Realignment Of The National Action Programme (nap) To The United Nations Convention To Combat Desertification (unccd) Ten Year Strategy REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES ? FIRMS SELECTION) TRINIDAD ANDTOBAGO GEF GRANTREALIGNMENT OF THE NATIONAL ACTION PROGRAMME TO THE UNCCD TEN YEAR STRATEGY Assignment Title: Realignment of the National Action Programme (NAP) to the United Nations Convention toCombat Desertification (UNCCD) Ten Year Strategy The Government of Trinidad and Tobago has signed a Grant Agreement with the International Bank for Reconstruction (World Bank) through theGlobal Environmental Facility (GEF) to facilitate realignment of the National Action Programme (NAP). In decision 3/Conference of the Parties (COP) 8,affected countries were urged to align their action programmes and other relevant implementation activities relating to the UNCCDwith the 10-Year Strategy. Trinidad and Tobago is in the process of formulating/revising a number of policies in addition to thereview and amendment of relevant legislation. These policy and legislation revisions pertain mainly to the sectors of urbanplanning, squatter regularization and forest and protected area management. The Government of Trinidad and Tobago formally approvedthe NAP in 2006 and is currently seeking to alignthe NAP to the UNCCD 10-Year Strategy. The consulting services ("the Services") required for this project include stocktaking, assessment and awareness raising; strengthening human and scientific capacity for NAP alignment; establishing andstrengthening the policy and institutional framework for NAP alignment and implementation; and establishing the finance andtechnology framework for NAP implementation over the course of six(6) months. The Environmental Management Authority (EMA)now invites eligible consulting firms or entities ("Consultants") to indicate their interest in providing the Services. InterestedConsultants should provide information demonstrating that they have the required qualifications and relevant experience to performthe Services. This consultancy assignment shall require a multi-disciplinary approach of a qualified andexperienced team of consultants who will be able to cover a range of expertise in the fields of sustainable land management and planning,policy andlegislation. Qualifications and experience of the Team Leader are: ·         A Post Graduate degree in Environmental Studies and/or social sciences, in addition to at least tenyears experience in conducting assessments,and should be experienced in managing projects similar to thisproject ·         Excellent skills in consulting, communicating and coordinating, as well as adequate oral andwritten proficiency ·         Have ten years prior experience in and familiarity with participatorymethodologies ·         Have experience in working with both government and non-governmentorganizations ·         Very good general knowledge of environmental issues particularly related toUNCCD, UNFCCC and CBD; ·         Good knowledge of the environmental issues and in particular, the issues ofdesertification, land degradation and drought of Trinidad and Tobago; ·         Sound knowledge of the UNCCD 10-Year Strategy and the alignmentprocess; ·         Sound knowledge of the role and purpose of the National Action Programmes(NAPs) in the UNCCD implementation process; The team should also include experts in the specialtieslisted below, the Qualifications and Experience aslisted: Sustainable Land ManagementSpecialist a)      A Post Graduate degree in environmental studies and/or social sciences or a relatedfield; b)      At least 10 years working experience in the field of environment protection preferably in the Caribbeanregion c)      Have 10 years prior experience in and familiarity with participatory methodologies d)     Very good general knowledge of environmental issues particularly related to UNCCD, UNFCCC andCBD; e)      Good knowledge of the environmental issues and in particular, the issues of desertification, landdegradationand drought of Trinidad and Tobago; f)       Sound knowledge of the UNCCD 10-Year Strategy and the alignmentprocess; g)      Sound knowledge of the role and purposeof the National Action Programmes (NAPs) in the UNCCD implementationprocess; h)      Sound knowledge of the NAP process in Trinidad and Tobago i)        Sound knowledge of the sectoral development policies of Trinidad andTobago j)        Excellent skills in consulting, communicating and coordinating, as well as adequate oral andwritten proficiency k)      Have the professional expertise and background which cover the requirements of tasks defined in thisTOR l)        Have experience in working with both government and non-governmentorganizations m)    Experience and expertise in the development of environmental action programmes; n)      Must have experience of working in the area of development and/or the alignment of action programmes for theimplementation of the UNCCD; o)      Must have worked on environmental issues, preferably sustainable land management issues in theregion. p)      Have experience in facilitation processes at workshops q)      Be competent in the use of the Microsoft Office Suite r)       Be able to network and engage with stakeholders Planning, Policy andLegislation a)      A Law degree froma recognized institution plus the Legal Education Certificate (LEC) b)      Minimum of tenyears practicing law c)      Familiarity withthe laws, policies and regulations governing the environment in Trinidad and Tobago d)    Have experience in working with both government andnon-government organizations e)      Be able to networkand engagewith stakeholders f)       Excellent research, analytical, writing and presentational skills g)      Be competent inthe use of the Microsoft Office Suite Public/Stakeholder ConsultationExpert a)      A Post Graduatedegree in Biology, Environmental Studies or Social Sciences, in addition to at least five years experience in conductingpublic/stakeholder consultations, and should be experienced in managing projects similar to thisproject b)      Excellent skillsin communicating and coordinating, as well as adequate oral and written proficiency c)      Have 5 years priorexperiencein and familiarity with participatory methodologies d)    Have experience in working with both government andnon-government organizations The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDACredits & Grants] by World Bank Borrowers (dated January 2011, revised July 2014) ("Consultant Guidelines"), setting forththe World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint ventureor a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the procurement method 'Selection Basedon Consultants' Qualifications (CQS) asset out in the Consultant Guidelines.
