The framework agreement concerns the acquisition of Secure Personal Radios (SPR) and the subsequent sustainment of the SPRs. The sustainment of the SPR's will include purchase of spare parts and services related to the operation of the SPR. The SPRs are used for audio communication and data exchange between the soldiers and the soldiers and the vehicles. The duration of the framework agreement is 7 (seven) years. The Danish Defence has an existing radio network of SPRs consisting of around 6 000 man portable radios and more than 600 SPRs installed in vehicles. The SPRs currently owned by DALO were purchased under a framework agreement with Harris which expired in October 2016. Should DALO need to increase the amount of SPRs in their position, DALO intend to acquire more in relevant numbers. The SPR's to be bought under this framework agreement shall be integrated in the existing SPR network.

The procurement concerns the delivery of man portable SPRs and SPRs to be installed in vehicles as well as the subsequent sustainment of the SPRs currently owned by DALO and the SPRs to be acquired under this framework agreement. For further description please see Section II.1.4).

In order to continue operation and expand the use of Mobile Satellite Services (MSS), DALO intends to purchase terminals and subscriptions to support personal communication needs for the Danish Defence. The framework agreement also contains accessories, spare parts, services as help desk, repair function and training. The communication is call based as well as data traffic. It is foreen that the data based communication will increase going forward as the satellite operators plan to expand the communication and data capacity substantially within the period of the framework agreement. The subscriptions must support different use patterns and the terminals will mainly be used as back-up or for emergency services. Therefore the volumen of the traffic (voice and/or data) is low. The service shall as well support intense traffic in remote areas with weak infrastructure, including the arctic area.

The terminals can be personal wearable phones with small weight and long battery time as well as fixed mounted terminals for i.e. navy vessels. The satellite connection may also be in the form of a communication hub, connecting to other devices like smart phones or computers. The satcom device may also be connected to a VHF or UHF tactical radio to extend the range via a commercial satellite connection. The supplier shall be able to manage subscriptions with short activation and de-activaion time. It shall be possible for designated people from Danish Defence to monitor voice and data traffic for individual subscriptions and to introduce limits for traffic with alarm settings. The management service may be web based and shall be avalable 24 hours a day, 7 days a week. The management service shall include information for the operational status of the satellite communication service. Due to the nature of satellite based communication, the subscription and capacity requirements will be different for the low orbit satcom compared to the geostationary satcom.

The terminals and subscriptions described in this tender are to be used in both International Operations (INTOPS) as well as National Operations (NATOPS). The use patterns various from low planned traffic to intense traffic for both voice based communication and data communication.

Voice based communication and data communication shall be routed to the Danish Defence internal communication network through dedicated connections and should, where possible, not be routed via the Public Switched Telephone Network (PSTN). In this setup a simpler control of cost and quality may be achieved. The access point for the satellite operator connection to the dedicated connection shall be located in a NATO country.

The Danish Defense Acquisition and Logistics Organization (DALO) has entered into a contract containing 29 ea. Variable Message Format Data Modems including Special Tools, Test Equipment, Test Software, and Training. Further DALO has decided to execute the option together with the initial purchase and the option for 8 additional Variable Message Format Data Modems is therefore in addition to the puchase of 29 ea. Variable Message Format Data Modems. DALO has made a total purchase of 37 ea. Variable Message Format Data Modems. Included in the contract is also an option for additional Support and Integration for the Royal Danish Air Force (RDAF) F-16 fighter aircraft in S1.1 avionics configuration. The RDAF F-16 in S1.1 Operational Flight Program (OFP) configuration is capable of receiving messages in the Air Force Applications Program Development (AFAPD) format. The VMF-IDM shall translate between VMF messages (radio side) and AFAPD messages (aircraft side). The integration of the VMF IDM should to the extent possible utilize the existing AFAPD MMC interface to handle VMF CAS messages. In the cases where a direct translation is not possible the Supplier shall propose an alternative method for the implementation of the VMF message. The existing legacy Air-to-Ground (A/G) AFAPD communication protocols shall be retained. The Tactical Fire Direction System (TACFIRE) communications protocols should be retained. The VMF-IDM shall not negatively influence other existing subsystems. The VMF IDM shall — if requested by DALO — be tested with the F-16 OFP in the Systems Integration Laboratory (SIL) at Hill Air Force Base. DALO may request the F-16 System Program Office (SPO) at Wright Patterson Air Force Base to issue a Flight Clearance before delivery. The tenderer should as part of the offer perform a Ground Demonstration in Denmark.

The Royal Danish Navy (RDN) operates a wide range of different vessels, primarily in Denmark, but also in various foreign locations.

The purpose of this tender, is to establish a framework agreement on TV-distribution equipment, which is able to distribute TV-transmissions and internal information to TV's (and other kind of TV-receivers) onboard the vessels.

The Royal Danish Navy (RDN) operates a wide range of different vessels, primarily in Denmark, but also in various foreign locations.

The purpose of this tender, is to establish a framework agreement on TV-distribution equipment, which is able to distribute TV-transmissions and internal information to TV's (and other kind of TV-receivers) onboard the vessels.

RDN is currently in need of 12-14 new headend-units in various configurations.

Onboard the ships, TV-transmissions are collected from multiple sources in different formats. These TV-transmissions are distributed to several users, who individually can choose any desired channel on the system.The Infrastructure for distribution to users, is previously installed. Most vessels contains a combination of Local Area Networks (LAN) (either cobber or fiber based) for digital distribution and coaxial cables for analogdistribution. Some vessels contains only analog, coaxial distribution.
