Request for Proposal (RFP) - Training Services, Unmanned Aerial Vehicle Training and Special Flight Operating Certificates – Complex Training

Agriculture and Agri-Food Canada (AAFC) has a number of Unmanned Aerial Vehicle’s (UAV’s) that will be used for research purposes. A UAV is a small aircraft capable of collecting data, such as photos, from the air. Transport Canada regulates the flight of all UAVs in Canada and AAFC is required to meet a number of key objectives before being able to safely and legally fly the UAV for research purposes. No staff in AAFC meets these objectives and as a result a Contractor is needed.
AAFC requires a Contractor to provide ground school and radio operator training for up to 15 AAFC staff to meet Transport Canada requirements to safely and legally fly a UAV for research purposes. The successful Contractor will provide, the necessary training, so that AAFC staff will meet Transport Canada’s requirements for the application of Transport Canada’s Special Flight Operating Certificates (SFOC)-Complex.
The services required are detailed in RFP Appendix B. AAFC anticipates to award a contract as soon as possible after closing. Services shall be completed by March 31, 2016.
