This action also provides for internet service required in Building 3707 for connectivity of equipment that cannot be connected to an Army or DoD network. The Federal Law Enforcement Training Center intends to award a sole source contract for cable broadcast sevrices at the FLETC Glynco, GA facility. The contract will be awarded to Comcast of Greater Florida/Georgia for cable television service. Duration will be a base year plus four option years for a total of sixty months.This requirement is for basic expanded cable television service in all FLETC dormitory rooms, TV rooms, and specified designated offices throughout the FLETC Glynco facility for a current maximum total of 2,440 cable drops. Required services include the Comcast basic expanded broadcast and satellite cable service based on a bulk service agreement; channel lineup includes CNN, ESPN, The Golf Channel, FOX News, CNBC, Discovery, Disney, The Learning Channel, The History Channel, Turner South, USA, CSPAN, CSPAN2,CSPAN3 and fifteen (15) local broadcast stations. Services also include a digital receiver/remote control for each of the drops. Basic expanded cable television services provides informational and recreational services for staff and students on a daily basis. Currently, the State of Georgia Corporation Division provides Certificate of Franchise Authority for specific locales through the State of Georgia. The franchise agreements are exclusive to those who are licensed to operate in the identified service area(s); Comcast Cable Communications Management, LLC is the only cable service provider for the Brunswick, Glynn service area. Removal of the existing cable infrastructure and control room, as well as conversion to a satellite infrastructure with 2440 new drops and associated equipment, would cause significant interruption of television service to the FLETC and require significant investment in equipment and infrastructure. This disruption of service would have a impact on news and weather alerts both significant to the FLETC training operation.

Costs incurred by the Contractor through the actions of the parties other than the CO shall be borne by the Contractor. REPORTING REQUIREMENTS The Contractor shall obtain all necessary licenses and/or permits required to perform the work. The Contractor shall provide trained supervisory personnel, and trained technicians experienced in installation cable television infrastructure. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 1. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. TITLE OF PROJECT: Provide bulk cable TV and internet service to R. H. Johnson VA Medical Center (RHJVAMC). 2. SCOPE OF WORK: The contractor shall provide all resources necessary to provide cable tv to approximately 230 locations and cable internet service. All work to be performed at the RHJVAMC, 109 Bee St, Charleston, SC 29401, contact phone (843)789-7712. 3. BACKGROUND: RHJVAMC requires cable TV service to many patient rooms and waiting areas, as well as cable internet service. 4. PERFORMANCE PERIOD: The contractor shall service required by this Statement of Work (SOW) for a period of one year from award date (with four (4) option years) unless otherwise directed by the Contracting Officer (CO). 5. TYPE OF CONTRACT: Monthly price GENERAL REQUIREMENTS These specifications are a statement of the minimum level of work and services that are to be provided under this contract. They are not intended to be, nor shall they be construed as, limiting specifications or requirements. At a minimum, the contractor shall be required to take all steps and measures which would be taken by a prudent building owner to ensure that the service provided will at a minimum be equivalent to what is currently provided on a month by month basis. 1) Provide cable TV service to approximately 230 locations within the hospital a. Provide approximately 60 channels of service i. Local Channels ii. ESPN iii. FOX/CNN/MSNBC iv. Assortment of Similar Channels b. Contractor will provide multiple demarcation points that are less than 300ft from TV set, such as on a ward or nearest telecommunication closet i. May require contractor to upgrade distribution c. Content must be analog and digital in nature with possibility of HD content i. May require contractor to upgrade distribution to provide correct content ii. Contractor must provide QAM head end equipment so no boxes are required at local TV sets 2) Provide internet service for the following accounts: a. Main account cable modem b. designated Modem II c. designated Trident Clinic d. designated Modem III e. designated Utility Room f. designated Additional Modem g. designated Mail Room CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the Contractor through the actions of the parties other than the CO shall be borne by the Contractor. REPORTING REQUIREMENTS The Contractor shall obtain all necessary licenses and/or permits required to perform the work. In addition, the Contractor shall provide the COTR with a copy of any licenses and/or permits obtained. TRAVEL All work is to be conducted at the RHJVAMC, 109 Bee St, Charleston, SC 29401, contact phone (843)789-7712. The Contractor is responsible for any anticipated travel and per diem. GOVERNMENT RESPONSIBILITIES The VA shall grant the Contractor access permission to all areas of the RHJVAMC necessary to provide the services required under this contract. CONTRACTOR EXPERIENCE REQUIREMENTS The Contractor shall be a licensed provider of Cable TV and Cable Internet services capable of providing the equipment and services specified above. The Contractor shall provide trained supervisory personnel, and trained technicians experienced in installation cable television and cable internet infrastructure. CONFIDENTIALITY AND NON-DISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The C&A requirements do not apply, and a Security Accreditation Package is not required.
