SKI provider Framework 8.2 on Telecommunication and Data Communication.

This is a voluntary framework agreement, which means that it is voluntary for SKI's customers whether to apply the Framework Agreement. The framework agreement creates no exclusive relationship between the tenderers who are suppliers to the framework contract and SKI's customers. SKI's customers in tender documentation in Annex A to the Framework Agreement. The framework agreement is divided into two lots, see. Section II.1.6).

Lot 1 includes the provision of Fixed Line, Mobile Phones, including telemetriabonnementer, Data and Mobile Broadband, Phones, including accessories. Lot 1 is designed for those customers who need landlines in their overall voice and data communications dedication. Partial agreement intended to be allocated to three suppliers. See also section IV.1.3) and VI.3). Customers will then have to assign a supply agreement through either direct allocation, or by re-opening of competition (mini-tender).

Details about the connection between the lots, the relationship between the three bidders, to be granted to the partial agreement and when the customer must use direct allocation or mini-tender, tender documents.

Lot 2 includes the supply of Mobile Phones, including telemetriabonnementer, Data and Mobile Broadband, Phones, including accessories. Lot 2 is designed for those customers whose combined voice and data commitment can be met by services provided through mobile network and do not need any landline. Partial agreement intended to be allocated to 4 suppliers. See also section IV.1.3) and VI.3). Customers will then have to assign a supply agreement through either direct allocation, or by re-opening of competition (mini-tender).

The Contracting Authority reserves the right to a number of subscribers (fixed and / or mobile subscriptions), mobile phones and mobile accessories can be purchased from an alternative supplier. This number can not exceed 5% of total subscriptions, mobile phones and mobile accessories relating to this Agreement.

Furthermore reserves customer the right to have a number of mobile subscriptions to an alternative provider if the alternative supplier, has better coverage / capacity than the Supplier. This number can not exceed 10% of total mobile subscriptions.

The requirements for services are detailed in the Framework Agreement with the contract documents.

DMI monitors and reports routinely on sea ice and iceberg conditions near shore and inshore in South Greenland for direct support and guidance of local shipping. The suite of local ships ranges from commercial, passenger and coast guard ships to small individual and sail boats.

The primary area of interest is within 59°45'N-62°00N and 42°50'W-48°30'W, but DMI delivers ice services glob-ally on user demand.

Satellite data recorded in visual wavelength in resolutions of 15-20 m or better are very valuable for the inshore mapping program however fog, cloud cover and winter darkness is a significant limitation and imagery recorded with Synthetic Aperture Radar is a necessary complimentary datasource.

Acquisition of imagery recorded with Synthetic Aperture Radar is the objective of this tender.

Near real time delivery of data is critical for the inshore program however access to data within a couple of hours is acceptable.

The occurrence of sea ice and icebergs is a hazard or obstacle to local shipping. It has been procedure for years to notify local shipping about difficult ice before they actually enter such areas so appropriate bridge decisions can made.

The primary area of interest is within 59°45'N-62°00N and 42°50'W-48°30'W.

The standard products based on the helicopter recce are the following:

— Ice report in plain language.

— Photo series of ice conditions at selected or critical positions or annotated satellite imagery. Most often .jpg files with symbols and explanations of ice conditions.

— Direct ice advisory to ships via HF radio.
