Title: Non-Intrusive Signal Analyzer (NISA)

Background:

The Royal Canadian Mounted Police (RCMP) requires a Radio Frequency non-intrusive signal analyzer system to assist with isolating and identifying subscriber radio equipment that may be operating outside specifications. The system itself must be able to monitor conventional and/or trunked P25 (Digital Radio Protocol) radio transmissions and compare signal characteristics to threshold value to determine pass or fail results. These results must be presentable via a report to technical staff for further follow-up and action.

Nature of Requirement:

The requirement is to purchase 1 NISA system (VHF + UHF configuration + P25 conventional). The Requirement also includes an option to purchase up to an additional four (4) systems in any of the mandatory configurations listed in the Statement of Requirement and up to twenty (20) additional software licenses to remotely operate the unit and up to 8 license upgrades that allow for upgrades to capabilities of the hardware/software to support different bands/protocols anytime within forty eight (48) months after contract award.

15.24 m (50 ft) Self-Support VHF Tower, Hill Island, Ontario

ADVANCE PROCUREMENT NOTICE BASE PROGRAM FOR FISCAL YEAR 2016/2017 CFB 3RD WING BAGOTVILLE AND RELATED SATELLITE SITES (WITH SECURITY REQUIREMENTS) Purpose of this Advance Procurement Notice This is not a bid solicitation. This is an advance notice of a program with anticipated security requirements to provide interested Contractors/Consultants an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.  Description of the Program The program may include, but is not limited to new construction for DND’s infrastructure, renovations and modernization of Department of National Defence (DND) infrastructure, demolition, maintenance and removal of DND’s infrastructure in support of Canadian Forces Operations. Overall program value is estimated at $7,000,000.00, with the contract value generally ranging from 25 000$ to 1 000 000$.  Description of the Services  The program will consist of construction, consultant and services projects that may include, but are not necessarily limited to the following: •	Work to set various buildings to standards (electricity, mechanical, architectural and structural)  •	Power distribution, generator and lighting systems replacement  •	Telecommunications upgrade •	Construction, rehabilitation and repair on paving, roads and driving surface •	Demolition and construction of new buildings and premises •	Asbestos removal and encapsulation in various buildings •	Setting to standards and installation of loading arms, recovery tanks, grease recovery tanks, venting systems, dust extractor systems, monitoring and regulation systems Additional technical services in support of the Base Program can also include, without being limited to:  •	Design studies •	Drawings and specifications •	Surveying and land surveyors •	Qualitative trials (soils and materials, roof and geo environment) •	Snow removal (roof and grounds) and grounds maintenance (grass and hay cutting, pruning, cutting) •	Drilling services and geotechnical studies •	Environmental projects •	Various housekeeping work •	Hazardous material characterization, asbestos removal and demolition •	Inspection and maintenance services for oil equipment It is anticipated that the procurement for these projects will be initiated in the period of April 1st 2016 through March 31st 2017. Operators at these stations use balloon-borne instruments (radiosondes) and automated ground systems to measure air temperature, relative humidity, atmospheric pressure, wind velocity from surface to a pressure level of 3 hPa (or flight termination). The data collected is transmitted to a central ECCC server (the Canadian meteorological Centre, CMC, in Montreal), automatically, in near real time. ECCC manages the telecommunication between the operational upper air site and its telecommunication servers.  As part of the on-going life cycle management of the network, ECCC requires the supply of the following ground systems with a life expectancy of at least five years, including the applicable manuals; radiosondes; ozonesonde interfaces; de-reelers; portable ground systems, ongoing software and hardware support; training courses and materials; and maintenance services.  The period of the contract is from contract award to March 31, 2022.  The technical evaluation includes mandatory technical criteria, point rated technicalcriteria and a proof of performance testing.  For the proof of performance testing the responsive bid with the highest combined rating of technical merit and price must deliver and install equipment to Stony Plain, Alberta to allow ECCC to carry out testing. The refinishing shop has two paint booths large enough to accommodate the painting 1 x CF-18 aircraft each, and two small paint booths used to paint smaller sized projects. As painting is done, there is a system that provides clean air free of contaminants into the paint booth, and pulls toxic airborne paint particles towards the filters in order to keep them from escaping to the outside environment. The filters also protect the fan system from overspray which could result in extensive and costly repairs. As painting is done on a daily basis these filters eventually become clogged, no longer providing the protection that is required, and need to be replaced on a regular basis.At this time due to the large amount of work being done to meet current project demands, all filters and spares are going to be exhausted in the next month or two, which will cause a delay in our product output. The intent of this requirement is to procure enough product to replace the filters in all four paint booths, with an additional set of filters to be put in storage as spares, so that operations are no longer affected.
