The CRTC is also requesting information with this Request for Information (RFI) to determine the availability of capable contractors that can accomplish this task, or if alternate innovative solutions are available on the market that are capable of supporting all requirements of the National DNCL.

The Canadian Radio-television and Telecommunications Commission (CRTC) is an administrative tribunal that regulates and supervises broadcasting and telecommunications in Canada. The CRTC seeks to ensure that Canadians have access to a world-class communication system. This overarching objective is supported by three pillars: create, connect and protect. The CRTC supervises and regulates over 2,000 broadcasters, including TV, AM and FM radio and the companies that bring these services to Canadians.

One of the tools used by the CRTC to assess the performance and health of the radio and television industries and of licensees is audience measurement data that provides insight on the tuning performance of Canada’s radio and television stations and services as well as the performance of specific programs broadcast on these stations and services.

Examples of the types of data that are beneficial to the CRTC in its assessment of performance include viewing and tuning time and share of tuning to radio stations and viewing and television stations, demographic information relating to respondents, program-level viewing data for television, as well as information regarding the stations and their respective markets.

Among the methods commonly used to collect audience measurement information are radio and television diary surveys. Such surveys are done by mail, and panel members receive a diary and are asked to record their radio or television tuning. The data is then compiled and used to produce audience estimates and reports.

The CRTC does not have the internal capability to fulfill its needs for audience measurement data. As such, to fulfill its needs for comprehensive audience measurement data for both radio and television, the CRTC seeks to retain the services of an established independent contractor.

Among the most accurate means currently available to collect radio and television audience measurement data is through Portable People Meter (PPM) technology. PPM technology is a pager-sized device that is carried by a representative panel of Canadians that detects inaudible codes that broadcasters embed in the audio portion of their programming using encoders provided by Numeris. Numeris is the only company licensed to use PPM Technology within Canada and is thus the only broadcast measurement and consumer behaviour data supplier in Canada that provides television and radio audience measurement data through the use of PPM technology.

A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation. The Canadian Space Agency wishes to acquire a new digital radio communication system with the aim of improving the quality of its communications, of complying with the new bandwidth requirements, and of modernizing the radio equipment of users. Description of the existing system (other details in the Request for Proposal). The existing radio communication system is a conventional broadband (25 Khz) analog modulation system with two duplex frequencies, including two repeaters connected to filtration and a distributed antenna array in the John H. Chapman Space Center. Description of the system required (other details in the Request for Proposal). The radio communications system must be a digitally modulated dynamic access system with frequencies including the radio equipment that will be connected to the filtration and the distributed antenna array of the existing coverage. Any radio equpment identified and provided in this project must be homologated and include an Industry Canada certification number as required by the Radio Communication Act and the Radio Communication Regulations. The certification numbers must be provided when submitting the tender at the bid closing date and hour. The system must meet the required minimum characteristics and be made up of components such as: the repeaters, must consist of two repeaters. Must allow access to 4 simultaneous voice channels, allow dynamic channel access to all users. (other details in the Request for Proposal). 3 types of portal models are required (Details in the Request for Proposal). The successful tenderer will be responsible for the installation, the complete configuration of the proposed radio communication system, the quality of the radio coverage inside the John H. Chapman Space Center buildings, the configuration , programming, delivery, and installation of all the equipment and hardware necessary of the installation, and must at the end of the project, carry out performance tests on the entire system in order to demonstrate that the performance of the new system is at least equal to, if not better than the current system.  Required translation quality: while being true to the original English text, the French translation must read as a text that was conceived and written in French.
