The Broadcasting Unit at the Houses of Parliament in Westminster is responsible for recording and streaming high quality pictures and sound of all proceedings taking place on the Parliamentary Estate, whether from within the House of Commons Chamber, the House of Lords Chamber, Westminster Hall, Lords Grand Committee or any of the many Committee Rooms. The Houses of Parliament intend to appoint up to 5 companies with a proven capability in design and installation of broadcast facilities within occupied historic listed buildings to a framework agreement for Broadcast Installation Work.

The design function will involve using a written specification (provided by the Houses of Parliament) to produce detailed schematics, wiring schedules and physical layouts for broadcast quality video and audio systems. These systems will be required to meet internationally recognised standards. Successful contractors will be required to install such systems in various locations on the Parliamentary Estate, including the Grade I listed Palace of Westminster, as well as other listed and architecturally important buildings.

The framework will have a duration of three years with the option to extend for a further year.

The BBC is seeking to establish a set of Framework Agreements for supply and delivery of an extensive range of Broadcast Components and Peripherals. Products must be compatible with existing systems and technical standards within the BBC and should reflect the needs of the BBC to align itself with the latest technology. The product range will reflect the operational needs of the BBC during the lifetime of the contract and must be dynamically managed to reflect changing technologies employed within the Broadcast environment. The BBC requires tenderers to demonstrate that all products are generally available from stock, supported by appropriate inventory levels. Tenderers must have proven experience of dealing with large multi-site organisations. A range of rapid delivery solutions will be required to all BBC premises to include next day delivery as a standard offering. Tenderers must demonstrate the ability to offer comprehensive technical support across the full of product range, which will include applications advice specific to broadcast environments. An essential requirement of the Framework Agreements is that the successful Tenderer(s) will operate an electronic catalogue, electronic processing and electronic invoicing. The University of Sunderland has been providing higher education in the City since 1901 and has held University status since 1992. It is an innovative,forward thinking University with high standards of teaching, research and support and has strong links with industry and business.

As well as our two Sunderland-based campuses we operate a site at Canary Wharf in London as well as delivering our programmes to 6,500 overseas students in their own countries. We also operate National Glass Centre, a centre of excellence and visitor attraction for contemporary glass. The University seek to appoint an innovative supplier and integrator to oversee and deploy the key refresh
and refurbishment of our prestigious Broadcast professional video and audio capture studio located at the Media Centre St. Peters - one of our Sunderland based campuses. The refresh work will be undertaken and completed between 13th June, 2016 -14th July, 2016. By responding to this Prior Information Notice (PIN) you are confirming that you are able to release resource and undertake the pre market engagement during the period identified below.

The broadcast Studio at the Media Centre on St. Peters Campus forms a key area of teaching and learning for the media arm of Arts, Design and Media at the University of Sunderland. The area is heavily utilised by media students (Broadcast Media and Broadcast Journalism for example) for a variety of broadcast related requirements and course content.

It is also anticipated that the proposed solution will integrate with the existing trilogy system (for talkback) and existing post production systems including media composer and premiere whilst utilising the existing edit share base for video file storage.

The successfully appointed suppliers will be expected to complete an upgrade of the existing provision focusing on the following set of specifications and essential functionality.
