Geneva is looking for qualified companies who can perform comprehensive technical surveys and analysis in the field of mobile telephony radio-frequency signal reinforcement inside buildings. 1/ The analysis will have to evaluate and anticipate the needs for GSM/3G/LTE/4G signal reinforcement inside the new permanent building which construction is expected to start in the last quarter of 2017, and propose technical solutions to meet the identified needs. For this building, the analysis will be based on architecture blueprints, floor plans, technical specifications and physical survey of the construction site. 2/ The analysis will also have to take inventory of the current GSM/3G/LTE/4G signal reinforcement system installed in existing buildings which are due to be renovated between 2018 and 2023. The Air Force Research Laboratory, Space Vehicles Directorate (AFRL/RV), in collaboration with the Space and Missile Systems Center, Military Satellite Communications Directorate (SMC/MC), and NASA Glenn Research Center, plan to conduct fundamental research to increase knowledge and understanding of atmospheric effects on radio frequency signal propagation. Specifically, the objective is to statistically characterize channel propagation effects in the V (71 - 76 GHz) and W (81 - 86 GHz) frequency bandwidths of the electromagnetic spectrum. Channel propagation effects can include, for example, signal attenuation, phase dispersion, and depolarization. It is necessary to correlate the long-term channel behavior to atmospheric and meteorological parameters. Measured data will be used to develop and validate modeling and design tools that can be used to design and assess future military satellite communication architectures.
