The public broadcaster NRK (the Norwegian Broadcasting Corporation) is state-owned and is a large organisation with approx.

3 500 employees and approx. NOK five billion in turnover. NRK has a much decentralised organisation, with the head office at Marienlyst in Oslo and regional and local offices all over the country.

In addition to the facility at Marienlyst in Oslo, NRK has a licence and a public service office in Mo i Rana and also has the NRK Sápmi office in Karasjok. NRK also has regional centres, district offices and local offices all over Norway.

NRK wishes to enter into new framework agreements for the hire of equipment for the area gripping equipment.

The main objective of the agreements is to facilitate for NRK to have the required capacity and availability to maintain/increase the production capacity in a safer manner and with a sufficient quality to comply with NRK's requirements.

The contract shall also facilitate a high degree of flexibility and a high service level.

The contract will be valid for 2 years from when the contract is signed, with an option for the contracting authority to extend the contract for 2 years. The framework agreement can be valid for a maximum of 4 years. The contract is expected to be implemented by the middle of March 2017.

A contract shall be signed with maximum three framework agreement providers.

NRK is planning procurement of one large audio recording truck. This large audio truck shall work with radio, music recording and television. The truck will be placed at NRK in Trondheim, but will cover most of Norway. One of the most important factors is the acoustics and sound insulation of the control room. NRK is recording and producing in noisy environments and we want the best possible working conditions. In the control room there will be a maximum of 4 persons working and it’s also possible that one or two will be sitting in the hall and do small video production. The Equipment must be able to operate in different climatic conditions, from cold Nordic to the warm south European. NRK has begun a procurement process to replace and renew our audio processing equipment for TV and internet.

In June 2016, in conjunction with the largest broadcasters in Norway, NRK standardised their audio output signals to EBU R128 with a target level of — 23LUFS. To comprehensively implement this on all platforms, and in order to meet future requirements, we are looking into the possibilities of renewing and upgrading the audio processing equipment.

For simpler maintenance and more effective adjustments, we plan to centralise the sound picture of our regional outputs. Currently the equipment used for loudness-normalisation is located near the production. With limited access to qualified personnel locally, we can see the advantage of a service for all regions at NRK in Oslo.

We also have a need to reach an increased public who use our streaming services in a manner comparable with the perceived quality of our traditional television broadcasting. Loudness-normalisation is therefore also important on internet-based platforms.
