Vitebsk Wastewater Project

Vitebsk City Unitary Industrial Enterprise of Water Supply and Sewer Services “Vitebskvodokanal” intends using the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD), grant from Northern Dimension Environmental Partnership (NDEP) and a grant from the Swedish International Development Agency (Sida) to improve the quality of wastewater treatment in Vitebsk in line with international requirements, such as Helsinki Commission, efficient operation and maintaining of wastewater city network, and, also improving public health.  The proposed project, which has a total estimated budget of EUR 17 million, will require the procurement of the following goods, works and services:
  1. Modernization of the biological treatment process at the wastewater treatment plant serving approximately 330 000 residents of Vitebsk and industries, including:
  • Detail design of the planned investments;
  • Construction and reconstruction of concrete and steel structures, and pipes;
  • Supply and installation of mechanical, electrical and automation equipment;
  • Commissioning of completed project.
  1. Purchase of combined suction and flushing vehicle with recycling system for cleaning wastewater pipes having inside diameter from 100 to 1100 mm.
  1. Purchase of closed-circuit television system for inspection of wastewater system with inside diameter from 50 to 1500mm.
Tendering for the above goods, works and services is expected to begin in the second quarter of 2015.
Contracts to be financed with the proceeds of the loans from the EBRD and grants from Sida and NDEP will be subject to the EBRD Procurement Policies and Rules and will be open to firms from any country, with the exception of the contracts financed by NDEP where NDEP eligibility restrictions will apply.
The proceeds of the EBRD loan and grants from Sida and NDEP will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
