Banedanmark wishes to enter into a framework agreement on delivering Fixed Transmission Network materials. Reference is made to a more detailed description in section II.2.4.

The FTN (Fixed Transmission Network) Passive project in Banedanmark handles 2 deliverables:

— Redesign of the existing fiber network (approx. 1 200 km),

— Renewal of the fiber infrastructure (approx. 700 km).

To ensure that the current fibre infrastructure can accommodate the future requirements from several different projects within Banedanmark in the period 2018-2022 it is necessary to improve and expand the current infrastructure throughout Denmark.

The renewal of the infrastructure will ensure a change from a directly buried fibre infrastructure to a system using a number of tubes as installation medium. This change ensures a long life and flexible solution which is deemed the standard solution in Banedanmark for new installations.

This renewal is not covering Banedanmark at all places in Denmark. A redesign or modification will ensure that the existing directly buried fibre infrastructure can be used effectively towards the require purposes.

Implementation of the redesign and renewal will ensure a strong basis for the future deployment of the Banedanmark high priority project and programs.

Based on this, the Signalling Programme and Banedanmark Technical Department have developed a proposal for an overall plan and investment framework for the establishment of the fibre cable system on 38 sections of rail-road track (1 866 km railway). The plan covers the need for technical modernization of an outdated system as well as critical needs for supporting the Signalling Programme.

Acquisition of a new Side Scan Sonar system to the Royal Danish Navy MCM

Danish Defence Acquisition and Logistics Organization (DALO) | Published October 10, 2017  -  Deadline November 17, 2017
cpvs
38113000, 35512400, 35513100

The Royal Danish Navy wants to acquire a replacement for its current Side Scan Sonar (SSS) system, which is the primary sensor for the Danish mine hunting division. In Denmark a towed SSS is used to detect and classify mines and other objects on the seabed.

The SSS is towed through the water by an unmanned surface vessel of the RDN MSF class. The MSF and towed body is remotely controlled from a mother platform that can be either a vessel of the type MSD (-HOLM class) or from a dedicated MCM Command and Control (C2) container placed on a ship of opportunity. Live / real time SSS data is transmitted to the mother platform, where the data is monitored and evaluated by a detector and a classifier. Mine Like Contacts(MILCOS) are selected and later identified by an ROV or by a clearance diving team.

DALO expects that the replacement SSS system shall be integrated into the RDN MCM concept, hence be able to be operated from the MSF Class unmanned surface vessel. Furthermore, DALO expects the SSS system to be able to operate from 10 m water depth to minimum 70 m water depth, and preferably up to 140 m water depth. The SSS system is expected to be based on SAS sonar technology or SSS with comparable resolution, e.g. a resolution of 10 cm out to minimum 100 m range, and preferably up to 150 m range.

Finally the SSS system is expected to be able to interface to current MCM Command and Control (C2) system.

The contract is expected to include the following deliveries:

— 4 Complete SSS systems including the following:

— Side Scan Sonar.

— Actively controlled Towed body.

— Handling system incl. Winch system and Towcable.

— Topside Equipment. Power supplies, Processors etc.

— Software for Control, Processing, Detector, Classifier etc.

Radio link system for remote control of the SSS system and SSS data transfer.

— Onshore Test and Maintenance system.

— Spare Towed body complete with SSS.

— Spare Towcable.

— Installation and integration of the SSS system.

— Support and sustainment of the SSS system.

— Other services including project management, test, education/training and documentation.

The SSS system, including installation and integrations, initial spare parts packages, onshore Test and Maintenance system, documentation and initial training, will be procured on the basis of an Acquisition Contract. In addition, DALO wishes to enter into a Sustainment Contract allowing for the subsequent procurement of additional spare parts, sustainment services, including maintenance services and support in a period of up to 17 years, cf. section II.2.2 and II.2.3 below. The 2 contracts should be seen as a whole and will both be awarded to the successful tenderer.

Please note that the duration of the contract stated in section II.3) (120 months) is estimated on the assumption that the Acquisition Contract will be effective for three (3) years, after which the Sustainment Contract will commence for a period of seven (7) years initially. However the assumption of the duration of the Acquisition Contract is expected to be subject to negotiations during the tender procedure.

In order to continue operation and expand the use of Mobile Satellite Services (MSS), DALO intends to purchase terminals and subscriptions to support personal communication needs for the Danish Defence. The framework agreement also contains accessories, spare parts, services as help desk, repair function and training. The communication is call based as well as data traffic. It is foreen that the data based communication will increase going forward as the satellite operators plan to expand the communication and data capacity substantially within the period of the framework agreement. The subscriptions must support different use patterns and the terminals will mainly be used as back-up or for emergency services. Therefore the volumen of the traffic (voice and/or data) is low. The service shall as well support intense traffic in remote areas with weak infrastructure, including the arctic area.

The terminals can be personal wearable phones with small weight and long battery time as well as fixed mounted terminals for i.e. navy vessels. The satellite connection may also be in the form of a communication hub, connecting to other devices like smart phones or computers. The satcom device may also be connected to a VHF or UHF tactical radio to extend the range via a commercial satellite connection. The supplier shall be able to manage subscriptions with short activation and de-activaion time. It shall be possible for designated people from Danish Defence to monitor voice and data traffic for individual subscriptions and to introduce limits for traffic with alarm settings. The management service may be web based and shall be avalable 24 hours a day, 7 days a week. The management service shall include information for the operational status of the satellite communication service. Due to the nature of satellite based communication, the subscription and capacity requirements will be different for the low orbit satcom compared to the geostationary satcom.

The terminals and subscriptions described in this tender are to be used in both International Operations (INTOPS) as well as National Operations (NATOPS). The use patterns various from low planned traffic to intense traffic for both voice based communication and data communication.

Voice based communication and data communication shall be routed to the Danish Defence internal communication network through dedicated connections and should, where possible, not be routed via the Public Switched Telephone Network (PSTN). In this setup a simpler control of cost and quality may be achieved. The access point for the satellite operator connection to the dedicated connection shall be located in a NATO country.

Following catagories is part of the framework agreement;

— Products: Terminals, SIM-cards, devices, accessories and spare parts for new and for existing equipment.
