Acquisition and sustainment of BRASS Enhancement 1 (BRASS EO).

Danish Defence Acquisition and Logistics Organizations (DALO) | Published October 20, 2015  -  Deadline November 17, 2015
cpvs
35711000, 35700000, 35710000, 35712000, 32342410, 51321000, 50333000

This contract notice concerns DALO's award of a contract covering the acquisition and sustainment of the Danish implementation of the NATO BRASS EO. The Danish implementation of the NATO BRASS EO system will be the strategic maritime HF communication system for the Royal Danish Navy ensuring backwards compatibility with NATO BRASS Initial Core Capability (ICC) and NATO legacy systems. The purpose of the contract is to facilitate a multiple, continuous, robust, strategic and independent long range radio communication capability — under national control — between shore authorities and Danish naval units operating in Danish, North Atlantic and Arctic waters, as well as designated waters for worldwide support during operations covering from combat operations to peace operations and humanitarian operations. It is crucial to DALO that the accquisition is interoperable with Danish and NATO naval units. Therefore, the implementation is driven by the NATO Minimum Military Requirements (MMR) and NATO Broadcast and Ship Shore Enhancement One Target Architecture (BREITA). Also, it will be viewed positively that the system offered by the tenderer — to the furthest extent possible — is already fully developed and put into operational use. The BRASS EO system is to be installed at 1) 2 control sites ashore; one in Denmark and 1 in Greenland, at 2) the naval training facility in Denmark and 3) on all major naval units. Thus, delivery of the system must take place at several locations within the Kingdom of Denmark. Delivery in Denmark includes an Automated Control and Management System (ACMS) site in Aarhus with a transmit and a receive site in Frederikshavn. Delivery in Greenland includes an ACMS site in Nuuk with a transmit and a receive site in Kangerlussuaq. Furthermore, the system is to be installed on an expected number of 13 mobile units, which are located at either Naval Base Korsoer or Naval Base Frederikshavn at the time of the installation. The naval training facility is also located at the Naval Base Frederikshavn. The majority of the sustainment services are expected to be delivered at the sites ashore and/or delivered remotely to mobile units. However, the supplier must be obligated to deliver certain sustainment services on site to mobile units either in national or in international operations. Further details regarding the specificic places of delivery will follow in the tender documents. The BRASS EO system, including installations, initial spare parts packages, special tools and test equipment (STTE), documentation and initial training, will be procured on the basis of an Acquisition Contract. In addition, DALO wishes to enter into a Sustainment Contract allowing for the subsequent procurement of additional spare parts and STTE, sustainment services, including maintenance services and support, and optional deliveries for the system throughout a period of up to 15 years, which is the expected life time of the system. The 2 contracts should be seen as a whole and will both be awarded to the successful tenderer.

Video Production Switcher Systems.

TV2 / DANMARK A/S | Published April 25, 2015  -  Deadline June 1, 2015
cpvs
32211000

TV 2 is planning to replace our current SD video production switchers for 24/7 NEWS production and feature magazine production in Copenhagen with new HD video production switcher systems. Currently, a GV Kayak SD250C is used for the production of 24/7 NEWS. The Kayak system has been in production since Q3 2007. For this project, TV 2 will build two new production control rooms. The aim is to build two completely separate chains of production (production chains), equalling a design incorporating two separate broadcast video production switchers using traditional, proprietary video switcher technology. The background for this is a required high redundancy and up-time and the ability to take one production chain out of service for maintenance leaving the second production chain in full operation. In addition to traditional switcher technology, TV 2 is open to a HD broadcast video switcher system architecture based on dynamic, IT based re-assignable resources. The system architecture of such a system must however be created in a way, that a defect or breakdown does not affect both production chains / production control rooms. Such an IT based architecture can share of processing power for input/output resources inherently, but a key factor for any system architecture offered is very high redundancy. The broadcast video switchers will to a large extend only be controlled from an automation system (VizRT Mosart). A common control panel for the video switcher functionality in the two control rooms must be offered. This panel will only be used for set-up of effects etc. to be recalled and used by the Mosart automation. The broadcast video production switcher systems must therefore be controllable from two separate Mosart automation systems from VizRT, i.e. one Mosart system controls what equals one traditional video switcher. Current Mosart software level at TV 2 is v.3.6.3. The router control system at TV 2 is Virtual Studio Manager from L-S-B (Lawo). Current Virtual Studio Manager software level at TV 2 is 14.1.1. (Build: 1932). The offered broadcast video production switcher must have integration to VSM. The tender will form an agreement for delivery of video production switcher systems, installation, training, documentation and support and a framework agreement for extending the provided system with extra units and features. The purchaser is using Mercell Sourcing Services for this tender. Danish Business Authority | Published July 3, 2014  -  Deadline August 15, 2014
cpvs
32418000, 32570000, 64200000, 72720000, 50330000

1. Introduction: The Coastal Radio System in Denmark (CRSD) is a key element in ensuring safety at sea by enabling ship-to-shore and shore-to-ship communications using VHF and MF radio bands. The radio system supports Denmark's fulfilment of its obligations defined in the IMO-treaty on supporting safety at sea and specifically implements the GMDSS within Area 1 and 2 as defined in the Master Plan of Shore-Based Facilities for the Global Maritime Distress and Safety System. It also serves usages driven by Danish legislation. The existing coastal radio system has been provided and operated by the privately owned company TDC under an universal service obligation and under the brand name 'Lyngby Radio'. In broad terms the CRSD consists of workstations and switching facilities at “Lyngby Radio” (radio room) and several base stations in Denmark (radio network). The main parts of the existing system have been in operation for over 10 years, thus the CRSD needs a modernization. In 2012, the Government decided to cancel the universal service obligation for the CRSD. This decision means that the Danish Defence will take over the task of operating the radio room from 1.1.2015 and onwards. The new Coastal Radio System in Denmark shall be based on a reliable, stable and future proof technology as “Mission Critical Infrastructure” as it plays an important role in the naval SAR (Search-And-rescue). The system will be used by the Admiral Danish Fleet on a daily basis to manage incidents. The Danish Business Authority (DBA) is responsible for the tender project. System implementation and roll-out will be controlled by the DBA; ownership and responsibility for technical operation of the network after system acceptance will be taken by the the Danish Maritime Authority (DMA). The DMA also operates the existing Automatic Identification System (AIS). 2. Scope of project: The contract includes delivery of a coastal radio system and delivery of transmission network for up to 15 years after the network is operational (see 2.2.). The contract also includes maintenance and support services for up to 15 years (see 2.3.). 2.1 Delivery of the coastal radio system: Main elements of the system: The contract covers the design, planning, delivery, implementation and commissioning of all system elements of a CRSD that ensures safety at sea by enabling ship-to-shore, and shore-to-ship communications using VHF and MF marine radio frequency bands. The CRSD contains the following major system elements to be provided under this contract: VHF and MF radio base stations, backbone network, a switching system and a network management system covering all system elements. The CRSD shall provide capacity to handle at least 100 VHF and 20 MF radio base station channels. The network management system shall be able to remotely control, configure and operate the CRSD consisting of VHF and MF radio base stations and operator workstations. Other functions of the system: The CRSD shall be able to perform voice communications and broadcast transmission on individual channels and channel groups and receive and transmit DSC calls. It shall also provide connections and interfaces with external databases and networks such as the public switched telephone network. Communication for the handling of the public pilotage through Danish territorial waters shall also be integrated into the CRSD. Moreover, the CRSD shall allow the existing AIS to utilize the costal radio antenna system and shall have an interface to receive and process information provided by the AIS system.
