The Royal Danish Navy (RDN) operates a wide range of different vessels, primarily in Denmark, but also in various foreign locations.

The purpose of this tender, is to establish a framework agreement on TV-distribution equipment, which is able to distribute TV-transmissions and internal information to TV's (and other kind of TV-receivers) onboard the vessels.

The Royal Danish Navy (RDN) operates a wide range of different vessels, primarily in Denmark, but also in various foreign locations.

The purpose of this tender, is to establish a framework agreement on TV-distribution equipment, which is able to distribute TV-transmissions and internal information to TV's (and other kind of TV-receivers) onboard the vessels.

RDN is currently in need of 12-14 new headend-units in various configurations.

Onboard the ships, TV-transmissions are collected from multiple sources in different formats. These TV-transmissions are distributed to several users, who individually can choose any desired channel on the system.The Infrastructure for distribution to users, is previously installed. Most vessels contains a combination of Local Area Networks (LAN) (either cobber or fiber based) for digital distribution and coaxial cables for analogdistribution. Some vessels contains only analog, coaxial distribution.

The framework agreement concerns the acquisition of Secure Personal Radios (SPR) and the subsequent sustainment of the SPRs. The sustainment of the SPR's will include purchase of spare parts and services related to the operation of the SPR. The SPRs are used for audio communication and data exchange between the soldiers and the soldiers and the vehicles. The duration of the framework agreement is 7 (seven) years. The Danish Defence has an existing radio network of SPRs consisting of around 6 000 man portable radios and more than 600 SPRs installed in vehicles. The SPRs currently owned by DALO were purchased under a framework agreement with Harris which expired in October 2016. Should DALO need to increase the amount of SPRs in their position, DALO intend to acquire more in relevant numbers. The SPR's to be bought under this framework agreement shall be integrated in the existing SPR network.

The procurement concerns the delivery of man portable SPRs and SPRs to be installed in vehicles as well as the subsequent sustainment of the SPRs currently owned by DALO and the SPRs to be acquired under this framework agreement. For further description please see Section II.1.4).

Further to this a training communication system is installed at the Naval Technical School and a test set of the equipment is located at Naval Base Workshop both consist of Thales series 6000 equipment. The Danish Defence is in the process of upgrading and extending its communications capabilities. The new capabilities will enable the military vehicles to enter into a modern, network based communication- and information system on the battlefield. During an operation, several communication systems on each vehicle will simultaneously need to transmit and receive data and voice signals. This will happen both from static positions and on the move. It is important that each vehicles can fill its role without any communication break-down or limitations caused by interference between the vehicle systems and/or antennas. The increasing number of systems leads to an increasing number of antennas to be fitted onto military vehicles. A part of this process is optimization of the vehicles' topside and positioning of antennas. The work includes approximately 1 500 vehicles during the next two years. The main reason for using dual band antennas with integrated GPS antenna is to limit the number of antennas on the vehicles, without degrading the performance of radios compared with traditional antennas. Each dual band antenna will be used for one VHF radio and one UHF radio at the same time.

The Danish Defence is using several different vessels in the Coastal Rescue Service, the Maritime Home Guard, the Danish Navy, different educational institutions and the Army and Air Force. These vessels have to be equipped with GMDSS material and direction finders in order to be able to require or deliver assistance, and potentially lead operations, in an emergency situation at sea in accordance with the International Maritime Organizations (IMO) Safety Of Life At Sea (SOLAS) regulations and the Search And Rescue (SAR) Denmark. This tender is divided into two lots. The purpose with this framework agreement is to be able to bring, and maintain, all units up to a modern standard for GMDSS material and to ensure that all vessels are equipped with the same type of material to ease maintenance and repairs. The following procurement includes GMDSS equipment for vessels within all four sea areas (A1, A2, A3 and A4) in accordance with the SOLAS regulations chapter IV regarding radio communication.
